3 III. ACTIONS TAKEN EMERGENCY PREPAREDNESS AND RESPONSE: NDRRMC NDRRMC OPCEN was on "Red Alert" status as of 8:00 AM, 21 September. Disseminated NDRRMC Advisories on Severe Weather Bulletin to all regions affected through SMS and facsimile uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels. Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants. Disseminated the Commencement of Preparatory Phase of Flood Warning Operation for Angat Dam from PAGASA dated 21 September 8:00 AM and Report on Commencement of Preparatory Phase of Flood Warning Operation for Angat Dam from NPC dated 21 September, 9:40 AM and 5:15 PM to OCDRC III. PAGASA issued Commencement of Preparatory Phase of Flood warning Operation for Angat Dam at 8:00 AM, 21 September because of an approaching tropical cyclone; Disseminated Weather Advisories, provided media interviews re weather update and continuous monitoring. NPC submitted a Report on Commencement of Preparatory Phase of Flood Warning Operation for Angat Dam at 9:40 AM 21 August. The Angat FFWS Dam Office confirmed that all the equipments of the FFWS Dam Office and Warning Stations were in normal condition. Submitted a Report on Commencement of Preparatory Phase of Flood Warning Operation at 5:15 PM 21 September informing that Angat FFWS Dam Office was ready for the Flood Warning Phase of the Flood Warning Operation. Submitted a Report on Dam Discharge Warning Operation informing that Angat FFWS had already terminated the pre-release and Dam Discharge Warning Operation at 5:39 PM 24 September. PIA PIA CAR and VIII assisted OCD in the dissemination of warning advisories to the general public to prepare for the possible effects of Typhoon "LAWIN" and advised to take appropriate actions if needed. DPWH DPWH RO2 equipment and crew were deployed to all critical sections in the region to respond to emergency situations. DPWH CAR monitored road network in the region and prepositioned heavy equipment for clearing operations for faster mobilization. DPWH V activated district engineering offices DEOs DRRM Teams. DOH DOH HEMS was on Alert Status and activated its Operations Center. CHD II prepositioned medicines for all 5 Provinces amounting to P541, and closely monitoring health centers in the region CHD CAR assisted OCD in the dissemination of weather and warning advisories to local HEMS. Prepositioned medicines and other health-concerned logistics. Activated Code White Alert. DILG

4 DILG CAR assisted OCD in the dissemination of Weather and Warning Advisories to all LGUs and issued Memorandum for the activation of all LDRRMCs. Issued memorandum to DILG Provincial Directors as Chairperson of their respective DRRMCs and observe the Disaster Preparedness and response Protocols. DSWD DSWD FO2 advised DMRT of Region II to be alert in TY "LAWIN"; DMRT teams at the Field Office were activated to render duty starting at 26 September. Constantly relaying PAGASA bulletin to all SWAD team and FO DMRT for their information and guidance. Field office has sufficient stockpiles and is readily available for augmentation as needed. SWAD Teams are closely working with their respective PDRRMCs and directed to get their contingency plans for reference. Updated media groups through close coordination with DSWD Regional Information Officer. DSWD IX distributed NFI's and relief goods to Municipality of Sirawai worth 165, php and the Municipality of Siocon worth 275, php. DSWD CAR was on Alert Status SWAD and Quart teams were all alerted. DSWD NCR had a stand-by relief goods and family packs. CSWDO IX distributed hotmeals to the victims of flooding in the evacuation areas. MSWDO IX distributed relief goods to the flood victims. MGB supervised and monitored the 24/7 rehabilitation works of Philex mines on the damaged tailings pond No. 3. AFP AFP alerted PAF TOG 1, PMA-DRTG, 503rd BDE, 502nd BDE and 501st BDE. Joint Task Force (JTF) NCR prepositioned their response assets specifically in CAMANAVA area. 9ID PA 901BDE (Albay and Catanduanes) had their 3 trucks and 1 platoon personnel on standby alert for DRO 903BDE (Masbate and Sorsogon) had 7 vehicles and 3 platoons on standby alert. PAF TOG V alerted 1 DRU Team and 1 Troop Carrier vehicle. NFSL (NAVY) Disaster Response Teams (3 teams composed of 2 Officers and 10 EPs per team) on standby alert 8th Inf Div. and TOG VIII-PAF have Response Team on standby for possible deployment. PNP PRO II, PAF TOG1, PMA-DRTG, BFP-RII, 17th IB, 501 st, 502 nd BDE and NCRPO is on Alert Status and ready for any emergencies. PRO II alerted all Provincial and City Directors for possible rescue operation. Closely monitoring of Magat Dam and Buntun water levels. PNP PRO IV-, SOLCOM COMMANDER and BFP IV-A was advised to assist the LDRRMCs in the conduct of evacuation and SAR operations if the need arises. PNP V had one (1) team of Regional Public Safety Battalion (RPSB) on standby alert for possible deployment. PNP CAR assisted OCD in the dissemination of weather advisories to all PPOs to prepare for any possible effects of Typhoon "LAWIN" and all PPOs were on alert status BFP BFP V SRU personnel were ready for possible deployment and for possible augmentation PCG

5 Activated heightened Alert Status effective 22 September, 6:00 AM; Implemented no sailing policy and Guidelines on Movement of Vessel during Heavy Weather in areas affected by PSWS # 1; monitored ports; reiterated constant reminder through CGDBCL stations/detachment re advisories to shipping companies, motorized banca owners, operators and fishermen; provided assistance to ensure safety of strandees. Deployable Response Group (DRG) is on standby alert ready for deployment as the need arise PCG II monitored maritime incidents; manned respective command centers and directed all coast guard stations/detachments to closely coordinate with coastal barangays; cancelled all trips of vessel/mbcas plying within the AOR. PCG V manned respective command centers and directed all coast guard stations/detachments to closely coordinate with coastal barangays, PCG Eastern Visayas District alerted all PCG stations to advise fishing boats and other small seacrafts not to venture out into the sea due to the impending weather disturbance. Volunteer Groups (CVOs and NGOs) are on alert status and ready to assist LGUs for possible emergency response. REGIONAL PREPAREDNESS MEASURES: RDRRMC I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, NCR, CAR and CARAGA Alerted Local DRRMCs for possible occurrence of any emergency in their AOR. Alerted residents living in low lying areas and mountainous slopes against possible flashfloods and landslides. Coordinated with RDRRMCs and local DRRMCs regarding situation in their AOR and preparedness activities to be undertaken. Disseminated Advisories and Updates on Severe Weather Bulletins and General Flood Bulletin to all concerned LDRRMCs and RDRRMC member agencies for information and warning and uploaded to social media network. Continuously monitoring the regional situation. RDRRMC II PDRRMCs were on Alert Status and continuously monitoring AOR. PDRRMC Cagayan convened Emergency meeting on 21 September re preparedness and possible response activities for Typhoon "LAWIN". Issued advisories to radio stations to the MDRRMCs and member agencies. MDRRMC Cagayan advised all fisher folks to secure their MBCA/FBCAS. Briefed local media re updates on TY "Lawin". RDRRMC III Continuously monitored level of major dams and rivers in their AOR for possible flashfloods and landslides caused by occasional moderate to heavy rains. Closely monitored roads and bridges going to Aurora province and Cagayan Valley Region. RDRRMC IV-A Alerted residents living in coastal areas for big waves or storm surges. RDRRMC IV-B Placed Operation Center on alert for possible effects of Typhoon "LAWIN" All LGUs were advised to put their operation center on standby for possible effects of Typhoon "LAWIN". Provided guidance and information to responding units for resource prioritization and deployment. PDRRMC Palawan coordinated with the BDRRMC for the provision of relief assistance to the evacuees. MDRRMO Quezon, Palawan placed their operation center in 24 hours monitoring. MDRRMO Brookes Point Palawan conducted clearing operation of the debris in Mainit spillway. Backhoe is on standby on the area.

6 BDRRMC Brgy. Princess Urduja, Narra Palawan conducted pre-emptive evacuation to all families living near the Batang Batang River. OCD IV-B and LGU assisted in the distribution of food packs in Sitio Pandan, Brgy Claudio Salgado, Sablayan, Occidental Mindoro. LGU Sablayan had dispatched their rescue unit to assist stranded commuters and affected populace. MDRRMO Brookes Point Palawan conducted clearing operations to the Mainit Spillway RDRRMC V OCD V terminated the Blue alert status. Maintained 24/7 duty personnel to monitor LDRRMCs and concerned agencies re any untoward incidents and actions taken. Continously coordinated with PDRRMCs re weather situation and advised to closely monitor situation especially in low-lying areas and report any untoward incident ICOW latest weather disturbance. Prepared relief goods (none food items) for possible distribution to families affected by Typhoon "LAWIN". Coordinated with AFP (ARMY, NAVY, AIR FORCE), CGDBCL, BFP re assets on standby for possible DRR operations. PDRRMCs of Catanduanes, Albay, Camarines Norte, Camarines Sur, Masbate and Sorsogon continuously disseminated Weather Advisories thru (broadcast media DZBC AM and PADABA FM, and SMS) Albay PDRRMC convened for an emergency meeting on 22 September. RDRRMC VII Evacuated affected families to Siaton Municipal Gym and Sta. Catalina Gym MDRRMC-Sta.Catalina activated their response group RDRRMC VIII A total of four (4) vehicles and twenty-one (21) laborers are on standby alert and ready for deployment as the needs arises. LGU of Allen, Northern Samar provided assistance to the stranded passengers at the Ports of Balwarteco and Dapdap, Allen, Northern Samar. Coordinated with the following local response teams for possible deployment: Llorente, Guiuan, Laoang, Catubig, Catarman, Catbalogan PDRRMC Northern Samar informed residents in low-lying areas to undertake precautionary measures, and advised fishermen not to venture out into the sea. PDRRMC Eastern Samar alerted response teams for possible deployment, and coordinated with DILG to ensure information dissemination and to alert Local DRRMCs to conduct appropriate actions. RDRRMC IX OCD IX Operations Center continuously monitored the situation and coordinated with the Pasonanca DRRMC, San Jose Gusu DRRMC and Labuan-BDRRMC for any development. Continuously monitored the situation and constant coordination with the Zamboanga Sibugay PDRRMC, R.T. Lim, Tungawan, Sirawai and Siocon MDRRMC for any development of the incident. OCD IX conducted rapid assessment in the affected barangay. PDRRMC Zamboanga Sibugay constantly coordinated with R.T. Lim and Tungawan MDRRMC Action Officer for any development. PDRRMC Zamboanga Del Norte Chairman Gov. Yebes sent PDRRMC responders to Sirawai and Siocon together with 10IB personnel with two rubber boats last 23 September. Deployed 1 unit motorized boat, 1 inflatable speed boat and life jackets for the Search and Rescue Operation. CDRRMC Zamboanga City through CSWD conducted assessment and profiling of affected families and distributed food pack.

7 CDRRMC Zamboanga City Chairman called for an emergency meeting to all member agencies and stakeholders on 24 September. Congresswoman Beng Climaco distributed food, sleeping mats and water. MDRRMC Roseller Tungawan T. Lim are on standby for any emergency that may arise. MDRRMCs conducted emergency meeting to address the situation and distributed relief goods to the flood victims Evacuation center was established in Upper Tungawan, Barangay Hall, Health Center and Day Care Center for the forty (40) affected families. BDRRMCs provided vehicles for the transport of the affected families to the evacuation area. RDRRMC NCR All LDRRMOs and MDRRMCs including CDAG (volunteer group) are on alert status and prepositioned their response assets and rescue teams. Instructed Outdoor Advertising Association of the Phils.(OAAP) to roll down their billboards as precautionary measures re possible effects of Typhoon "LAWIN". RDRRMC CAR CDRRMC Opcen is still on RED Alert Status. PDRRMC CAR was on alert status for the possible effects of Typhoon "LAWIN". Attended media interviews. PDRRMCs of Apayao, Kalinga and Abra are activated and prepared for emergency response to the possible impacts of Typhoon "Lawin" Alerted all LGUs for possible effects of TY "Lawin" and enhanced by Southwest Monsoon.

On or about 2:45 PM 23 September At about 1:00 PM 23 September A flooding incident caused by a strong wind and heavy downpour of rain brought about by Typhoon "LAWIN" occurred in Barangay Tupilac. At around 4:00 PM Floodings occurred brought about by the typhoon. 23 September On or about 11:00 AM 23 September A total of ninety-seven (97) families with three hundred (300) individuals were residents from Baliwasan Tabuk, Sarangani Village and Gulayan Urban Poor Housing evacuated to San Jose Gusu Central School. No casualties were reported. A total of ten (10) houses were damaged and about fifty (50) persons were affected. No casualty reported. No evacuation center established. San Vicente was reportedly missing. At present, the entire municipality is out of electricity. About 30 hectares of agricultural land has been damaged. A total of two hundred fifty three (253) families with one thousand two hundred fifty five (1255) persons were affected and brought to Sanguniang Bayan building as their temporary evacuation site. Water level slowly subsided and evacuated families have already returned to their respective houses on September 24,. As of 4:00PM, 26 August, all evacuees have returned to their respective houses. The victim was rushed to Severo Verallo Memorial Hospital but was declared dead on arrival.

STORM SURGE (1) REGION IX (ZAMBOANGA PENINSULA) 24-Sep-12 Landslide occurred at Barangay Guban, Municipality of Sirawai caused by the typhoon. No casualties reported. Roads leading to Zamboanga City to Sirawai, Sirawai to Siocon and vice versa are not passable due to the landslide. As of 26 September, All roads from Sirawai to Siocon, except through Mediola Bridge, are now passable. Labason, Zamboanga del Norte On or about 12:35pm, 25 September Strong winds, heavy rains and storm surge occurred at Brgy. Gil Sanchez, Municipality of Labason, Zamboanga del Norte. As a result, nine (9) houses were completely damaged while four (4) houses were partially damaged. No casualties reported. OVERFLOWED RIVER (2) REGION IV-B(MIMAROPA) (2) Brgy. Princess Urduja, Narra Palawan On 24 September Pre emptive evacuation to all families living near the Batang Batang River due to above normal water level of the river. There are 19 families/95 persons families living near the Batang Batang River that were evacuated and currently at the evacuation center in Red Cross Center, Brgy. Princess Urduja, Narra Palawan Brgy. Buenavista, Sablayan, Occidental, Mindoro On 28 September Quirino Creek located at Brgy. Buenavista overflowed and knee-high flooding around the Municipal Hall, Town No casualty reported. Proper, Brgy. Buenavista, Sablayan, Occidental, Mindoro was observed.
