1 Lincoln Police Department Monthly Report December 8 Report Summary 9 Pekin St. Lincoln, IL 6656 P: F: lincolnil.gov/police Overall property crimes were lower this month over last year at this time. Lincoln Police responded to, incidents for the month and 95 case reports were written for the month. There were 5 crashes the Lincoln Police Department responded to for the month. Of the 6 arrests for the month officers arrested several for driving while suspended and domestic battery arrests. Detectives continued investigations on 6 cases including participating in CIEG task force operations. DARE Officers began teaching in the local schools as Officer Christy Fruge taught at Northwest School. This year the DARE officers are starting the DARE program with the 5 th grade students as we continue to help the children with making right choices. School Resource Officer Tim Butterfield responded to incidents this month at LCHS and continued to implement school safety programs and procedures to help keep our children safe. PG 8-9: Division Reports Investigations, DARE, Lincoln K9 and School Resource 8 Overall Summary Narcotics Investigations is the top priority for the police department as per our five year strategic plan. Drugs were highlighted by the community and part of our involvement in the Opioid Task Force. There were 5 felony arrest by our narcotics investigators as we continue to participate in the ISP CIEG task force. Our investigators seized,6.5 grams of Heroin/Fentanyl, 67.5 grams of cocaine, 5 grams of methamphetamine, 6.5 grams of Ecstasy, and 55 grams of cannabis. Of the 5 criminal cases filed by the Logan County State s Attorney office approximately 65 charges were levied against the defendants including 6 class 4 felonies, 5 class felonies, 7 class felonies, 8 class felonies, and 9 class X felonies. The K9 unit has had deployments for the 8 calendar year. On those deployments, they have searched 8 suspected areas, indicated on 9 of those searches, seized 76 items (being alcohol, currency, drugs, drug paraphernalia and firearms) and made arrests. 2 As we continue to target dealers in our community for opioid sales we are seeing a rise in ICE or crystal methamphetamine and we have stepped up enforcement for 9. Our patrol division wrote 64 citations for driving under the influence which is part of the department strategic plan. Overall for 8 patrol officers responded to,997 incidents of which 6,998 were officer initiated. Officers wrote,5 criminal case reports. 4 Number of Offenses MONTHLY STATISTICS Uniform Crime Reporting (UCR) UCR is the reporting system that the State of Illinois uses. These statistics are sent to the FBI to be included in the Federal UCR statistics. These statistics include the most major crimes. Although the State of Illinois has many offenses some are grouped together for these stats, for instance battery is included in assaults. 8 DIVISION REPORTS Criminal Investigations Monthly Cases Report Summary for December 8 The detectives of the Criminal Investigation Division of the Lincoln Police Department conducted further investigation on 6 active criminal investigations in the month of December. The types of investigations are listed but due to the sensitivity of those investigations, specific information is not available to for release. (6) Investigations involved sexual offenses. These crimes involved both adults and children with offenses including predatory criminal sexual assault, sexual exploitation of a minor and aggravated criminal sexual assault. (4) Investigations involved crimes against persons. These investigations involved child abuse, aggravated domestic battery, and aggravated battery with a firearm. (5) Investigations were property related offenses. Those involved theft, retail theft, arson and criminal damage to property. () Death Investigation. () Search warrant was executed to further investigations in these cases. Two officers of the Criminal Investigations Division continued to participate in a multi-jurisdictional drug task force, conducting joint investigations with other local, state, and federal agencies. In 5 the average number of cases investigated by the Lincoln Police Criminal Investigation Division was on average,.5 cases per month. In 6 that number rose slightly to 4. per month. In 7 the average number of investigations rose dramatically to 9.4 cases per month, a more than % increase. In 8 the average number of investigations rose again to 9.8 cases per month. The largest majority of cases continue to be either narcotics related or sexual offenses. DARE/Community Policing December rd 4 th : Officer Christy Fruge spent weeks at Northwest School teaching the DARE program to the 5 th grade classes. December th : Lincoln DARE donated $ to the OSF Healthcare Foundation for premature infants in NICU units. The foundation was collecting money in the name of a local child with disabilities. December st : Lincoln DARE donated $ to the Lincoln Railer Baseball Booster Club. LINCOLN POLICE DEPARTMENT 8

9 Lincoln K9 Officer Sullivan and K9 Ace have been an extraordinary benefit for the entire Lincoln Community. The K9 unit has had deployments for the 8 calendar year. On those deployments, they have searched 8 suspected areas, indicated on 9 of those searches, seized 76 items (being alcohol, currency, drugs, drug paraphernalia and firearms) and made arrests. School Resource Officer Butterfield responded to incidents at LCHS for the month of December. The most common offenses were Harassment/Bully issues, class misconduct, general disciplinary offenses with parental contacts, tobacco/e-cig violations, and Social/Emotional issues.
