Project Manager for three University Research Projects from the New York State Department of Transportation and Federal Highway Administration: Advanced Traveler Information Systems Implementation and Integration (ATIS,) Incident Management for Safe, Secure and Productive Transportation Systems (TIM) and Electronic Toll and Traffic monitoring (ETTM). ATIS is the first project of its kind in this country. Two hundred vehicles were equipped with devices that not only provided collection of real time data regarding traffic conditions and congestion, but were able to provide drivers with directions in real time to avoid that congestion, providing for a safer commute. This project received the 2005 Project of the Year Award from the Intelligent Transportation Society of New York and received the 2007 Best of ITS award for Research and Innovation from the Intelligent Transportation Society of America. The TIM project involves research in traffic incident detection and management and development of technology and procedures for the seamless data sharing of the six traffic control and police dispatch centers in the area surrounding Albany, NY. The ETTM project will develop and test the first wireless, solar-powered detector for EZ Pass toll tags. This device will be used to aid in traffic management at incident scenes or at special events. This project received the 2007 Project of the Year Award from the Intelligent Transportation Society of New York. Responsibilities for all of these projects have included budget and workscope development and monitoring, providing close liaison between the project Principal Investigators, eight subcontractors and equipment vendors, and the project oversight team at NYS Department of Transportation and the Federal Highway Administration. Appointed Instructor in Lally School of Management and Technology to supervise a distance learning, graduate level course in Project Management. Duties did not include lecturing since all lectures were presented from video tape. Responsible for course administration and grading. Course was presented during Summer 2002 for 15 on-campus and 160 off-campus students. Previously worked as Teaching Assistant for this Project Management course for 60 on-campus and 60 off-campus students during Fall 2001 and for a graduate level course in Information Systems for 40 on-campus and 20 off-campus students. Research Advisor for twenty undergraduate research projects and project supervisor for one master s student and five doctoral students. Invited panelist at Protecting New York from Terrorism and Disaster: Taking Stock, Setting Directions, Looking Forward, The conference, held in NYC on January 10-11, 2008, organized by Protect New York, an academic and professional society devoted to safeguarding New York State from acts of terrorism and disasters. ADDITIONAL EXPERIENCE United States Navy and Naval Reserve years of active duty and reserve experience as an officer in the U.S. Navy, primarily in submarine or nuclear power related positions. Retired at the rank of Commander. Career highlights include: Navy department head for a nuclear power training facility. Responsible for oversight of all issues relating to student and staff training, facility operation and maintenance for the Navy staff of 160 and student population of 500. Chief Engineering Officer of the nuclear submarine USS James K. Polk supervising the $125 million overhaul including the refueling of the reactor plant. Duties included supervisory review and approval of all work and testing; oversight responsibility for over 10, 000 individual maintenance items and over 500 test procedures; responsible for the training of the 120 ship s personnel for all maintenance and testing procedures, as well as workplace safety programs. As an assistant to the senior Navy Commander in Hawaii, conducted a complete review and revision of the emergency procedures for natural and human-caused incidents. Oversaw the planning for and execution of three annual hurricane exercises. Conducted similar reviews and revisions of emergency procedures relating to radiological emergencies for the senior Navy Commander in the Northeastern United States Extensive experience in a variety of occupational health and safety programs including hazardous materials and hazardous waste management, oil spills, hearing conservation, heat stress, asbestos monitoring and radiological controls. Personally commended by the Chief of Naval Operations, the Navy s senior leader, for identification of and recommendations to correct technical specifications in engineering and propulsion systems of nuclear submarines Commended for exceptional leadership and management skills by the Commander, Naval Reserve Force and by the Commander, Navy Region Hawaii.
