2 Department Activities STAFF MEETINGS/ACTIVITIES: During the month of April, Chief Palmer and staff met with representative of Southwest Risk to discuss claims against the City and police department. GIITEM Assignment: Chief Palmer met with GIITEM Staff to discuss rejoining the task force. An announcement for the position was made for interested officers. PERSONNEL CHANGES: During the month of April Officer Susan Head was selected to fill the position of Investigator which was vacated by Gary Vance s resignation effective at the end of the month. INVESTIGATIONS ACTIVITY: o During the month of April, 20 felony cases were sent to the Pinal County Attorney for charge and review. o Investigations processed 21 impound cases, collecting a total $3,150 in administrative fees. o Also during April, Investigations put out a bulletin on Manuel Ramon Garcia, a known sex offender, for failure to register (a class 4 felony). Garcia was located and arrested and charges were filed with the Pinal County Attorney s Office. o Detective Miller appeared in Grand Jury on the drive by shootings indictments were granted against three suspects. o Bank robber Anthony Kyyitan was indicted for his robbery of the Compass Bank in Kyyitan committed 6 other bank robberies prior to his capture in Prescott Valley. o In addition, Investigations was able to solve a fraudulent schemes and artifices, forgery and theft case in which suspects entered the Coolidge Wells Fargo Bank and presented a forged check. One suspect confessed and turned over evidence implicating the others. Arrest warrants are being sought for the remaining two suspects. o The Coolidge Police Department also received notice in April that Esther Schitter was placed on three years probation for aggravated assault on a police officer (a class 6 felony). o Detective Vance exceptionally cleared a molestation case prior to his resignation which took effect the last day of April. Officer Susan Head was selected to take over his position and trained with Detective Vance for two weeks before his departure. Page 2 of 17

3 Major Cases & Investigative Events Injury accident on signal peak: On April 5, officers responded to a single vehicle accident involving a motorcycle which occurred on Signal Peak Road in the area of Sandia Way. Initial investigation shows that the driver was traveling south on Signal Peak Road and lost control of the motorcycle as he came around the curve. The driver was air evacuated from the scene with serious injuries. Circle k robbery update: Detective Miller continued his investigation into the robbery of the Circle K on North Arizona Boulevard. Detective Miller worked closely with Chandler and Gila River Police Departments following up on multiple leads and conducting numerous interviews. His in-depth investigation led him to the identity and capture of the second suspect involved in the robbery, Antonio Ramos. He faces charges of armed robbery, kidnapping, and aggravated assault. Human smuggling: o On April 21, Officer Thomas attempted to stop a vehicle traveling north on Sandia Way near Woodruff Road. The vehicle failed to yield and led officers on a vehicle pursuit. Officers caught up to the vehicle near the intersection of 387 and 87 and the vehicle eventually came to a stop east of there. When the vehicle stopped, approximately 12 subjects exited the vehicle and ran into the desert. Gila River Police Department responded to assist and some of the subjects were later captured by Gila River Police and turned over to Border Patrol. The vehicle was seized for forfeiture. o On April 23, Officer Plabprasit attempted to stop a vehicle in the area of Attaway and Vah Ki Inn Roads for failing to stop for the stop sign. The vehicle failed to yield to the traffic stop and traveled north on Attaway Road and west to Highway 287. When the vehicle stopped the driver exited the vehicle and ran toward Whispering Winds Trailer Park. Officer Plabprasit gave chase the subject and located nine additional subjects who were determined to be undocumented aliens. Border Patrol took custody of the all subjects and the vehicle was seized for forfeiture. Copper wire theft: On April 23, criminal damage and copper wire theft were reported from a yard crane at Stinger Welding. The victims reported that the incident could have occurred within the last week. The suspects drove a vehicle into the yard east of Highway 87 across from the shop and cut the copper leads from the electrical system to the yard crane, which was significantly damaged. No leads in the case have arisen and investigation continues. Page 3 of 17

4 Metal thieves arrested: On April 24, Officer Froman was dispatched to the 300 block of West Taylor Avenue in reference to criminal damage. When he arrived, the owner of the property stated she had purchased the trailer and lot in February. She continued to say that a neighbor called her and told her there were people at the residence taking things. The victim said the trailer was intact the day before and Officer Froman noted that about a third of the aluminum siding and the electric box had been stripped. The neighbor told Officer Froman that she saw two white men in a yellow truck working on the trailer early that morning and the truck had just left about ten minutes prior to Officer Froman s arrival. Officer Froman left the residence and followed up with Hendrix Recycling to possibly locate the yellow truck. He asked a Hendrix employee if a yellow truck had brought in any aluminum siding. The employee confirmed that one did and the vehicle had just left. Officer Froman left to locate the truck and he observed a vehicle matching the description he was given. He conducted a traffic stop with the vehicle and asked if they had been at the residence. They stated they had been stripping the trailer and claimed they had been hired to do so by the owner. Both suspects were arrested for burglary. Copper wire Thief arrested: On April 24, officers were dispatched to a vacant house on the corner of 6th Street and Dewey Avenue in reference to a subject possibly removing copper wire from the premises. The caller provided the name of Terry Barnes as the possible suspect. Upon arrival officers observed a light moving around the area behind a small apartment building located south of the residence. As they approached, the subject walked around the east side of the building and officers recognized him from prior law enforcement contact as Terry Barnes. Mr. Barnes told officers he was cleaning up around the property, but said he did not have permission to be on the property. Mr. Barnes was taken into investigative detention while contact was made with the real estate agent who stated that no one had permission to be on the property. Officers also found the back door to the main residence had been pried open. Further investigation on scene led officers to a tricycle and trailer loaded with property. Aluminum siding was lying on the ground beside the tricycle. Mr. Barnes was placed under arrest and taken to the Coolidge Police Department. He faces charges of burglary, possession of burglary tools and criminal damage. Graffiti suspects arrested: On April 30, 2008 officers took a report of criminal damage (gang graffiti) to the east block fence wall of the Coolidge Police Department. Officers obtained a description of a suspect vehicle from a witness and were able to locate and stop the vehicle. Officers contacted two juvenile suspects and evidence. Both are being charged with participating in or assisting a criminal street gang and criminal damage. Both suspects were transported and booked into the Pinal County Juvenile Detention Center.
