CADETONE SERVER DATE/TIME 12. All units are reminded that the CadetOne server is managed using Coordinated Universal Time (UTC) and not the local time. Units must be cogniscent of the server time when utilising CadetOne s functionality. 13. Conversions between UTC and local time are as follows: a. Australian Eastern Standard Time (AEST) encompasses QLD, NSW (excluding Broken Hill), VIC, TAS, and the ACT and is equal to UTC + 10 hours; b. Australian Central Standard Time (ACST) encompasses SA, Broken Hill and the NT and is equal to UTC hours; and c. Australian Western Standard Time (AWST) encompasses WA and is equal to UTC + 8 hours. 14. During Daylight Savings timings in NSW, VIC, SA, TAS and the ACT are advanced one hour (that is, AEST becomes Australian Eastern Daylight Time and = UTC + 11 hours; ACST becomes Australian Central Daylight Time and = UTC hours).

6 6 NEW POST OFFICE BOX FOR CB-AF 15. DEFGRAM 148/2011 addresses the results of a review of procedures for managing mail at defence establishments within the ACT. As a result of this review, all units in the ACT have been allocated a PO Box address. All mail to CB-AF should now be addressed to: Cadet Branch Air Force PO Box 7935 Canberra BC ACT 2610 DEPUTY DIRECTOR ADMINISTRATION POSITION 16. With the recent vacancy created in the DDADMIN role, DAS is undertaking a review of the roles and positions within ASD to ensure that they are appropriate and meed the functional need of the Directorate. As a result, the role of DDADMIN will be de-established WEF 01Apr In the interim any correspondence intended for DDADMIN should be directed to DAS, das.asd@aafc.org.au. AIR FORCE FLYING SCHOLARSHIPS FINANCIAL YEAR 11/ Annex A contains a minute containing details on the Air Force Flying Scholarships for the financial year 11/12. The application form can be found on the Resource Centre in the Aviation Training Directorate folder. 19. Nominations close 24 Apr 11. IACE INBOUND STAFF AND CADET POSITIONS 20. Nominations are now open in CadetOne for AAFC staff and senior cadets to participate in the IACE inbound program. This activity is to host cadets and staff from overseas aviation youth organisations who will tour Australia between 18 Jul 11 and 03 Aug 11. The inbound program will include visits to places of interest and ADF facilities in NSW, QLD and the ACT. 21. Cadets must be over 17 years of age and be a minimum of CCPL with 3 years cadet service. Staff must be SGT(AAFC) and above with at least 5 years AAFC service. 22. Nominations will close 20 Apr 11. CALL FOR EXPRESSIONS OF INTREST DEPUTY DIRECTOR POWERED FLYING (DDPF) 23. Applications are invited from suitably qualified AAFC Officer, or Instructors who will be eligible for promotion to Officer within the AAFC, for appointment to the position of DDPF. Reporting directly to DAT, the DDPF is responsible for reviewing and recommending appropriate policy related to powered flying and endorsing all powered flying activities through the C1AM program. A detailed position description is included at Annex B to this instruction. 24. Applicants must hold a formal aviation qualification issued by the Civil Aviation Safety Authority and be able to demonstrate an extensive knowledge of civil aviation regulations, rules and process. The applicant will also need to have a good working knowledge of C1AM for activity approvals.

Appointment will be for the standard three year term with an option to extend for a further two years at CDR-AAFC discretion and will be promoted to the rank of SQNLDR(AAFC) for the duration of that appointment. On rotation of appointment the member will be reverted to the substantive rank held immediately prior to their appointment. 26. Applications must address the relevant skills and attributes contained in the position description and need to consider the position in a strategic context considering ATD s objectives in achieving standardisation in safe aviation activities throughout the AAFC. 27. Applications close on 01 May 11 and are to be marked Staff-in-Confidence and submitted electronically, and not in hard copy, to the ATD at ddap.atd@aafc.org.au. Interviews will be held for selected applicants before the 13 May 11. The successful applicant will be expected to attend the ATD Executive Working Group (EWG) meeting in Townsville on either the weekend of 21 or 27 May 11. B. 8 ANNEX A TO HQAAFC RI 03/11 01 APR 11 AUSTRALIAN AIR FORCE CADETS Aviation Training Directorate P.O. Box 233, Edge Hill, QLD, 4870 ATD-SCHOLAR(5) ALL AAFC MEMBERS AIR FORCE SPONSORED FLYING SCHOLARSHIPS 1. The Air Force is once again sponsoring a number of flying scholarships to members of the AAFC. These scholarships are designed to allow cadets and staff to participate in aviation activities and in particular to achieve Solo Flight standard in either gliders or powered aircraft. 2. Members of the AAFC are now encouraged to apply for these scholarships via the form available to download from the AAFC resource centre. To be eligible, cadets and staff must meet the following requirements. These scholarships will be awarded for the financial year 2011/2012 and all training must be undertaken in that financial year. Mandatory Eligibility Requirements CADETS AGE RANK PREVIOUS EXPERIENCE SUBJECTS ATTENDANCE PARENTAL APPROVAL RECOMMENDATION STAFF AGE RANK SERVICE TRAINING ATTENDANCE RECOMMENDATION Gliding -Cadets must be at least 15 years of age as at 1 Jul 11. Powered -Cadets must be at least 16 years of age as at 1 Jul 11 Must hold a minimum rank of LCDT Must not have achieved Solo standard within the discipline that they have applied for. Must have passed AVB Must continue to attend regular SQN parades and activities whilst undergoing flying training as a result of the scholarship. Cadets under 18 years of age are to obtain parental approval and support for their participation on the scholarship if they are successful. Must have their CO s and OC s recommendation No Age Limit Any Rank Must have completed 3 years of service Must have completed a Staff Initial Course or attended a Bridging Workshop Staff must continue to attend regular SQN parades and activities whilst undergoing flying training as a result of the scholarship Staff will be required to have their CO s and/or OC s recommendation

9 A-2 ALL APPLICANTS PREVIOUS WEIGHT MEDICAL SELECTION COMMITTMENT Have not previously received an Air Force Sponsored Flying Scholarship Gliding Applicants must be under 110kgs. Applicants must be medically fit and able to meet the medical conditions to CASA (class 2) or GFA requirements. Applicants must detail all current medical conditions and medications in their application. (Applicants must refer to or for a guide to these conditions to ensure they meet them prior to submitting the application.) Applicants will be selected by a board of members from their respective Wings including the Senior Aviation Officer and if required interviews by the selection board will be conducted. Applicants who are successful and awarded a scholarship will be required to attend camps and/or flying days at a nominated service provider. All training is to be conducted within the financial year Applications are now open and the following timeline must be adhered to. Late applications will not be accepted. Likewise late submissions further up the process chain will not be tolerated. a. Applications forms must be submitted to your CO no later than 24 Apr 11. b SQN CO s are to submit endorsed applications to the Wing SAO no later than 27 Apr 11. c. Wing HQ are to submit the final selection details to ATD no later than 15 May 11. d. ATD to submit collated details to CDR-AAFC for allocation no later than 23 May 11. INSTRUCTIONS FOR COMPLETING THE APPLICATION FORM 4. Applicants need to follow these steps to apply: a. download the PDF form from the AAFC resource centre, b. complete the form on your computer using Adobe reader (if possible), c. then print and sign the form, d. obtain parents signature if under 18 years of age, e. submit the form to your SQN CO, (no later than 24 Apr 11) 5. Commanding Officers Endorse (or not) the application, sign and send to Wing SAO (no later than 27 Apr 11).

11 ANNEX B TO HQAAFC RI 03/11 01 APR 11 Headquarters Australian Air Force Cadets POSITION DESCRIPTION Title Abbreviation Rank Deputy Director Powered Flying DDPF Squadron Leader (AAFC) Role The DDPF is responsible to the DAT for providing advice on powered flying, endorsing powered flying activities and contributing to the development of AAFC aviation policy and process. Responsibilities Development of policy recommendations; Liaison with other aviation personnel in regard to safety matters; Advice regarding, and recommendation of service providers; Monitoring of standards in regard to Powered flying; Review and endorsing, or not, of Wing aviation activities; Reviewing of Wing aviation activities to ensure compliance with the AAFC Manual of Aviation Operations; Other duties as directed by the DAT AAFC. Specific Duties Attending ATD executive working group meetings and training at least twice a year (locations vary) Attending the yearly aviation conference Participating in ATD monthly phone meetings Investigating powered (or other) aviation occurrences and reports Attending safety and other training as provided by ATD Assisting with development/review of aviation manuals Review wings aviation activities for compliance with current AAFC and civilian regulations and wing AvSOP Advice regarding, and recommendation of service providers and service provider contracts Assisting wings with development/review of AvSOP, processes and procedures Advising ATD on civil regulatory issues Key Relationships Personnel CB-AF DAT ATD Directors Notes Liaison with CB-AF Staff on activity endorsement and powered aviation standards and processes. Provide advice and guidance on civilian aviation rules, regulations, orders and processes. Responsible to DAT for developing powered aviation standards, processes, policy, endorsing activities and working with other directors on ATD projects. Assisting with investigations or reports on powered flying occurrences Coordinate with other ATD Directors to formulate aviation processes, policy and projects to improve safety in all aviation in accordance with

Visit Wings to conduct ATD reviews of powered flying activities, standards, MAO compliance and development of wing AvSOP. Provide advice and guidance on ATF AvSOP, activity endorsement process, correcting details in OA86, RAMP and USR as related to powered flying activities. Visit selected Service providers conduct reviews of service standard. Provide advice and guidance to providers on AAFC expectations, standards and conditions. Requisite skills and Attributes Be an officer within the AAFC, or be eligible for promotion to officer within the AAFC; Hold a formal aviation qualification issued by the Civil Aviation Safety Authority, such as a commercial pilot s licence and/or flying instructor rating; Demonstrate good knowledge of aviation safety, planning and conduct of operations in accordance with rules, regulations and good practice; Have a proven track record of working within a civil aviation company or conducting flying operations in an executive role; Has successfully completed an AAFC initial course or bridging workshop; Possess effective communication skills; Show a commitment to improving aviation safety and operations in a proactive manner ; Have a good record in relation to their previous AAFC duties, commitments and time; Be able to commit the required time to the duties; Experience in management of personnel in a highly technical and diverse environment. Desirable attributes and skills Hold a CASA issued grade 1 or 2 Flight Instructor Rating; Experience as an Wing Aviation Training Flight FLTCDR, CFI/SFI/Duty pilot; Demonstrated ability to effectively work unsupervised from a remote location.
