1 ATTEMPTS TO DEFRAUD ELDERLY HIT ROADBLOCK IN OKALOOSA COUNTY Christopher Frame Isaac Jones Two men have been arrested in connection with an effort to defraud local residents through a bogus home repair scheme. The investigation is continuing. The Okaloosa County Sheriff s Office received a number of calls October 4 th and 5 th in connection with a suspicious newer model black Dodge pickup truck in areas of Mary Esther and Fort Walton Beach. A 74-year old Camellia Drive resident in Mary Esther reported three men knocked on her door October 4 th and told her a squirrel was damaging a vent on her roof. One of the individuals asked her if she wanted it repaired. After she said yes, he went on the roof and stated he had fixed it. She planned to pay $35 dollars with a check but they said they only take cash and would come back the next day. They returned October 5 th with an invoice for $950. She told them to leave. She says an unrelated work crew that came to her home told her no repairs had been done to the roof.
2 Page 2 While taking that report yesterday, the deputy overheard a bulletin for three subjects involved in similar suspicious activity. Their vehicle had been spotted near the intersection of Lovejoy Road and Mary Esther Cut-off around 3:20 p.m. A traffic stop was made after the driver failed to signal while making a right hand turn. It was later learned the driver gave the deputy a false name, was driving on a suspended license, had a stolen tag on the truck, and no insurance. A search of the truck turned up a bottle of prescription pills that had been taken from the home on Camellia Drive. The homeowner came to the scene and positively identified the trio as the men who had been at her home the day before. The search also turned up an uncashed $8000 check along with identification and credit cards belonging to an 87-year old female. At this time, the driver, 24-year old Christopher Frame of Killeen Texas, is charged with grand theft from a person 65 or older, criminal mischief, petty theft, and providing false information to a law enforcement officer. 18-year old Isaac Jones of Texarkana Arkansas is charged with burglary, theft of a controlled substance, possession of a subscription without a prescription, and providing false information to a law enforcement officer. Currently there are no charges filed against the third individual, who says he had hitched a ride with Frame and Jones in Tyler Texas. ###

These incidents specifically are as follows: OCSO15CAD which occurred at 6 Camellia Drive at 1225 hours (grand theft) OCSO15CAD which occurred at 202 Forest Drive at 1403 hours (suspicious activity) OCSO15CAD which occurred at 1 Tooke Street at 1417 hours (suspicious activity) OCSO15CAD which occurred at 914 Pocahontas Drive at 1423 hours On October 5, 2015 at approximately 1520 hours being aware of the bulletin I observed a black Dodge 4 door pickup truck at the Chevron Gas Station located at the intersection of Mary Esther Cut-off and Lovejoy Road. This vehicle was occupied by 3 male subjects. I performed a traffic stop on this vehicle after he failed to signal while making a right hand turn, bearing FL tag DZAW34 at 547 NW Mary Esther Blvd, Fort Walton Beach FL. I then made contact with the driver who identified himself as Shelby Dean Slaton. Slaton did then admit that his Texas drivers license was suspended. COPY OKALOOSA CO SHERIFF'S OFFICE Investigation also revealed there is no insurance on the vehicle as required by Florida law. During my questioning of Isaac Lee Jones, while he was lawfully detained, as the front passenger in aforementioned vehicle, he provided me with false information. Jones stated his date of birth was 2/2/1999. While in route to Okaloosa Booking Facility Jones stated that he gave the wrong date of birth and then informed me that his date of birth was actually 2/22/1997. Based on my investigation and statements of the defendant I have reason to believe Jones did violate FSS (1) False Information To Law Enforcement During Investigation. Bond Amount I made contact with the victim, Barbara Zupko, who completed a sworn written affidavit of complaint. On October 4, 2015, the victim, Barbara Zupko, received a knock on her door from the defendant, Shelby Slaton. He was accompanied by the co-defendant, Isaac Jones, and the witness, James Hutchinson. The defendant stated he noticed a squirrel was possibly damaging a vent on her roof, and asked if she wanted it to be repaired. The victim stated yes. The witness got on the roof and stated he'd fixed the roof. The defendant asked for $35, for repairs made to the roof. The victim did not have cash, so she told the subjects to come back on October 5th. When the defendant and co-defendant returned, the defendant presented the victim with an invoice for $950, while the co-defendant was present. The victim confronted the defendant, who told her she'd been misquoted. She informed them to leave her house. The defendant took the $35 and left. The victim had subjects from Emerald Construction do maintenance on her residence, on October 5. They informed her there had not been any repairs done to her roof. While taking the report, I overheard a bulletin being issued for subjects involved in suspicious activity, similar to the incident I was investigating. The vehicle was located, and a lawful traffic stop was conducted. I responded to the traffic stop location, and asked the victim to respond for a show-up. She positively identified the defendant and co defendant as being the subjects who came to her residence and presented her with an invoice for $950. He was not present when the defendant and co-defendant returned with the $950 invoice. Based on my investigation, I do believe the defendants intended to deprive the victim, who is 74 years old, of 950$, which is in violation of (2c). The defendant, did deprive the victim of $35, which is in violation of F.S.S (3a). The violation did occur in Okaloosa County Florida where I am a sworn law enforcement officer.
