1 AUXILIARY AND ADMINISTRATIVE SERVICES POLICE DEPARTMENT The University of Georgia s law enforcement needs are provided by the University of Georgia Police Department. The University of Georgia, a residential campus located within Athens-Clarke County, has need for these services on an around-the-clock basis; therefore, the Police Department provides a 24-hour per day, 7-day per week operation. Summary of Major Accomplishments During Fiscal Year 2006, the Police Department received 152,424 calls for service. Of these calls, 119,171 were initiated by officers and 7,203 were dispatched from Communications s to officers in the field. Additionally, Communications s received 5,562 calls for service, which they handled without the necessity of dispatching a uniformed officer. These calls resulted in 1,261 criminal incidents being filed with the Police Department. Of these incidents, 369 were solved by an arrest, 66 were exceptionally cleared (the responsible person has been identified through investigation but will not be prosecuted), and 81 were unfounded (it was determined through investigation that no crime had actually occurred). A total of $599,629 was reported as lost due to these incidents and $120,959 was reported as recovered. Some of these calls were not criminal in nature. These calls encompass a wide variety of complaints, including sick and injured persons, traffic accidents, property that has been accidentally damaged, lost or found property, and other circumstances in which the community looks to the Police Department for assistance. During FY 2006, officers responded to 1,434 calls for assistance and worked 459 vehicle accidents. The Silent Knight Alarm System, which had been used to monitor alarms on campus, was discontinued and alarms were moved either to the new Andover System or to a private monitoring system. A total of 57,827 alarm activations were received during the year, from a combination of these systems. (It should be noted that not all of these alarm activations required an officer to be dispatched; however, they did all require some type of action from a Police Department employee). The Detective Bureau worked a total of 1,274 cases assigned to them during FY During FY 2006, a plan for emergency response in Sanford Stadium was finalized. As a major sporting venue in the state of Georgia, as well as one of the largest campus stadiums in the United States, having an acceptable plan for disaster response was crucial. The plan was developed with input from other departments and a $60,000 grant from the Georgia Emergency Management Agency (GEMA). The resulting plan contains information that is vital to the successful management of any disaster, such as evacuation, response and procedure information. Due to the nature of the events held in Sanford Stadium (high attendance and high visibility), it is imperative that this venue be considered as a location for possible criminal activity and that the University community be as prepared as possible to respond. This plan will provide a framework for that response. The Inocon Group was chosen to produce the plan, which follows the Incident Command System (ICS) recommended by the Federal Emergency Management Agency D-99

2 and on which all law enforcement and other emergency personnel throughout the country are trained. Portable message boards and an AM Emergency Advisory Radio Station were purchased to assist in providing information to the public. These items will see their first use during the 2006 Georgia football season. They will be retained for use as part of the University s Emergency Notification Plan. Police Department personnel worked closely with personnel from the Office of the Associate Vice President for Auxiliary Services, the Athletic Association, the Office of Public Affairs and Jackson-Spalding to produce a plan for improving the game day atmosphere on days when football games are played in Sanford Stadium. This involved extensive discussion and planning, as well as coordination with other campus offices. A plan, known as Gameday Gameplan, was produced. It is hoped this plan will make the experience of attending a University of Georgia home football game more enjoyable for patrons, as well as ensure those days are as safe as possible and that damage to the University campus is minimized. A brochure was produced and media coverage, including an ad campaign, was utilized to help ensure all fans were aware of the important changes. Another grant from GEMA for $81,000 allowed the Police Department to upgrade the Explosive Ordnance Disposal (EOD) team robot. As the responding EOD unit for Northeast Georgia, in partnership with the Georgia Bureau of Investigation, this is one area where the department is able to provide for vital community outreach and involvement in the Northeast Georgia area. The Police Department completed its move to a new location at 286 Oconee Street. Having been in the same location for over 25 years, this was a major task. In addition to the logistics of moving a department, special consideration had to be given to the fact that emergency response capabilities could not be stopped, even for a short time. As in years past, the Police Department was responsible for providing statistical information on campus crime to the Department of Education, as required by federal law, the Campus Security Act of 1990, also known as the Clery Amendment. The information may be viewed online at Further, the Police Department continues to provide the daily logs and timely warnings to the community, also required by this law. The daily log is available on the Police Department website at and the timely warnings may be viewed at The departmental Website was revamped during FY The Web site may be viewed at The Web site was updated to better emphasize the services provided by the department. The site also serves as a recruitment and public relations tool for the department. D-100

3 The Crime Prevention Unit provides programs to the University community on a variety of safety and security topics. These programs, which are provided at no cost to the participants, include Personal Safety for Women, Identity Theft, Road Trip Safety, Fightto-Flight Self Defense Workshop, Robbery Prevention, Safety Liability, Alcohol Awareness and Risk Management, and the Fight-to-Flight Self Defense Workshop. In addition, the Crime Prevention Unit is in attendance at orientation sessions to provide information to incoming students and parents. In FY 2006, 1,303 persons attended workshops provided by this unit. In addition, approximately 4,400 people received information on crime prevention topics at orientation. The Crime Prevention Unit continues to work with other campus departments to provide lighting surveys, as well as security surveys, to the campus community. Security surveys are provided at no cost to departments and offer suggestions as to how departments can better secure their respective areas. Summary of FY Goals The University of Georgia Police Department s primary goal continues to be to provide the best possible police services to the University community. This is not an easy task, given the changing dynamics of the campus, as well as an increased level of expectation from the community. All of the employees of the Police Department strive to ensure that this goal is met. A major goal of the Police Department is addressing the issue of diversity on campus. The department has made every attempt to recruit and hire qualified minority applicants to better reflect the diversity of the community. During FY 2006, the department hired 12 minority applicants, including 1 into a supervisory position. In addition, a minority employee was promoted within the department. Promoting diversity continues to be our goal for FY Another goal is to showcase the innovations and dedication of the Police Department by presenting articles for publication to law enforcement periodicals as well as submitting programs for recognition through various groups. The Police Department has made great achievements with some of the specialized teams, such as the Explosive Ordinance Disposal Team and the Special Response Team. By presenting articles for publication, as well as programs for recognition, the University of Georgia will be able to highlight these achievements. Showing the department in a positive and progressive mode benefits the entire University community. D-101
