4 1. Purpose 1.1 This Standard Operating Procedure (SOP) supports the following Police Service of Scotland (herein referred to as Police Scotland) policies: Counter Terrorism Policy Health, Safety and Wellbeing Policy 1.2 This SOP aims to: Consider the safety of all employees and public visiting Police buildings Set out the system of threat and response levels relevant to Police Scotland; Identify key roles and responsibilities which must be in place to ensure an appropriate response in every Division and Department; Provide guidance on general security and procedures which must be fulfilled in order to mitigate the threat posed by terrorism. 1.3 For the purposes of this SOP, police premises or estate includes premises used wholly or partly by either the Scottish Police Authority (SPA) or Police Scotland and applies to, police officers and police staff. 1.4 This document should be read in conjunction with the following SOPs:- Vetting SOP; Visitors to Police Premises SOP; Information Security SOP; Bomb Threats - Suspicious Packages SOP; Search SOP; Business Continuity Management SOP; Community Impact Assessment SOP. 1.5 In addition, specific instruction on countermeasures that may be implemented based on threat level is available in the Building Security Response Level Checklist and Exceptional Response Site Security Plan Guidance. 2. Threat Levels 2.1 It is acknowledged that the UK Police Service is considered a target for terrorists. It is therefore essential that Police Scotland adopts proportionate protective security measures to keep its people and other assets safe. (Publication Scheme) 4
5 2.2 The Joint Terrorism Analysis Centre (JTAC) is the UK s centre for the analysis and assessment of international terrorism. JTAC is responsible for setting international terrorism threat levels and for advising organisations forming part of the national infrastructure of their sector specific terrorism threat level. 2.3 Threat levels are designed to give a broad indication of the likelihood of a terrorist attack. 2.4 They are based on the assessment of a range of factors including current intelligence, recent events and what is known about terrorist intentions and capabilities. 2.5 There are five levels of threat as defined in the following table: Low Moderate Substantial Severe Critical An attack is unlikely An attack is possible, but not likely An attack is a strong possibility An attack is highly likely An attack is expected imminently 2.6 As well as the general threat levels, JTAC maintains a specific Police Emergency Services Sector category of threat level. This is to ensure that where there are specific threats towards police staff or assets then these can be reflected and responded to appropriately. For the avoidance of doubt, Police Staff and Police Officers and all business areas of Police Scotland come under the remit of the Police Emergency Services Sector threat level. This specific threat level is also categorised by one of the five levels in the table above. 2.7 Any change in the National or Police Emergency Services Sector threat level will be communicated immediately to the Chief Constable and Divisional Commanders / Head of Departments, via the Duty Officer, Service Overview. Any such change will result in a review of the Force Response level. 3. Response Levels 3.1 Response levels provide a broad indication of the protective security measures that should be considered for application at any particular moment. They are informed by the national threat level but also take into account other matters (see 3.5). Within response levels, there is a variety of security measures that can be applied as appropriate. 3.2 There are three Response Levels: Normal; Heightened; (Publication Scheme) 5
6 Exceptional. 3.3 The three levels of response broadly equate to threat levels outlined in section The response level for Police Scotland / Scottish Police Authority (SPA) will be set by the Assistant Chief Constable (ACC) Crime. In the absence of ACC Crime, the response level will be set by ACC Operational Support. In the absence of both, the response level will be set by another member of the Force Executive. 3.5 The response level will be set having due regard to the advisory information provided by JTAC and in particular: The National Threat Level; The Police Emergency Services Sector Threat Level; Intelligence Assessments; Assessments of vulnerability and risk. 3.6 In addition, response levels will be subject to quarterly assessment and review by the Force CONTEST Board. 3.7 Any change to response levels will be communicated via the Police Scotland Intranet and also by memorandum from the Force Executive member responsible for the response change (as per 3.4), to all Divisional Commanders and Heads of Department. 3.8 It will be the responsibility of Divisional Commanders and Heads of Department to ensure that all staff are aware of the threat and response levels and that the countermeasures required at the current response levels are applied. 3.9 To ensure consistency of alert across Police Scotland the following signage will be displayed on response boards across the Police Scotland and SPA estate. The following images are available as standardised Police Scotland forms from the guidance site of the intranet, Forms Normal , Heightened and Exceptional respectively. NORMAL HEIGHTENED EXCEPTIONAL 3.10 Every building must have response boards in prominent places where staff will see them on entry to the building and in larger buildings they should be displayed at key points throughout. They should not be displayed in areas (Publication Scheme) 6
7 where members of the public routinely visit. All staff must ensure they check these boards daily to ensure they remain aware of the response level The response level does not automatically change following a change in the threat level. However, the table below illustrates the approximate relationship between the threat levels and the response levels, together with a description of the type of protective security measure to be implemented at the related response level. THREAT LEVEL DEFINITION RESPONSE LEVEL DESCRIPTION Low Moderate An attack is unlikely An attack is possible but not likely NORMAL Routine baseline protective security measures, appropriate for your business, should be in place to protect staff/visitors/buildings. Should the threat rise, consideration should be given to additional measures that are appropriate at each location. You may consider some precautionary measures worth deploying. Substantial Severe An attack is a strong possibility An attack is highly likely HEIGHTENED A HEIGHTENED response level recommends consideration of additional protective security countermeasures above NORMAL to address the threat to your business. Measures should reflect specific business and location vulnerabilities and the degree of acceptable risk. Measures deployed should be sustainable indefinitely; they may also be applied as a precautionary measure for a specific period. Critical An attack is expected imminently EXCEPTIONAL The EXCEPTIONAL response level requires consideration and implementation of maximum protective security measures to minimise vulnerabilities and risk. Extra measures implemented are likely to be sustainable for a limited period only. (Publication Scheme) 7
8 3.12 Details of specific security measures that may be taken for each of the response levels can be found in the Building Security Response Level Checklist and Exceptional Response and Site Security Plan Guidance. This document is not intended to be an exhaustive list of options but provides a framework to guide Divisions and Departments in structuring their own security Site specific assessments of vulnerability that consider the buildings use, location, potential vulnerabilities, likely impact on business and degree of acceptable risk, may identify additional protective security recommendations that are proportionate to the threat. These assessments are the responsibility of the Divisional / Departmental Tactical Lead for Security, refer to section 4.2 for further information Note: It is important that information on specific security measures is not made publicly available in order to avoid informing terrorists about what we know and what we are doing about it. Security countermeasures at each Response Level are marked RESTRICTED and must not be published or circulated outside of the Police Scotland or SPA. 4. Roles and Responsibilities 4.1 Organisation At a force level, the Head of Estates security requirements and Counter Terrorism (CT) threat and response levels when managing the police property portfolio. 4.2 Divisions / Departments The default position is that Local Policing Divisions will take responsibility for building security for buildings in their area. This is unless a building is wholly or mostly occupied by another Division or Department, where the most senior person for the largest Division / Department on site will have responsibility for appointing a responsible officer from their Division / Department for that building. Where there is any doubt over ownership, liaison at a senior level should take place to establish responsibility Divisional Commanders and Heads of Department are ultimately responsible for the security and safety of all officers, staff and assets in their command and will take the strategic lead on these matters for their area of responsibility Each Division and Department must appoint a Tactical Lead for Security who will lead on security matters. This individual will be responsible for ensuring that appropriate countermeasures at each response level are in place and complied with. (Publication Scheme) 8
9 4.2.4 Each Division and Department must ensure that there is a structure in place to assist the Tactical Lead in delivering on the responsibility outlined in the paragraph above. This will include establishing a responsible officer for every building in their area of responsibility Each Division and Department must ensure that they undertake an assessment to ensure that they have plans in place to ensure building and staff safety and security if the Response Level rises to Exceptional (refer to Exceptional Response and Site Security Plan Guidance.) These plans must be capable of being implemented out-with normal office hours. Details of generic security measures that may be taken for each of the response levels can be found in the Building Security Response Level Checklist. It is likely that where the Response level rises to Exceptional that further specific information would be disseminated from the Force Executive to assist Divisions and Departments Each Division and Department must ensure that they have a structure in place which details roles and responsibilities for initiating and checking the actions detailed in their plans If specialist support is required to support divisions / departments in this process the following resources should be contacted in the first instance: Divisional CT Liaison Officers (CTLO); Divisional Crime Prevention Officers (CPO); Architectural Liaison Officers (ALO) It may be appropriate to seek Counter Terrorism Security Advisor (CTSA) / CT Planning Unit advice. In these circumstances the Divisional CTLO should be contacted in the first instance Specialist Crime Division (SCD) will be responsible for conducting CT protective security surveys for all Police Scotland strategic assets. Surveys / assessments should be forwarded to Head of estates for consideration. 4.3 Individuals Security is a matter of individual responsibility. All police officers and police staff in Police Scotland and SPA must be aware of the threat and response levels Personnel should consider their own health and safety and that of others when responding to any perceived threat or risk. Any issues identified on duty should be brought to the attention of a supervisor as soon as is practicably possible. (Publication Scheme) 9
10 4.3.3 Where personnel observe suspicious activity off duty they should report this without delay either by calling 999 or 101 dependent on their evaluation of the circumstances. On return to work they should also report the matter to their line manager. 5. General Security 5.1 The following are general security measures which are considered good practice and should be strictly adhered to regardless of the threat level. All personnel while on police premises must overtly display their Warrant or Identification Cards on a lanyard around their neck; All visitors to police premises must report to the duty officer or reception staff to obtain a visitor / contractor pass. Visitors and contractors must display their passes at all times; Access to police sites and buildings must be restricted to those authorised, but only to the extent necessary for the completion of their business. For further guidance refer to the Visitors to Police Premises SOP; All personnel must challenge any person in a police building or site who is not displaying appropriate identification; at all times considering their own safety and the safety of others; All personnel must challenge visitors or contractors if it is suspected they are in an area where they are not entitled to be at all times considering their own safety and the safety of others; Where police buildings are used by external staff / partner agencies, the Police Scotland Response Level must be adhered to and all external staff briefed on the requirements; Police officers and staff working from buildings which are controlled by partner agencies will adhere to the Police Response Level. Note: Where the partner agency s sector threat level is higher than the police sector threat level, then the higher threat level must be adhered to; Where access to Police Scotland / SPA buildings is controlled by access codes, the code must be changed regularly; Senior stakeholder engagement between partner agencies in shared use buildings should take place to ensure that the security regime adopted by Police Scotland is supported by partner agencies in order to keep everyone safe; Staff using any vehicle for police purposes are responsible for securing the vehicle and its contents. Police vehicles should not be left unlocked or insecure under any circumstances; including in secure police / partner car parks. (Publication Scheme) 10
