1 UNIT and POSITION ASSIGNMENT 1 st Engine Lay supply line and communicate the hydrant location and water supply plan. Consideration shall be given to laying dual lines (one 4 and one 3 or two 3 lines) into dead end courts. Position just past or short of address to allow room for truck company. If possible, position close to and parallel to the curb to allow for later arriving apparatus to pass. An on-scene report shall be transmitted to the communications center. The on-scene report shall include the following information: unit identification and location water supply instructions if not given previously type of structure, building height, occupancy type and construction conditions observed (e.g., fire showing from two windows on the first floor) additional actions immediate assignments for the incoming units Conduct a thorough size up of the structure to include a reconnaissance lap of the structure prior to implementing interior firefighting tactics. If physical barriers make the reconnaissance lap impractical the lap may be assigned to another unit, however interior tactics shall not commence until a report from side C is received. A Side C Situation Report shall be transmitted to the communications center or command if established. This Side C Situation Report shall include the following information: the building features (number of stories, basement access) observations of any significant safety hazards fire and smoke conditions October 2008 Page 1 of 6
2 Upon completing the incident size up and conducting a risk benefit analysis a Situation Report (Initial Incident Action Plan) shall be transmitted to the communications center or command through if established. This Situation Report (Initial Incident Action Plan) shall include the following: describe the extent of the incident, where the fire is and where the fire is extending any hazards noted or safety considerations occupant status give a brief description of actions you will be taking give orders for other units arriving on-scene announce your strategy, operation mode and your decision to engage in interior fire fighting operations request for additional resources or greater alarm command statement - announcement if command will be retained or transferred through the Battalion Chief The first due engine officer has Command until it is transferred and/or the BC is onscene (this requires the officer to initiate and communicate the tactical plan for the initial stages of the incident.) The physical location of the CP must be communicated (i.e., E106 on the scene, assuming Arlington Boulevard Command at the front of E428 or E106 will retain command on the portable while investigating ). The first arriving officer who has initiated an offensive attack and plans to transfer command must remain cognizant of the fact that they are still in command until the transfer of command has been confirmed. Advance initial attack line to involved area. Search the area for victims as the line is being advanced. October 2008 Page 2 of 6
3 2 nd Engine Ensure a water supply is complete to the 1 st Engine Assist in stretching the initial attack hose line and ensure it is operational Advance back-up line from 1 st Engine. If back-up line is not needed to support first line, second line may go above fire. Command must be advised. 3 rd Engine Second Water Supply Provide secondary water supply, as needed - Lay supply line and communicate the hydrant location and water supply plan. Visual inspection of Side C and shall transmit to the communications center or command if established your findings or changes to the original Side C Situation Report This Side C Situation Report shall include the following information: the building features (number of stories, basement access) observations of any significant safety hazards fire and smoke conditions Check exposures for extension. Advance additional line as assigned. 4 th Engine RIT Provide a water supply to the 3 rd Engine. October 2008 Page 3 of 6
4 1 st Truck Position for deployment of ground ladders. If arriving before rescue company deploy initial ground ladders, perform ventilation, forcible entry, and search and rescue operations. If arriving after rescue company, place ladders, ventilate, and control utilities. 2nd Truck Side C if accessible Position opposite the first truck if possible and provide ladders to Side C of the structure Report to command for assignment based of the incident priorities and the Incident Action Plan Rescue Squad Out of way If arriving before 1 st truck company perform forcible entry, search and rescue operations and ventilation If arriving after 1 st truck company place ladders, ventilate, and control utilities. EMS Unit Position for egress Report to command in full PPE to include SCBA (if trained) with all EMS equipment and stretcher October 2008 Page 4 of 6
5 1 st BC Position vehicle to establish a command post in an effective operating location with a good tactical view of the incident which does not impede the operations or positioning of tactical units. There are times when the vehicle cannot be positioned for a good tactical view of the incident. If so, it may be necessary to take all of the command materials, go mobile and position the command post in a better location. Contact the initial incident commander to transfer command. If possible, the transfer of command shall take place with a face-to-face meeting between the Officer transferring command and the Officer assuming command. Prior to assuming command, the following information should be obtained from the initial incident commander: What was the situation? What is the current situation? What are the current strategy and tactics? What units are committed and where? What units are available? Any obvious safety concerns. Radio to communications center and announce the transfer of command has occurred, ensure command has been named and announce the new command post location. The Incident Commander shall remain at the command post. Initiate, maintain, and control the communication and accountability Identify the overall strategy, evaluate the Incident Action Plan, and assign personnel and Companies consistent with the action plan and standard operating procedures. 6 Provide and communicate tactical objectives. If necessary, prompt reports from operational units that confirm the status of tactical and task assignments. Evaluate the Incident Action Plan and revise as necessary. Report situation updates to the communications center approximately every 20 minutes. 2 nd BC Out of way Report to the Command Post in full PPE with SCBA and Command Boards for an assignment 1 st EMS SUP or Command Aide Near 1 st BC or Out of the Way Report to the Command Post and assist the Incident Commander. This position will most likely assume the role of Command Aide and operate the Command channel. 2 nd EMS SUP Out of the Way Report to the Command Post in full PPE with SCBA (if trained) and Command Boards for an assignment October 2008 Page 6 of 6
