2 EXECUTIVE SUMMARY The United Sttes (U.S.) Army is conducting qulittive ssessments t opertionl rnges to meet the requirements of Deprtment of Defense policy nd to support the U.S. Army Sustinble Rnge Progrm. The opertionl rnge qulittive ssessment (hereinfter referred to s Phse I Assessment) is the first phse of the U.S. Army Opertionl Rnge Assessment Progrm. This Phse I Assessment evlutes the opertionl rnge re t to ssess whether further investigtion is needed to determine if potentil munitions constituents of concern (MCOC) re or could be migrting off-rnge t levels tht my pose n uncceptble risk to humn helth or the environment. In conducting the Phse I Assessment, MCOC sources, potentil off-rnge migrtion pthwys, nd potentil off-rnge humn nd ecologicl receptors re evluted s pproprite. is comprised of pproximtely 360 cres of lnd locted within the Dimond Hed Stte Monument Prk, five miles northwest of downtown Honolulu. Bsed on the vilble Army Rnge Inventory Dtbse-Geodtbse (ARID-GEO) dt (dted 3 December 2005), consists of single pproximte 32-cre opertionl rnge. However, this re ppers to include two former smll rms firing rnges encompssing pproximtely 0 cres in size which were closed in the 960s nd re currently being remedited under the Defense Environmentl Restortion Progrm, Formerly Used Defense Sites (DERP-FUDS) ccording to the Comprehensive Environmentl Response, Compenstion, nd Libility Act. Due to the DERP-FUDS remedil ction t the two smll rms rnges, the 0 cres re excluded from the Opertionl Rnge Assessment Progrm (ORAP) ssessment. Therefore, the current opertionl rnge re t the instlltion is pproximtely 302 cres. The remining 58 cres ssocited with re considered non-opertionl use re. Throughout its history, hs been utilized by the militry for two min purposes: s costl defense bttery from 906 until pproximtely 950 by the U.S. Army, nd, for trining purposes by the Hwi i Army Ntionl Gurd (HIARNG) from 950 to present dy. Currently, Fort Ruger is lrgely prt of the Dimond Hed Stte Monument Prk nd is utilized for trining nd vrious dministrtive purposes by HIARNG. Additionlly, the instlltion is the home of the Joint Force Hedqurters-Hwi i. A review of vilble records nd bckground dt s well s interviews with instlltion personnel indicte tht the single rnge t hs never been used for trining involving militry munitions (live-fire or non-live-fire). Becuse trining ctivities do not involve, nd historiclly hve not involved, the use of militry munitions, there re no potentil sources of MCOC. Therefore, potentil off-rnge migrtion pthwys nd potentil off-rnge humn nd ecologicl receptors were not evluted, nd the rnge t is ctegorized s Unlikely. Instlltions with opertionl rnges where no munitions or only smll cliber blnks hve been utilized re ctegorized s Unlikely. Tht is, bsed on review of vilble informtion, there is sufficient evidence to show tht due to the lck of munitions use there re no known releses or source-receptor interctions tht could present n uncceptble risk to humn helth or the environment. Rnges ctegorized s Unlikely re required to be re-evluted t lest every five yers. Re-evlution my occur sooner if significnt chnges (e.g., chnge in rnge opertions or site conditions, regultory chnges) occur tht ffect determintions mde during this Phse I Assessment.
