2 2019 Awards for Excellence in Army Recreation Program Guide Overview. This guide provides the instruction for preparing and submitting nominations for the annual Awards for Excellence in Army Recreation Program. The awards program recognizes the exceptional efforts of Army Recreation staff, volunteers and programs. Nominations must be submitted using the PDF template for individual program award (Arts and Crafts, Automotive Skills, Aquatics/Recreational Swimming, Fitness, Intramural Sports, Leisure Travel, Library and Information Service, Music and Theatre, Outdoor Recreation, Recreation Centers/Warrior Zones, and Better Opportunities for Single Soldiers) and web based template for individual person nominations accessible via the Army Community Recreation Reports Online (ACRRO) The nomination templates will be available for data input beginning 1 April 19. Note: Garrison/Installation Recreation Award. Garrisons are encouraged to submit for the 2019 Armed Forces Gold Medal Award. The application can be accessed via the NRPA website Nominations. Events, programs, improvements, training, significant accomplishments, etc. cited in the nomination forms must have been conducted 1 April March Garrisons shall prepare nominations using the web based templates for Friend of Recreation, Recreation Employee of the Year and Career Recreation Employee via the ACRRO at a. Garrison suspense date is 1 July Garrisons may submit up to 11 Individual Program nominations, one Recreation Employee, one Career Employee and up to five Friends of Recreation nominees. IDs will review Garrison submissions and advance nominations for the Department of Army level to the IMCOM G9 program POC NLT 29 July IDs may submit up to 11 Individual Program Award nominees per garrison size S, M, L (potential total of 33). IDs may submit one Employee of the Year, one Career Employee and up to five Friends of Recreation nominees. Nomination Templates. Individual person award nomination template is divided into multiple sections. Directions are provided within each section. At the end of each section there is a Save and Save & Continue button. Click on the Save If you wish to save an item and continue working within the section. Click on Save & Continue if you wish to save and move on to the next section. Upon completion of all sections, the Submit tab moves the document forward for ID review. Format and judging criteria for each award category is listed in the paragraphs below and includes the data requested in the web based template. A. Individual Program Award recognizes outstanding individual programs providing diverse recreational opportunities, quality service, new and innovative and customer focused programs. 1
3 - Select IMCOM Directorate from drop-down menu - Select Garrison/Installation name from drop-down menu - Enter Point of Contact - Enter Title for Point of Contact - Enter Telephone Number Point of Contact - Enter Address Point of Contact - Enter Mailing Address Point of Contact - Enter MWR Director Name - Select program area from drop-down Section 1 FINANCIAL - Choose from drop-down, yes or no - Briefly describe financial success in terms of benchmarks achieved, increased revenue generated, reductions in expenses, etc. Section 2 PROGRAM SUCCESS - Select from drop-down. - Briefly describe program success in terms of criteria based outcomes (i.e., increased utilization, partnerships and benefits, etc.) Section 3 IMPROVEMENTS - Choose from drop-down - Briefly and clearly provide improvement in terms of quantifiable outputs and/or outcomes (i.e., capital reinvestment, process efficiencies, etc.) Section 4 MARKETING SUCCESS - Choose from drop-down menu. - Briefly and clearly describe marketing success. Section 5 - STAFF DEVELOPMENT - Briefly and clearly describe staff development success. 2
4 Section 6 - SUBMIT Via to IMCOM-Directorate Recreation Program Manager B. Friend of Recreation Award recognizes noteworthy contributions of time and effort by individuals outside of Community Recreation. The time span of contributions may be over a period of years, but the individual must be a current volunteer during the award year. IDs and HQ, IMCOM, G9 may nominate individuals for this award. Section 1 NOMINEE Enter nominee name and garrison. - Upload a clear jpg format photo of the nominated individual (s). Section 2 LENGTH OF SERVICE - Indicate number of years involvement (date range and/or number of volunteer years), in the activity or program that benefited from the nominee s contributions. Indicate number of months involvement (date range and/or number of volunteer months), in the activity or program that benefited from the nominee s contributions. - Describe the activity(ies)/program(s) that benefited from the nominee s contributions. Describe the significance of the nominee s contributions. Section 3 NOMINEE CONTRIBUTIONS/RECOGNITION SPECIAL PROJECTS/EVENTS - List any special projects or events the nominee initiated or was responsible for completing in support of Army Recreation. RECOGNITION List all awards, letters or other forms of recognition received by the individual as a friend of recreation. UNIQUE QUALITIES Describe the unique and outstanding qualities the individual possesses that merit recognition for this award. What makes this individual stand out? Section 4 - SUMMARY Summarize the impact the nominee has had in improving the recreation program and community quality of life. 3
5 Section 5 - SUBMIT C. Recreation Employee of the Year Award recognizes superior achievement as an Army Recreation professional. Directorates may also submit nominations for this award, but may not forward more than one nomination to HQ IMCOM, G9. An employee cannot win two years in succession. Section 1- NOMINEE - Enter nominee name, position title, and garrison/installation name. - Upload a clear jpg format photo of the nominated individual. Section 2- INNOVATIONS: Describe new programs and/or activities the employee initiated during the recognition period. Identify suggestions or actions which improved programs or facilities during this award period. Section 3- CONTRIBUTIONS - Provide specific examples of the nominee s efforts to contribute to the field of recreation through participation as an instructor, speaker, panel member, lecturer, writer, etc. during this award period. COMMUNITY ENHANCEMENT: - List specific examples of the employee's efforts to enhance community/installation relations during this award period. Include any involvement as a volunteer in the community. Section 4 AWARDS/RECOGNITION & SUMMARY List all awards, letters, or other forms of recognition received by the employee during the recognition period. SUMMARY Provide a description of the nominee s qualifications for this award. Consider creativity, quality of work, efforts to bring credit to recreation, problem solving and use of resources. Identify specific qualities that merit recognition above other recreation employees. 4
6 Section 5 COVER LETTER/SUBMIT Upload a cover letter signed by DFMWR or Garrison Commander. D. Career Recreation Employee Award recognizes superior achievement as an Army Recreation professional. Employee must have a minimum of 15 years of experience in recreation to be nominated. Nominees should have a long term, professional involvement with Army recreation warranting special recognition. IDs may also submit nominations to this award, but may not forward more than one nomination to HQ IMCOM, G9. An employee can win this award only once. Section 1 NOMINEE Enter nominee name, position title and garrison/installation name. Upload a clear jpg photo of the nominated individual. Section 2 LENGTH OF SERVICE Enter the total number of years of employment with Army Recreation. List positions and locations chronologically, starting with the most recent, held in Army Recreation, military or civilian. Include grade or rank and indicate if Full Time (FT) or Part Time (PT), i.e. May 2007 May 2009, FT, Army Recreation Director, GS- 9, Please enter each position held in a new row. List all awards, certificates or other forms of recognition received. Section 3 SIGNIFICANT ACCOMPLISHMENTS List significant accomplishments in improving Community Recreation. Indicate how significant accomplishments enhance the well-being of Soldiers and Family Members. Indicate significant accomplishments that inspired colleagues and subordinates. Provide examples of actions taken to improve community relationships. Demonstrate nominee s initiative and skills in responding to workplace challenges and devising/implementing new work processes or procedures. Section 4 INNOVATION & IMPROVEMENT Cite examples of the nominee s innovations in programming initiatives &/or management practices that advanced programming, administration, etc. 5
7 Provide examples of the nominee s exemplary leadership skills that benefited the Recreation program (s). Section 5 SUMMARY Describe specific attributes of the individuals that merit recognition. Section 6 - SUBMIT a. Garrison/Installation Sizes/Categories: Installation sizes for the 2019 Awards are based on current ASIP population for Recreation. I. Individual Awards in ACRRO (see Appendix A): Small Installation is less than 2,500 Medium Installation is 2,501-10,000 Large Installation is greater than 10,000 II. Program Awards via PDF (see Appendix B): Small Garrison: Rec ASIP Population is less than or equal to 5,000 Medium Garrison: Rec ASIP Population is 5,001-20,000 Large Garrison: Rec ASIP Population is greater than 20,000 b. Garrisons/Installation Review. If Garrison/Installation review is required, the preparer, should put the data in a Rich Text, Excel or PDF document in order to send it to the Community Recreation Director (CRD) or Director, Family and Morale, Welfare and Recreation (DFMWR) for review. After CRD and/or DFMWR review, the preparer will edit the saved nomination in the ACRRO template and submit the final nomination to the ID via the Submit to ID button. c. ID Review and Scoring. IDs will be able to view all the nominations submitted via ACRRO for their ID. Un-submitted nominations in progress will show up as a file name, but cannot be reviewed until the Garrison saves the nomination and submits it to the Region. d. Judging: A panel of up to six HQ IMCOM, G9 Subject Matter Experts (SME) will review content looking for creativity, innovation, etc. in the nominations. In addition to reviewing the garrison nomination packets, the Army level evaluation may include an interview between Garrison and the HQ IMCOM G9 SME panel via video teleconferencing. The interview will allow HQ evaluators the opportunity to ask questions, seek clarifications, etc. e. Awards. The Individuals Program award may be given for small, medium and large size programs (up to a total of 33 individual programs). One Employee of the Year award, one Career Employee award and up to 10 Friends of Recreation awards may be awarded. Award winners will receive an engraved trophy and certificate recognizing their achievements. The Employee of the Year and Career Employee will each receive $ Individual Program award winners will receive $2,500 deposited in the 6
8 respective program codes. NOTE: Nominations that do not meet the award criteria will not be considered and incomplete information will lower the overall scores. 2.
