2 GENERAL Meeting Information The District 1 LEPC serves Bay, Washington, Holmes, Walton, Okaloosa, Santa Rosa and Escambia Counties. It is the mission of the LEPC to assist the State of Florida in locally implementing the Emergency Planning and Community Right-To-Know Act (EPCRA). Welcome and Introduction of Attendees Chairman Delp called the meeting to order and led the pledge. 2. Approval of July 20, 2016 Meeting Minutes A motion was made by Mr. Dilmore to approve the minutes and seconded by Ms. Powell. Motion to: Approve the July 20, 2016 meeting minutes Vote: Approved Unanimously 3. Report of the Statewide Training Task Force (TTF), LEPC Chairperson s and Staff, and the State Emergency Response Commission (SERC) Meetings of October 13 & 14, 2016 Lt. Smith noted that over half of the Task Force members were not at the meeting due to the hurricane emergencies on the east coast. The Hazmat Symposium will be held at the Plaza Hotel in Daytona Beach from January 17through the 20, It is open to everyone, not just emergency responders. Lt. Smith further stated that all the courses will be at the hotel except for the hands on portion, which will beat the Volusia Training grounds. The hazmat competition will be held in the courtyard on the beachside. The hotel rate will be $149 per night for the attendees. The symposium registration fee is expected to be less than $200 per attendee. Registration will start November 1 st. FDEM is providing buses to transport attendees to the training grounds for the hands on portion. Lt. Smith noted that the symposium is extended by a day this year for a total of four days for a pre-conference day. The symposium is expected to be larger this year with a total of 52 hours of hands-on training available and 38 courses total. Lt. Smith stated that Dwayne Mundy from the North Central LEPC has requested pictures and ideas of leak training props that will work with compressed natural gas or liquid natural gas because they would like to build one for their region. The State Fire College is reviewing transitioning all of the Hazmat Technician Level 160 hour classes to a hybrid format. The number of hands-on hours will be up to the course provider. Lt. Smith stated that the students online hours can be tracked. Escambia County
5 West Florida LEPC DRAFT Meeting Minutes 3 Page just finished one hybrid course (80 hours online and 80 hours hands-on). Lt. Smith stated that they are currently looking at taking the Hazmat technician refresher requirements. The Florida Department of Health is setting up Florida Week with the Center for Domestic Preparedness in Anniston from March 27 th through April 1 st. It will be focusing on healthcare and EMS classes. There are 140 slots available. If you are interested please get with your healthcare coalition to reserve your spot. The Florida Department of Environmental Protection (FDEP) has requested that if a response from them is needed that all requests must go through the State Watch Office. Chairman Delp stated that there was good attendance of the LEPC members at the joint LEPC meeting. He stated that Rob Dietrich provided a review of the Marathon Petroleum exercise in Jacksonville that stretched across three days. Paul Weatherspoon from the Department of Emergency Management (DEM) provided information about the AskRail Emergency Information System. With this system you can access chemical information by typing in the locomotive number. Lt. Smith stated that you have to download the application on your cellular phone and request permission to access the system. Mr. Delp further stated that they will be revitalizing the Thomas Yatabe Award presentations for The Awards will be presented at the next SERC meeting, scheduled for January 18, Chairman Delp discussed the recent Governor s Executive Order on chemical releases. It states that any type of spill has to be reported to the news media within 24 hours and if there is an offsite consequence, it must be reported to the community within 48 hours of the release. FDEP has scheduled rule making and public comment workshops on the order. There will be two in our area, one will be in Pensacola at the FDEP office at 9 a.m. on Monday October 24 th, and one on October 25 th at 9:00 a.m. in Tallahassee. All industries are welcome to attend. There will be opportunities to provide comments and ask questions. Ms. Ahlen will send out more detailed information on the meetings. Chairman Delp stated that there is an EPlan conference in Birmingham, Alabama on December 13 th and 14 th. The committee was asked if anyone would like sponsorship to attend the conference to let Ms. Ahlen know. 4. LEPC Subcommittee Reports a. Education and Public Awareness Ms. Powell stated that all the counties in our region approved a resolution to honor the 30 th anniversary of the Emergency Planning Community Right-to-Know Act (EPCRA) during the month of October.

Howard stated that the subcommittee has scheduled the initial planning meeting for November 3 rd at the Bay County EOC at 9:00 a.m. Ms. Ahlen will be sending out an with the information. If your agency wants to help plan or be involved in the exercise, please let Capt. Howard or Ms. Ahlen know. The exercise will be a combination table top and functional exercise. They will do the table top first and then the functional part will be at each participating agency. The tentative date for the exercise is late April or early May, c. Transportation & Planning Captain Park gave a PowerPoint presentation on the completed 2016 Commodity Flow Study. He thanked the group that worked on the study for all the hard work they put into it. Captain Park stated that the purpose of the commodity flow study is to help plan for disaster situations, and that the LEPC is planning future commodity flow studies on railways and waterways as well. Captain Park continued with more in-depth on the findings of the study. The presentation showed the total number of commercial trucks that passed through each observation point and how many were hazmat trucks. The study also shows the types of hazardous materials being transported and the total percentage of each. Flammable and combustible liquids were found to be the largest commodity in our area. The LEPC typically completes a commodity flow study every four years and the next one is scheduled for d. Training Mr. Coulter stated the subcommittee discussed the Hazmat symposium briefly and some of the changes in the upcoming year. The Hazmat Technician Level training calendar will begin its new year from October to October so that it is more in line with the budget year. Mr. Coulter stated that he encourages members to reach out for training and to let the subcommittee know the types of training needed. They are hoping to receive this year s budget soon. Mr. Coulter stated that they are meeting in the first part of December to update the instructor roster. Anyone new is encouraged to put in for these positions. 5. Membership Chairman Delp stated that there is an application received by Mr. Shayne Stewart to be an alternate member for Katie McDeavitt. A motion was made by Lt. Smith to accept Mr. Stewart as an alternate member for Katie McDeavitt and seconded by Mr. Bingle. Motion to: Approve Shayne Stewart as an alternate member for Katie McDeavitt Vote: Approved Unanimously Chairman Delp stated that Mr. Gary Pelletier would like to become a member of the LEPC, contingent upon receipt of his application. A motion was made by Ms. Wall to accept Mr. Pelletier as a primary member and seconded by Mr. McDaniel.

Public Comments and Next Meeting There were no public comments. The next LEPC meeting is scheduled for February 15 th in Bay County. 8 ENCLOSURE B Report of Statewide Training Task Force (TTF), LEPC Chairperson s and Staff Meeting, State Emergency Response Commission (SERC) Meeting January 17 & 18, 2017 Training Task Force (TTF) Mr. Joseph Nelson presided. Election of Chairman Mr. Nelson sadly announced his retirement from his position as Chairman. Mr. Matt Marshall was elected the new chairman. Hazmat Symposium Mr. Jonathan Lamm stated that the conference is off to a great start with over 200 attendees registered for the pre-conference trainings, 329 registered for the conference, and 24 vendor booths. Hazmat Team Assessments Mr. Scott Chappell stated that the assessment document is ready for rollout to the LEPCs. Each LEPC s goal is to get the documents out to the teams in their area to start the self-assessments, with site visits to follow for each team over a three year period. Mr. Chappell and Mr. Marshall are available for assistance with the assessments. US Coast Guard (USCG) Offshore Hazmat Response Mr. Nelson indicated that the Coast Guard is looking for an agreement or memorandum of understanding (MOU) with the State regarding reimbursement to hazmat teams for training and for the use of State assets. There was general discussion as to the appropriate agency that would sign the agreement. Hazard Analysis (HA) Working Group Report Mr. Dwayne Mundy stated that the group has developed a survey to be send out to stakeholders regarding their use of the HA data that is compiled and the CAMEOfm program. The survey data will then be reviewed for possible improvements in the program. LEPC Chair and Staff Mr. Richard Delp presided. TTF Report An update was given on the TTF activities. Hazard Analysis (HA) Working Group Report Mr. Dwayne Mundy provided a copy of the draft survey to be sent out to stakeholders to help determine the needs of the HA program. Hazmat Team Assessments Mr. Scott Chappell stated that the assessment document is ready for rollout to the LEPCs. He indicated that there may be minor changes to the document in the future; however, the current document will be sent out for this year s assessments. Each team will be required to assess their team, then follow up with site visits for some teams, with the hope to visit all teams within a three year period. Florida Training and Exercise Plan (MyTEP) Mr. Mike Beha provided a brief presentation on the MyTEP process and the importance of all agencies participating in the process and plan. New Federal rules for the Risk Management Program (RMP) and the Large/Small Quantity Generator Programs (LQG/SQG) Mr. Wotherspoon indicated that there are new federal rules for these programs that include new guidelines and tasks for LEPCs. The rules are currently under Administrative Review. Mr. Wotherspoon has requested additional funding for LEPCs to help alleviate any costs associated with these programs. Enclosure B Page 1
9 State Emergency Response Commission (SERC) Mr. Jonathan Lord (Alternate Chairman) presided. Thomas Yatabe Awards The Thomas Yatabe Awards, for outstanding contributions to the support of EPCRA, were presented to recipients from each of the LEPC districts. Other items discussed in the meeting included: o Hazmat Symposium update o New rules for the RMP and LQG/SQG programs o TTF update o LEPC Chair and Staff update The next meeting is scheduled for May 9, 2017 at the Cocoa Beach Hilton. This meeting with coincide with the National Association of SARA Title III Program Officials (NASTTPO) Conference to be held May 8-11, All interested parties are invited to attend. Enclosure B Page 2
