2 September 2011 WMD Radiological / Nuclear Responder Operations PER-240 COURSE CANCELLED Westchester County Emergency Services Training Center, 4 Dana Road, Valhalla, NY /20/2011 8:00 AM 4:00 PM This course is designed to instruct emergency responders on basic radiological detection, survey instruments, risk-based response, crime-scene preservation, personal protective equipment (PPE), radiological decontamination, and mitigation of radiological incidents. The course consists of both classroom instruction and scenario-driven, hands-on, performance-oriented practical exercises. Responders are presented with realistic, stressful conditions in their own jurisdiction and will work with their counterparts from other disciplines from within their community. Air-purifying respirators may be worn (for training purposes only) during the final exercise by those who are certified by their organization to wear respirators (bring documentation to the course). Advanced Active Shooters Scenario Tactics and Operations A2S2-Operations This Program is for Law Enforcement Personnel and EMS only COURSE FULL- Look for future delivery State Preparedness Training Center, 5900 Airport Road, Oriskany, NY /21/2011 7:00 AM 9:00 PM 09/22/2011 7:00 AM 4:00 PM The A2S2 Tactics & Operations Course is expected to help local, state, and federal emergency response agencies develop both an awareness and related performance level tactics necessary to respond to a complex active shooter scenario situation (Mumbai type attack). A2S2 is intended to provide training to combat potential terrorist instigated attacks against the United States, and in particular the state of New York in which the use of small arms fire, automatic weapons, and explosives (both IEDs and VBIEDS) are used in concert in a coordinated attack against a jurisdiction at multiple locations. Moreover, the attack would be one that is sustained over a prolonged period of time (excess of 12 hours) overwhelming any local jurisdiction s capability of responding effectively to said attack without significant assistance and support from other local agencies across the region in addition to state and/or federal assistance. 3 Such an attack would most likely occur without warning and would result in a high number of casualties among civilians, law enforcement officers, and other emergency response personnel, as well. Although many of the casualties would be fatalities, it is likely that many more would receive injuries ranging from minor to lifethreatening requiring both on-scene emergency care and transport to medical facilities. Another likely consequence of such an incident would be significant (usually localized) destruction of property and infrastructure as the result of explosives, particularly Vehicle Born Improvised Explosive Devices (VBIEDs). It is likely that a jurisdiction s response to such an occurrence would require the resources of both law enforcement and non-law enforcement bomb technician teams should unexploded ordinance be found or suspected and firerescue (potential urban search-and-rescue or USAR and emergency medical service or EMS). Advanced Intelligence Analysis to Prevent Terrorism - ACIAPT COURSE CANCELLED This course is for Law Enforcement only State Preparedness Training Center, 5900 Airport Road, Oriskany, NY /26-30/2011 8:00 AM 5:00 PM Law enforcement intelligence for counterterrorism requires a more strategic or predictive approach to deal with both domestic and international terrorist threats. This course has been certified by the Federal Emergency Management Agency, National Preparedness Directorate, National Intergration Center, Training and Exercise Integration's Training Operations as course number AWR-158. Participants are expected to incorporate appropriate actions, required by the complexities and uniqueness of a WMD incident, into individual actions and team tactical objectives. Course content is supported by a comprehensive analysis that includes data from tactical operations organizations and WMD subject matter experts. Incident Response to Terrorist Bombings AWR-103C (Conference) State Preparedness Training Center, 5900 Airport Road, Oriskany, NY /27/2011 6:00 PM 8:00 PM This course provides basic instruction on response procedures for terrorist incidents involving energetic materials (explosives and incendiaries). The course includes classroom presentations that address potential terrorist bombing targets in US communities, common military and commercial explosives available to terrorists, improvised explosive devices (IED s) and response procedures that support safe and effective operations during bombing incidents. Emergency Response to Domestic Biological Incidents - PER-220 State Preparedness Training Center, 5900 Airport Road, Oriskany, NY /28-29/2011 8:00 AM 5:00 PM Develop a plan of action to deal with potential bioterrorist attacks in your community. You will be provided with information about the nature of a biological attack, the potential for destruction and how to deal with such attacks. This course provides a balanced view of the risks and threats of biological attacks and highlights current strategies to counter the problems. October Cyberterrorism First Responder Course - CFR 10/3 7/2011 8:00 AM 5:00 PM CFR is designed to prepare first responders to effectively and efficiently act to counter any type of cyberbased terror attack against our nation s internet, communications, and network-based infrastructure. This is an intense, hands-on course for skilled technical personnel who meet specific technical prerequisites, and could be responsible for responding to agency assistance calls for potential cyberterrorism activity. 5 Comprehensive Cyberterrorism Defense PER /3 7/2011 8:00 AM 5:00 PM The goal of CCD is to provide technical assistance with the hands-on expertise necessary to defend communication and data networks from Cyberterrorism events. CCD will expose participants to potential attack methods from cyber-terrorist. Participants will learn how to protect network systems by survey of the following: planning and preparation of defenses; installation and administration od defenses; hardening network defenses; administration of defenses; and monitoring, testing and modifying defenses. Indicators of the Terrorist Attack Cycle for Law Enforcement ITAC - Advanced This course is for Law Enforcement only State Preparedness Training Center, 5900 Airport Road, Oriskany, NY /11 12/2011 8:00 AM 5:00 PM 10/12/2011 8:00 AM 12:00 PM This course, Indicators of the Terrorist Attack Cycle: Advanced, is intended to provide the law enforcement and counter-terrorism communities with an opportunity to enhance observational skills that could help, when coupled with appropriate and timely information sharing and other appropriate interdictions, prevent a terrorist attack on a domestic target. This two-day, instructor-led course, which is designed at the performance level and is scenario-based, actively engages participants in interactive discussions and activities. The course utilizes red team group activities as a means for increasing participants understanding of the planning, surveillance, attack, and escape/evasion/exploitation actions commonly found among terrorist attacks. Participants in each class will be organized into three teams. Each team will be assigned a specific target within a scenario community. As the class progresses through the key phases of a terrorist attack, each team will assume the roles of terrorist cell operatives. The team will design surveillance and rehearsal plans, work through the attack phases, and ultimately, plan the escape/evasion/exploitation efforts. The design of the group activities is such that as the participants move through each phase, they will ultimately see the evolution of the various phases across three different targets. Thus, participants will gain significant insight into potentially observable terrorist actions and behaviors. An essential element of the course is the discussion and reinforcement of the need for timely and appropriate information sharing with government and law enforcement agencies through field intelligence officers (or similar positions), Joint Terrorism Task Forces, and related systems. Participants will also have an opportunity to discuss potential interdiction strategies as the phases evolve. Page 6 of 15

It focuses on the basics of radiation, possible health effects, hazard identification and proper notification procedures. 13 Medical Management of CBRNE Events PER /16 17/2011 8:00 AM 5:00 PM Participants completing this program will be able to properly perform patient triage, decontamination, treatment and transportation in the event of exposure to chemical, biological, radiological, nuclear and explosive (CBRNE) weapons. The course consists of facilitated discussions, small group exercises, hands on activities and task orientated practical applications. Course participants will use both state- of-the-art adult and pediatric human patient simulators to promote critical thinking skills while utilizing RAPID- Care concept. DECEMBER Awareness and Response to Biological Events Train-the-Trainer AWR /06/2011 8:00 AM 5:00 PM This course provides an overview of the biological threat the United States now faces. Further, the course outlines the biological agents that are naturally occurring or could be used deliberately, and the methods of protection from biological agents (with an emphasis on protection using methods and equipment readily available to emergency responders). The course supports the necessity for teamwork through a review of the National Incident Command System. Medical Preparedness and Response to Bombing Incident PER-233 & MGT /07-08/2011 8:00 AM 5:00 PM This course addresses medical preparedness for and response to blast effects through a combination of lectures, small group activities and tabletop participant exercises. Participants completing this course will gain an enhanced understanding and awareness of issues and considerations relating to a bombing incident. Page 13 of 15

15 Transit and Event Terrorism Awareness 12/20/2011 8:00 AM 5:00 PM Public safety personnel or other personnel who have extensive contact with the public are in the best position to identify unusual packages, suspicious substances, and people who are acting suspiciously. However, they need to acquire skills in what to look for and how to respond skills that can be acquired through rigorous emergency planning, regular emergency testing and drills, and extensive training. During this course, participants will be provided with an overview of security operations that can be applied for protection of physical assets from terrorist acts. Participants will be able to incorporate the Screening of Persons by Observational Techniques (SPOT) procedures into planning for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) component and device interdiction and implementing screening operations, non-intrusive inspection techniques, scene control, evacuation, and media relations. This course also provides basic instruction on response procedures for terrorist incidents involving energetic materials (explosives and incendiaries).
