1 BOARD OF SELECTMEN REGULAR SESSION MEETING MINUTES December 16, Main Street, Room 229 Millis, MA CALL TO ORDER: Sel. Vecchi, Chair, called the meeting to order at 7:30 pm. The following persons were present: Chairman Charles Vecchi, Vice Chair Andrea Wagner, Clerk Christopher Smith, Town Administrator Charles Aspinwall, and Jennifer Cederberg, Operations Director. ANNOUNCEMENTS Sel. Vecchi read a letter from the American Legion Post 208 thanking the Board for their assistance in replacing the boiler at their Post. Robert Cantoreggi spoke of Grove Street, one of the streets the Town has reconstructed. He has concerns about the amount of silk fencing and hay bales. EAGLE SCOUT PROJECT Brian Reilly In order to obtain his Eagle Scout ranking, Brian Reilly would like permission to clean up and restore the Town Pound Historical Site on Farm Street. Part of the process would be to fundraise to replace the sign designating this as a historical site, clean up the area, and repaint an existing wooden gate. Brian distributed pictures to the Selectmen showing the existing conditions. Motion by Sel. Wagner, seconded by Sel. Smith to authorize Brian Reilly to undertake as part of his Eagle Scout Project a clean up and restoration of the Town Pound Historical Site. The motion passed REQUEST FROM OAK GROVE FARM RELATING TO REVOLVING FUND Steve MacInnes, Commissioner of Oak Grove Farm spoke of the revolving fund for Oak Grove Farm. He stated he has bills to be paid for: Parking lot work was done at both parking lots. They were graded and material was added to improve them at a cost of $1,150 with material costing $715. Also, there was an emergency tree removal a tree was falling onto Ridge Street the cost for that is $1,060. Another cost is wages for their secretary Kathi Smith they have reached the $15,000 limit and would like to allocate wages for her at approximately wages earned between September December, 2013 are $ with an additional $ to get to the end of the fiscal year. DPW wages also need to be allocated at approximately wages earned, but not yet paid are $ with an allocation of $1,050 to get to the end of this fiscal year for anticipated mowing costs. Anticipated wood chips at approximately $3,000 for the playground fall zone area. Anticipated maintenance program (spring fertilization) approximately $1,850. Anticipated spring tree pruning at $2,400. Anticipated engineering bill for footbridge at approximately $500. Motion by Sel. Wagner, seconded by Sel. Smith to increase the allowable spending from the Oak Grove Farm Revolving Account for FY14 to an amount not to exceed $30,000 and that any additional item that is not expressed on this chart that you have given us this evening will be brought before the Board. 2 APPLICATION FOR ABATEMENT/ADJUSTMENT 187 SPRING STREET Mr. Aspinwall updated the Board on the abatement request. Mr. Aspinwall stated the homeowners feel that since the water was used to water lawns or gardens and doesn t go down the Town s sewer system so, therefore, they should not be charged the same rate. This has come to the attention of the Town in the past, one reason this policy is in effect is to help discourage outside watering. The DEP and the EPA have found watering lawns to be wasteful. Some neighboring towns have allowed residents to install a second water meter for outside watering, but now exceed the residential per gallon, per capita, per day that the DEP requires. There is an administrative order in effect from the DEO for Needham to reduce their water consumption. Motion by Sel. Wagner, seconded by Sel. Smith to deny the request for abatement at 187 Spring Street. The motion passed APPOINTMENT OF NEW POLICE OFFICER Corey R. Volpicelli Town Administrator, Charles Aspinwall recommends the appointment of Corey Volpicelli as a Police Officer for the Town of Millis contingent upon a successful physical exam, successful completion of a physical agility test, completion of the Police Academy and the appointment date will be the first date of his academy, which is subject to when he can get the physical and physical agility test done. The date is undetermined at this point, but there are two academies open one in Plymouth and one in Reading. Motion by Sel. Wagner, seconded by Sel. Smith to approve the Town Administrator s appointment of Corey Volpicelli as a full time Police Officer with the Millis Police Department subject to a physical exam, an agility test, and completion of the Police Academy and the start date will be the first date at the Police Academy. The motion passed Mr. Aspinwall noted that it was a pleasure to meet all of the candidates for this who applied for this position were well qualified and he hopes that in the future, they will available for any potential other positions. REVIEW OF FIRE DEPARTMENT CAPTAINS JOB DESCRIPTIONS Chief Rick Barrett made a quick announcement that Firefighter Matt Hendon successfully completed the Mass. Fire Academy and graduated this past Friday. Both the Fire Administrative Captain and the Fire Training Captain positions were discussed. Both positions encompass a lot of the same functions, but the Fire Training Captain would assist the Chief in developing long range training curriculum, work with the Chief to set goals for training requirements, and will be in charge of new recruits. The Administrative Captain would be more administrative helping the Chief with vehicles, building, and discipline if necessary. Both positions would be call positions. Motion by Sel. Wagner, seconded by Sel. Smith to approve the job descriptions of Fire Training Captain and Fire Administrative Captain. The motion passed DISCUSSION ON THE FIELDS COMMITTEE/FEASIBILITY STUDY RFP 2

3 SIGNING OF COMMITMENT TO COLLECTOR Motion by Sel. Wagner, seconded by Sel. Smith to commit to the Collector for November, 2013 the sum of $1, representing the final water bills and sewer commitments. The motion passed SIGNING OF THE WARRANT FOR THE SPECIAL STATE ELECTION ON 1/7/14 Sel. Smith read from The Secretary of the Commonwealth, the Special State Election warrant. Sel. Vecchi noted that this Special State Election is for Precinct 1 only since Representative Winslow resigned. The election will be held on January 7, 2014, from 7:00 am 8:00 pm, in Room 130 of the Veterans Memorial Building. Motion by Sel. Wagner, seconded by Sel. Smith to sign the warrant for the Special State Election to be held on January 7, The motion passed DISCUSSION ON THE ENERGY MANAGEMENT GRANT AND THE FORMATION OF AN ENERGY COMMITTEE Mr. Aspinwall spoke of potentially creating a shared position with the Town of Medway for an Energy Manager in order to pursue energy savings initiatives and energy programs which could be applied for with grants. Medway is still interested in pursuing this. For a full time position, it would be up to $50,000 for year one and up to $35,000 for year two. For a part time position, it would be up to $25,000 for year one and up to $17,500 for year two. Another cost would be purchasing software as an energy tracking tool. Energy saving initiatives for year one would also have to be identified some have already been identified. This grant would be for two years. As far as an Energy Committee is concerned, Mr. Aspinwall has spoken with three residents who are interested in participating. They would like to contact surrounding towns and would also like to enlist more members of the community to participate. Mr. Aspinwall is hopeful to form a committee in January. Green communities were discussed. Once you become a certified green community, you can apply for grants through the State to help pay for solar installation to wind installation to other infrastructure that would assist in reducing energy costs/use. Motion by Sel. Wagner, seconded by Sel. Smith to direct the Town Administrator to apply for the Energy Management Grant. The motion passed VOTING ON 2014 LICENSE RENEWALS Motion by Sel. Wagner, seconded by Sel. Smith to renew the following licenses for 2014, but the license renewal will be contingent upon obtaining a Chapter 106 inspection and complete payment to the Building Department for the bill for that inspection and those renewals are: Amvets Post 498 for a Veterans Club License, Budabing s 50 s Café for an All Alcohol Restaurant License, The Fifth Avenue Wine and Spirits an All Alcohol Package Store, Glen Ellen Country Club an All 3

4 Alcohol Restaurant, Harkey s an All Alcohol Package Store, Jalapa Mexican Grill an All Alcohol Restaurant, the Lilac House Restaurant a Wine and Malt Restaurant, Lumpy s Liquors an All Alcohol Package Store, Main Street Mobil a Wine and Malt Package Store, Primavera Restaurant an All Alcohol Restaurant, Ryan Family Amusements a Wine and Malt Beverage General on Premises, the Sportsmen s Lounge an All Alcohol Restaurant, The Charles Café an All Alcohol Restaurant, and Victory Lane an All Alcohol Restaurant. The motion passed Motion by Sel. Wagner, seconded by Sel. Smith to renew the following Amusement Licenses: the Sportsmen s Lounge one Automatic Amusement, Victory Lane one Automatic Amusement, Amvets Post 495 one Automatic Amusement, and Ryan Family Amusements 37 Automatic Amusements. 5 OLD BUSINESS Sel. Smith had a question regarding the previous joint meeting with the Master Planning Committee. He was wondering if the Town Administrator drafted a letter to the MAPC requesting DOTA money. Mr. Aspinwall stated that it is this week s to do list. ADJOURNMENT Motion by Sel.
