Welcome/ Call to Order The meeting was called to order at 3:35 p.m. 2. Public Comments (limit 3 minutes per speaker) Action: A public comment was received from LeVonne Stone, who requested an update on training and vocational skills for the AB 109 population. LeVonne reported that the US Department of Defense had released job opportunities for 500 people with disabilities, and indicated that some clients could possibly qualify for those jobs. Alma McHoney indicated that the jobs available through the US Department of Defense would be given first priority to disabled veterans, and then to disabled people in general. A public comment was received from Elliott Ruchowitz-Roberts, who distributed the Pretrial Detention and Community Supervision Best Practices and Resources for California Counties report from the CA Forward: Partnership for Community Excellence (Attachment 1). 3. Regular Agenda 3.1. Approve the CCP Meeting Minutes of November 19 th Action: Meeting minutes were approved. (Motion: Scott Miller/ Second: Dean Flippo/ Vote: Unanimous) Monterey County Community Corrections A. Data collection coordination Action: Updates received. Management Analyst (MA) III Robin Rodriguez distributed the AB 109 Statistical Report for the second quarter of realignment, from October 2012 to December 2012 (Attachment 2). Assistant District Attorney Berkley Brannon gave a presentation on ideas for measuring recidivism, to assist with the data collection and evaluation efforts (Attachment 3). A1. Establish a due date for submitting data to program evaluator. Action: Agencies agreed to submit the required data for the first year of realignment to the program evaluator by March 22 nd. B. Receive general updates from CCP members Action: Updates received. a) Probation reported the following: All adult court officers have completed the Ohio Risk Assessment System (ORAS) training. Probation is working with the Courts on new templates for court sentencing reports that will incorporate the risk assessment scores.

3 In an effort to increase the program participation for the Adult Day Reporting Center (ADRC), Probation is working with Behavioral Interventions (BI) on a Re-entry program for offenders released from prison; the 30-day basic life skills program will be housed at ADRC. It is anticipated that next fiscal year, parolees will also be participating in the ADRC program. Probation will begin to use empty space on the second floor of the 20 E. Alisal Building, prior to the renovations, to hold cognitive behavior groups for the PRCS population. Probation distributed a cheat sheet for quick reference of realignment terms (Attachment 4). b) The Sheriff s Office reported the following: The population at County Jail is at 1,164. The Sheriff s Office is working on the agreement to house 50 inmates to Alameda County, in an effort to reduce the population at the jail; the long-term 1170 (h) offenders will be sent first. The daily cost for incarceration at Alameda County is $86 per inmate, compared to $120 in Monterey County. The jail expansion project, to add 288 beds, will take about 4 years to complete. Introspect staff gave an update on their program since the last CCP meeting (Attachment 5). c) Behavioral Health (BH) reported the following: Staff is working with the Village Project on a contract for providing services to offenders in the Peninsula; the goal is to assist offenders with a successful return to the community. Staff attended the Seek and Safety training, an evidence-based curriculum for trauma and substance abuse, held on February 19 th and 20 th. d) Department of Social Services (DSS) reported the following: Staff is working on compiling the required data for the program evaluator. To date, approximately 53% of participants are working with a case manager; 25 people have been referred to job interviews; 55 people have used services at the one-stop center. e) Courts/ Legal: Chief Real reported that the Honorable Judge Timothy P. Roberts was unable to attend the CCP meeting due to a scheduling conflict. f) Monterey County Chief Law Enforcement Officers Association (MCCLEOA): Chief Real reported that the cities will receive approximately $223,000 in state funding for AB 109 for distribution amongst law enforcement agencies. 4. FY AB 109 Funding: Action: Probation will schedule a Special AB 109 Ad Hoc Budget Committee meeting in March to review the current budget, and to generate a budget proposal for the upcoming fiscal year, to be presented to the CCP. It is projected that funding for the realignment for the next fiscal year will increase statewide, but the amount allocated to Monterey County is unknown at this time. 5. Other/ Announcements a. Special Meeting Agenda 1. Approve the CCP Special Budget Meeting Minutes of April 19 th. Action: Meeting minutes were approved. (Motion: Berkley Brannon/ Second: Elliott Robinson/ Vote: Unanimous). 2. Executive Committee s vote for approval of the recommended FY 2013/2014 AB 109 Public Safety Realignment budget. Action: Passed upon motion of Berkley Brannon, seconded by Edmundo Rodriguez, and carried this 25 th day of April 2013, by the following vote: AYES: Manuel Real, Scott Miller, Elliott Robinson, Edmundo Rodriguez, Berkley Brannon (voted on behalf of Dean Flippo) NOES: Donald Landis (voted on behalf of James Egar) ABSENT: The Honorable Marla O. Anderson, Presiding Judge Discussion: Assistant Public Defender Donald Landis indicated that Public Defender James Eager had explained the reasons for his vote at the last CCP Special Budget meeting of April 16 th. LeVonne Stone indicated that she did not understand why the budget proposal was not amended to include the recommendations from the public. Chief Real responded that at the last CCP meeting, the public and CCP members were given an opportunity to discuss the proposed budget for FY After consideration the CCP s Executive Council passed a motion for approval of the recommended budget at today s meeting, with no amendments. 13 Introspect May 3, 2013 Community Corrections Partnership Third Quarter Report Even though our proposal was voted and accepted at the October, 2012, CCP meeting, the actual contract was not generated until February, Introspect therefore began the tasks set forth in our approved proposal in late February. The data included in this report is for the period January 1 through March 31, 2013; however, the extended Introspect program serving the AB109 population at the Monterey County Jail was not implemented due to the County administrative delay until March, January February March existing Liberties Pride Program Men s Rehab 21 completions, 15 of which were AB 109 Women s Section 6 completions, 2 of which were AB 109 E-Dorm 10 completions, 9 of which are AB 109 B-Wing 12 completions, 4 of which are AB 109 Assessments Beginning in February Introspect carried out assessments in the third quarter as follows: Total Completions: 49 Total AB 109 Completions: 30 Men s Rehab 27 assessed 22 AB h E-Dorm 21 assessed 11 AB h Women s Section 12 assessed 4 AB h 8
