1 Sergeant Job Description Department: Police Reports To: Lieutenant Pay Grade: 15 FLSA Classification: Non Exempt Approved by: Human Resources Revision Date: January 1, 2018 SUMMARY Under limited supervision, the Police Sergeant provides supervision to police officers assigned to a specific shift and geographic area in carrying out general policing functions within the City. Incumbents are responsible for assigning work, providing training, instruction, and assistance to officers and/or civilian employees, and evaluating their performance. Sergeants are also responsible for performing general policing functions. Incumbents may be assigned to lead special projects or functions, including patrol, investigations, administrative, FTO, training, or K-9. The work performed involves a considerable risk to personal safety and requires quick response and decision making when determining the appropriate action to take. Incumbents are also responsible for instructing and leading others in taking corrective action to handle dangerous or potentially dangerous situations. ESSENTIAL DUTIES AND RESPONSIBILITIES While performing similar work as Police Officers under the line of authority, serves as a team leader, assigning particular work, using informed and independent judgment when making these assignments and ensuring that the employees know and follow department and city rules as well as sound work and safety practices. Assists the Lieutenant with planning and administration of the work schedule to meet department demands. Reviews reports made by Police Officers for completeness and content; uses reports as a tool to determine whether other action is appropriate regarding criminal case management; holds staff accountable for accuracy. Participates in decisions on matters of hiring, transfer, suspension, recall, promotion, discharge, assignment, recognition, adjusting grievances or disciplining employees under the established span of control. Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for assigned employees, typically on a semi-annual and monthly basis. Receives and investigates complaints against department personnel. Enforces standards of conduct and professional accountability among staff and makes remedial recommendations where appropriate. Enforces all laws and regulations, to provide security, to detect violators, and to develop positive relationships with residents, businesses, schools, and students in assigned neighborhoods; coordinates the services of different governmental and private agencies to resolve identified problems. Receives, prioritizes and responds to non-emergency calls.

2 Responds to emergency situations such as accidents, medical emergencies, fire scenes and other emergencies, and performs various other tasks to secure the scene and assist other emergency personnel. Conducts detailed investigations of criminal activities and public safety incidents. Uses Intelligence reports to increase the flow of information between the agency's executives and the commanders of operational units, with particular emphasis on the flow of crime and quality-of-life enforcement information. Serves as incident commander during crisis situations in the field. Provides direct supervision to line officers and staff at critical incidents, major crime scenes, use of force situations, and motor vehicle pursuits. Frequently interacts with others in the work unit to exchange detailed and/or technical information. Frequently interacts with the public, vendors or across departments to exchange detailed and/or technical information. Represents the department in a variety of forums and initiatives, including regional law enforcement collaborations, city government committees and neighborhood projects. Participates as a team member with officers, supervisors and citizens to identify and prioritize problems, develop and implement solutions, and evaluate results; organizes resources within the community, the police department and other agencies to reduce crime and meet the appropriate needs of the community; works toward building partnerships with citizens, service providers, other agencies, etc. Contacts complainants, victims, witnesses and others to get feedback and assess citizen satisfaction with services or treatment they received from officers and other representatives of the police department. Inspects police equipment and vehicles to ensure readiness, proper use, and proper maintenance; monitors the public image that is projected. Works safely, follows safe work practices, and identifies and reports unsafe work conditions. Performs other duties as required or assigned. MINIMUM QUALIFICATIONS 60 semester hours in criminal justice or a related field. Five years of law enforcement experience. Three years of Police Officer experience with the West Fargo Police Department. Must be a licensed North Dakota Peace Officer. Must be able to render credible testimony in a court of law. Ability to create and maintain effective working relationships with peers, superiors, other City departments, subordinates, vendors, contractors, external government agencies and organizations. Strong communication skills, both orally and in writing. Valid driver s license. PREFERRED QUALIFICATIONS Previous supervisory experience.

3 PHYSICAL AND MENTAL DEMANDS Incumbent spends a large portion of each day in a patrol vehicle, frequently exiting and entering vehicle. Incumbents must be able to climb ladders, walk or run on uneven surfaces, drag up to 185 pounds for a distance of 50 feet. Occasional lifting, pushing or pulling of up to 100 pounds, frequent lifting, pushing or pulling of up to 50 pounds and regular moving of objects up to 20 pounds is required. While on patrol, continual attention to detail in monitoring surroundings is required. Moderate attention to detail and deadlines is required in completing reports and paperwork. The mental and physical requirements described here are representative of those that must be met by an individual to successfully perform the essential functions of this position. WORKING ENVIRONMENT Incumbent is required to carry a firearm, take appropriate safety precautions and wear protective body armor. While on patrol or at crime scenes, incumbent may have exposure to injury, trauma, angry or violent individuals, animal bites, blood-borne and air-borne pathogens, traffic accidents, visual and emotional trauma, toxic chemicals, and adverse road and weather conditions. 4 Administrative Sergeant Special Assignment ESSENTIAL DUTIES AND RESPONSIBILITIES Assists Administrative Lieutenant with planning and development of the department s annual budget with regards to training needs; research, development and/or revision of department policies; administering department facilities, remodeling and day-to-day maintenance updates; maintaining safety and management of all police department facilities and fleet management. Works on crime prevention issues. Provides assistance to Quartermaster with assets and inventory purchasing and management. Monitors Civil Service testing and participates in scoring and issuing grades to applicants as part of the hiring process for entry-level police officers. Monitors and assists with background investigations for police and civilian employment. Responsible for recruiting new police officers. Attends job fairs, college campuses and other outside organizations for recruiting purposes. Assists Administrative Lieutenant with Fleet Management; works with public works, finance and other departments to ensure vehicles are maintained; oversees fleet special projects; evaluates new and existing police equipment for squads and undercover vehicles. Responsible for conducting investigations on complaints by citizens and internal complaints Responsible for setting up/assisting in trainings put on by and in the West Fargo Police Department. Ensures that squad training is conducted twice each year. Ensures that all use of force equipment is up to date and training for that equipment is current, to include firearms, OC, Taser, Baton, and other required LE training activities and certifications. Additional assignments and duties as assigned by Administrative Services Lieutenant and/or Assistant Chief.

5 Investigations Sergeant Special Assignment ESSENTIAL DUTIES AND RESPONSIBILITIES Conducts investigations on criminal cases and ensures that assigned Detectives follow established policies, procedures and methods; assigns reports for investigation to detectives and patrol officers; reviews completed investigations to ensure quality and completeness; evaluates the performance of detectives assigned to them. May act as a Public Information Officer (PIO) answering questions from the media and researching information Assigns follow-up on initial reports from Police Officers. Processes crime scenes, identifies additional evidence such as fingerprints; takes photographs; and logs evidence. Interviews suspects, witnesses, victims; identifies and follows up with suspects and leads. Writes search warrants and serves search warrants and subpoenas, obtaining approval through State Attorney, in order to obtain evidence. Determines appropriate lab or agency and sends evidence for analysis (e.g., blood); attends autopsies for suspicious deaths. Conducts surveillance at banks, stores, from cars and on the road as well as phone surveillance. Works to locate and track down suspects, witnesses, and other relevant parties. Makes arrests. Prepares required investigative reports and develops and maintains accurate, complete and up to date case files. Ensures the SRO s work closely with the West Fargo School District and their needs. Ensures the SRO budget is done and there is funding for the training needed. Ensures time spent with each SRO in their building is given adequately. Cooperates with other law enforcement agencies in investigations. Analyzes cases and works with other agencies to make connections to other cases, including inactive cases, and resolve open cases; exchanges information, and attends meetings. Prepares cases for prosecution and submits to City or State Attorney as appropriate. Collates case information, writes case narrative, and works with prosecutors on putting case forward. Testifies in court. Teaches courses to Police Officers and Crime Scene Investigators. Conducts presentations on crime prevention for the public, various groups, and the Citizens Academy. Oversees the application of policy for evidence room and the correct use of protocols to ensure security and integrity of evidence room. Maintains, controls, and monitors keys for evidence room access with yearly audit of persons with access. Responsible for the tracking, monitoring, and confirmed filing of all seizures of property, vehicles, and cash funds. Monitors and approves search warrants including confirmation that appropriate safety operational plan, and de-confliction were completed prior to execution. Responsible for transferring any seized funds to either restricted or non-restricted accounts via the City of West Fargo finance director with appropriate court documentation.

6 Monitors and give reports on status of seized funds to administration in timely manner throughout year. Prepares year end report for all investigative divisions for year-end report. Monitors case load of detectives ensuring they are not overloaded, and working cases in times of high case load. Schedules and assigns investigation on call schedule ensuring full year coverage including holidays. Coordinates the services of external government and private agencies to resolve identified problems or concerns. Serves as a liaison with BCI and DEA supervisors on a regular basis quarterly on performance and caseload. Monitors and approves federal overtime funds for task force positions.
