6 Annex C to TASK MATRIX OF THE 159th REC MEETING COMMITTEE After the 3 CDTC Change of Command, Chair REC will discuss resumption of supporting regimental history instruction to recruits in a manner congruent to 4 CDTC. ASSIGNED I Contact the Regina Pats organization to use their red "homecoming" sweaters as the regimental hockey jersey for events such as the Imjin Classic. 11 3. Opening Remarks. LCol Prohar, the incumbent REC Chairman began by reminding the REC that he will be handing the position of REC Chairman back to LCol Rutland on the conclusion of the meeting. He continued by thanking those in attendance for their efforts during his tenure as REC Chairman and turned the floor over to MGen (ret' d) Vernon, the COR, for his opening remarks. The COR thanked those for attending and asked that the meeting begin in earnest. 4. Review of Minutes. The provided an update on the 24 tasks from REC 158: 16 had been actioned and 8 were 'in-progress.' With no questions or comments forthcoming, the requested that a motion be tabled to accept the minutes from REC 158 as true. The motion was called and carried. 5. Regimental Calendar. The confirmed the regimental battle rhythm and addressed concerns from LCol Rutland that this alignment will ultimately be synched with some consistency in the future. The continued to outline key dates from the regimental calendar, including travel for the C-in-C and the COR, and opened the calendar up for discussion. LCol Prohar introduced his concerns that the 2018 iteration of Heroes Hockey Challenge will be more difficult to support as it will be in Calgary, versus Edmonton. LCol Prohar indicated that The Guard has directed the French Grey Ball will continue on an annual basis. While the 2018 French Grey Ball will be conducted at the Hotel Macdonald, there is scope for booking other venues in the future. Due to changes in regimental financing, the funding for these events now rests with the Patricia Fund Board of Directors (BoD). The complete regimental calendar can be viewed in Annex D. 6. Reports. The tabled the following reports: a. Vice President (VP) Strategy. The briefed Regimental Strategy on behalf on Col Gallinger, VP Strategy. The informed the REC that the Regimental Strategy document has been recently updated and reposted onto the regimental website, Col Gallinger has asked for feedback. The then moved onto the recent progress related to the creation of the Regiment's official history book. LCol Prohar confirmed that the deliverables in question relate to the creation of two volumes from 1957/58 to 2000/2001 and 2000/2001 to present. The reiterated that there is no clear way ahead established however there have been inroads in the areas of cost estimates and potential author criteria. Current estimates indicate that at the cost of $ k and 3-5 years to produce each volume. The Guard's intent is to capture regimental history before it is too late. The REC will find an author and work-out the funding specifics, including potential sponsors or contributions from regimental entities. LCol Prohar clarified that REC will find the authors, cost compare, and present the package to the Guard for approval. b. RHO. The informed the REC of his desire to see The Patrician 2017 delivered to the battalions by Regimental Day. He asked the ERE representatives to ensure that the addresses of their members are current in an effort to curb costs associated with return shipping. RHQ is also compiling a series of regimental history presentations to be made available to the Regiment. At this point, CWO von Kalben broached the issue that 3 E-3/9

12 CDTC no longer teaches regimental history as part of a sanctioned training nor conducts a trip to the regimental museum during basic infantry qualification training at 3 CDTC. His concern was that new soldiers arriving in battalion had no exposure to regimental history. After some discussion, it was agreed that the task of educating new Patricias will be the responsibility of the battalions. LCol L'Heureux, as CO of 4 CDTC, confirmed that he is making a concerted effort to teach regimental history for The RCR recruits on weekends and suggested that someone talk to 3 CDTC to assist in a similar manner. The REC concurred and Chair REC was tasked to discuss this issue with the incoming CO of 3 CDTC. The indicated that Maj Rob Clarke at 3 CDTC is making serious efforts to ensure Patricia recruits receive some instruction on regimental history. Finally, in accordance with REC direction, a personal experiences upload initiative has been started to allow past and present Patricias the opportunity to post their experiences on the regimental website. C. KitShop. The briefed his role in managing the Regiment's intellectual property (IP). This relationship was explained in detail with regards to the Regina Pats, who have received permission to use particular regimental IP on their hockey sweaters. LCol Prohar expressed his desire for the to inquire into the use of the red "homecoming" sweater of the Regina Pats as the regimental jersey. LCol Prohar offered to assist if necessary. The reported that revenue from the KitShop is down from forecasted figures based on deployments. Responding to an inquiry related to inventory levels and potential changes to CAF policy, the confirmed that the stock is intentionally kept low to protect against unexpected changes to the boot policy, for example. Responding to a concern from CWO von Kalben, LCol Prohar asked the to investigate into the cost associated with the fabric PPCLI strip as it relates to the new Velcro rank badges. The next REC meeting will examine the feasibility of providing a one-time issue of these fabric PPCLI strips to new privates. Depending on variables, there may be scope for MAT TECHs to sew these stripes onto the Velcro rank badges. d. Regimental Museum. The briefed that no Museum Development Funds (MDF) from Directorate of History and Heritage (DHH) are available for FY 18/19. As a result, there are concerns about maintaining the current level of paid contactors. Of note, no funds are available/allotted for the Outreach Coordinator however, regimental funds are required to pay for the archivist ($65k) as well as an appraiser ($15k). Cpl Mullett and a museum volunteer, James Morgan, completed a three-day course to receive appraisal certification. These individuals can now appraise artefacts up to $1,000, potentially representing 50 percent of the collection. This will significantly lower the initial $150,000 estimate related to the overall appraisal of the museum's holdings. Appraisal of the museum's archives and gallery are separate issues and the Museum staff is working on options to complete these requirements. e. Outreach. The outlined the state of the various museum grants and applications. Emphasis was placed on seeking funding for the official regimental history book. The E-4/9

13 Oral History Project continues with a focus on Korea through Afghanistan; however, contributions from any era is encouraged. To date 17 Korean War, 3 Cyprus, 6 Balkan, and 32 Afghanistan veterans (PPCLI) have been interviewed. f. Regimental Veteran's Care. Sgt Dunphy has replaced WO Feltham in the Regimental Veteran's Care (RVC) cell. g. C-in-C Portrait. The reported that LCol (ret'd) Bill Bewick has been contracted to complete this task. Completed portrait is expected in the early summer h. Drum Line. The RWO reminded the REC that Second Battalion will continue with the Drum Line tasks until June As of end June, the Edmonton battalions must have measures in-place to complete their own Drum Line tasks. CWO Stevens reiterated the urgency to have this group intact, even a composite manning, because of the high level of return on this capability. CWO von Kalben committed that he will work with CWO Forest to produce a Drum Line for Edmonton by July. 1. Cadets. The RWO provided an update on the 11 PPCLI Cadet Corps. LCol Rutland indicated that there has been an increase in public funding to support events such as the Annual Cadet Review so an increased Patricia presence can be expected in the future. j. Charitable Status. The briefed that an amendment was requested by the Canadian Revenue Agency (CRA) for Certified Copies of the Constitution and By-Laws. As a result, paperwork has been resubmitted. LCol Prohar assured the REC that this will not affect regimental finances or the financial approval process. k. Regimental Finances. The briefed the regimental accounts in detail, line-by-line. The 2018/19 budget is lower than the /18 budget due to decreased profits in the Kit Shop and a significantly lower 'balance forward.' Specific figures can be retrieved from the on request. Of note, LCol Prohar reminded the REC of its earlier motion to contribute an additional $5,000 to each battalion and the ERE from the KitShop's profit sharing initiative. This money would be transferred into unit NPP accounts for soldier recognition and spent at the discretion of the unit NPF committee. CWO Holwell inquired whether there was any direction with regard to how the ERE could employ these funds. LCol Rutland clarified that the intent of the ERE funds would include Regimental Day or other costs associated with Patricia gatherings. Lacking an NPF account, the ERE representative could request these funds from the directly. LCol Rutland directed the creation of a comprehensive Terms of Reference for the ERE representatives detailing the specific criteria for how the profit sharing initiative can be appropriated. He stated that capturing the costs associated with a lunch for ERE Patricias, at the EGOM for example, was within the scope of this initiative. Before a motion was tabled to accept the Warehouse Fund budget, CWO von Kalben requested this temporary decision captured in the minutes to ensure that the $5k was E-5/9

14 returned in future budgets. With no questions or comments, the requested that a motion be tabled to accept the Warehouse Fund Budget as presented. The motion was carried. The then briefed the General Fund specifics. With no questions or comments forthcoming, the requested a motion be tabled to accept the General Fund Budget as presented. The motion was carried. The concluded by briefing the specifics of the Museum Fund which is based on $115.5k from the Warehouse Fund from sales revenue. With no questions or comments forthcoming, the requested that a motion be tabled to accept the Museum Fund Budget as presented. The motion was carried budgets are included in Appendix Updates. The agenda moved into updates: a. Association. Mr. Hale provided an update on the Association's Mental Health and Suicide Workshop initiative and the Volunteer Patricia Program (VPP). He also outlined financial projections and his desire to see charitable goals projected to Mr. Hale indicated that the recent Association recruitment efforts have been popular on social media; however, enrolment was not noticeably improved. He vowed to continue his efforts. LCol Prohar then detailed the continued efforts of the Third Battalion to promote Association membership upon conducting final interviews with departing soldiers. In an effort to improve the overall process, LCol Prohar asked Mr. Hale to create a product and brief the next REC on the details pertaining to recent enrolments. Specifically, LCol Prohar is looking for a breakdown of where the new Association members come from, in terms of battalions so command teams can receive feedback on their efforts and possibly indicate where there is room for improvement. b. Foundation. A Foundation representative was not present. On behalf of the Foundation, the briefed that the Reaching the Summit for Mental Health event would be postponed until 2019 and the date for Heroes Hockey Challenge 2018 Gala Dinner and game has been confirmed for 8-9 December respectively. HHC 2018 will be held in Calgary. c. Loyal Edmonton Regiment. Capt. Deegan provided an update for the LER. He reported the regiment has been tasked to create a mortar platoon and they will work closely with the Third Battalion in the future. He reminded the REC that the LER still maintains a light infantry platoon that is always looking for training opportunities with the battalions. Capt. Deegan then asked if there was any foreseeable involvement for the LER at the events planned for Mons in November LCol Prohar replied that there is activity going on behind the scenes, however, the Regiment is waiting on direction from higher on what that role will be. The added that CJOC is looking at a 200-man contingent to represent the Canadian Army. Only one Patricia will likely be involved in this task. Capt. Deegan then moved onto the French Grey Weekend and expressed the desire of LER to continue to host the 'Cock o' the Walk' shooting competition. E-6/9

15 8. New Business. a. Honours and Awards. The RAdjt briefed that several regimental awards have been approved secretarially and issued since REC 158. This includes a Certificate of Appreciation to the Regina Pats and three separate Regimental Achievement Awards to: WO D.W.Z. Schmidt for topping DP4; MCpl C.B. Chipman for topping QL6 Cook; and Cpl E. Sharshonov for topping DP2 RCEME. One nomination for a Regimental Commendation was tabled and required a motion. A motion for approval of a Regimental Commendation was tabled and approved. b. 105 th Anniversary. The outlined GD 002 and indicated, at the very least, the 105 th anniversary in 2019 should include a Better 'Ole in Edmonton and Shilo. LCol Prohar informed the REC that the Guard will be seeking some details with regard to 2019's 105 th Commemoration. After some discussion it was agreed that in 2019, the First Battalion will be responsible for the 105 th anniversary, including the Better 'Ole in Edmonton and the Third Battalion will host the French Grey Ball. The scope of the Second Battalion's 105 th commemorative efforts would be determined independently. c. WWI 100 th. The briefed on several requests for regimental involvement in events related to the 100 th anniversary of the armistice to end the First World War. In order to improve situational awareness and ensure proper procedures are followed, LCol Prohar asked that the link in with LCol Schaub to ensure CJOC receives these requests. CJOC can then determine what role, if any, the Regiment would play. d. Mons 100 th. The briefed on a request from the Mons Museum for a WWI era PPCLI drum. The Mons Museum has a collection of WWI drums, representing every regiment in Mons on 11 November 1918, except the PPCLI. The Regiment has several drums of varying ears, including one WWI era drum, donated by the estate of James (Pinky) Carvosso. This drum is not on display. After much discussion, a motion was tabled to approval the loan of James (Pinky) Carvosso's drum to the Mons Museum. The motion was carried. e. 2 PPCLI Historic Coy Pennants. In the absence of representative from the Second Battalion, the briefed the Second Battalion's request for the REC's concurrence to approach the Regimental Guard for support to pursue of public funds to purchase and resume the use of historical company-specific pennants. After much deliberation, it was decided that the request would be supported and forwarded to the Guard. A motion was tabled to support this request. The motion passed. 9. Round Table. The following topic was discussed during the round table: a. French Grey Weekend LCol Prohar confirmed the specifics regarding the French Grey Weekend 2018: French Grey Ball will be on Saturday, 25 August at the Hotel Macdonald; Madame Clarkson will attend; and First Battalion will host the ball. 16 Third Battalion was confirmed as OPI for the Golf Tournament held at the CFB Edmonton Golf and Curling Club on Friday, 24 August. The LER will host for the ' Cock o' the Walk' on the morning of25 August. b. REC August 2018 was selected as the date for REC Closing Remarks. LCol Prohar thanked those in attendance for their support during his tenure and asked that the REC acknowledge the contributions made by MGen (ret'd) Vernon during his tenure as COR.
