2 Minutes of the meeting held on under the chairmanship of Chief Secretary to Govt. Haryana regarding various IT Initiatives in the State List of participants is attached. A brief presentation outlining the approach and model of the Digital India Mission as being adopted at a national level was made by Principal Secretary, Electronics & Information Technology. He highlighted the pervasiveness of the said programme and underlined the fact that this was cutting through multiple departments of the State. It was explained that while the E&IT Department would continue to focus on some of the existing areas that have a new and expanded scope, it was also necessary to recognize that (a) each department had to renew its commitments on rapid ICT adoption to enable the realization of the benefits envisaged under the mission and (b) new focus areas such as industrial promotion, skill development and mass IT literacy besides others, that are within the scope of the mission need newer implementation models considering the unprecedented scale of outcomes that are expected. Thereafter, agenda items were discussed in detail and the following decisions were taken: Agenda Item No.1 Broadband Highways: National Optical Fibre Network (NOFN) Implementation Hon ble Chief Minister has directed that Broadband connectivity should be provided through NOFN (National Optical Fibre Network) in 4,000 villages in the State before 30 th September 2015 and in the remaining villages before 31 st March The following decisions were taken: a) The Deputy Commissioners are to be directed to extend full co-operation to BSNL authorities in laying of fibre optic cables. The details of works allocated to BSNL vendors laying the cables shall be provided to the Deputy Commissioners. DCs shall get in touch with district BSNL authorities and have regular fortnightly meeting and ensure that BSNL sticks to its monthly roll out target for each vendor. The achievement of targets shall be monitored every month by office of Chief Secretary and Chief Minister, Haryana. b) The departments of PWD B&R and Forests Department were directed to accord immediate permissions, wherever NOFN requests for clearances have been made by BSNL. In case there is no tree cutting involved, permission should be given immediately. Both PWD B&R and Forests department shall decentralize powers to issue permissions to the field officers. The pendency in case of department of Forest shall be reviewed at level of Chief Secretary, Haryana and Chief Minister, Haryana every month. c) It was informed by BSNL that all Government installations in the villages viz. schools, hospitals, offices etc. shall also be connected with broadband under the NOFN project. d) It was directed that the Development & Panchayats and Education Departments shall provide their Panchayat Buildings and Schools for installing termination equipment of BSNL. The two departments should work with the Deputy Commissioners to identify space for housing the NOFN 1
3 equipment and provide necessary instructions to their field staff to complete this in a time bound manner to align with the plan, prioritizing the villages where the work has already been commenced. The roll out plans of BSNL shall be shared with these departments by IT department before e) The request for budget allocation towards power consumption charges and payments for custody of NOFN equipment was also discussed and it was decided to grant in principle approval (approximately Rs. 10 crores) and IT department will pose the demand to Finance Department during the IT department Annual Plan review on 19 th February (Action by PWD B&R, Forest, Development & Panchayats, Elementary Education, Secondary Education, E&IT, Finance, Hartron, Deputy Commissioners, Bharat Sanchar Nigam Ltd and Bharat Broadband Network Ltd) Agenda Item No.2 Governance on Demand: Implementation of Electronic Citizen Services (eservices) It was decided to identify all Government services that can be provided to the citizens under electronic mode and draw up a comprehensive plan at the state level keeping in view a target of implementing 150 eservices by March Some of the Departments present also suggested that some of their services would need to be included and in particular the Revenue Secretary suggested that 8 of their new services should be considered for inclusion. The following decisions were taken: a) Deputy Commissioners shall be given a monthly target to roll out 100 CSCs per month. b) The identified services of each department shall be examined by a committee headed by the Chief Secretary, Haryana and Administrative Secretary of concerned department and E&IT Department will be the members. Amongst other things, the committee would also decide on the elimination of overlapping services and rationalization of services when moving to an electronic mode of delivery. It would be necessary for all stakeholders to align with a standard operating model of service delivery once it is finalized and conveyed by IT department. Within a month of issue of the service delivery protocol, the departments shall finalise the rollout of electronic services after fulfilling requirements such as Right to Service notification, issue of G.O. etc. c) The department shall also ensure that the back end work flow related to the service fulfilment shall also be made electronic and integrated with the SRDB (State Resident Database) where applicable; besides, integration with IVISS (Integrated Village Information & Service Delivery System) OR SSDG (State Service Delivery Gateway) and ensure secure electronic delivery of such eservices through the CSC (Common Service Centres) and also the Haryana State Portal. All of these tasks including integration with SSDG, building of backend workflow (if not already done) have to be done by the software service provider of the department concerned. IT department shall 2
4 extend assistance to all departments through its GoI consultant team known as SeMT (State e Mission team). d) Department shall issue necessary Government Order notifying field officers regarding e-delivery of services through e-disha centers/cscs. The G.O. shall explain the steps leading to electronic service delivery. Each service has also got to be notified under Right to Service Act, e) Where a department is covered by a Mission Mode Project (MMP) of Government of India, the concerned department needs to take this up with the respective central ministry for furtherance of such initiative. f) The E&IT Department to also set up a model of regular progress review of each of these projects at the level of the Administrative Secretaries and also at a state level of the Chief Secretary, Haryana. g) Specific decision in respect of CSC Rollout: It was informed that Hon ble Chief Minister, Haryana has directed Deputy Commissioners to appoint VLEs (Village Level Entrepreneurs) to operate the CSCs (Common Service Centres). The CSCs shall enable citizens to obtain government services right from the village itself thus bringing Government service to the doorstep of each citizen. 500 CSCs are to be made operational by March 2015 and additional 1,000 CSCs by March These CSCs shall deliver both G2C and B2C services. The CSC-SPV, a Government of India entity shall also enable CSCs to provide G2C and B2C services including services of Aadhaar such as enrolment, printing of Aadhaar Card, Banking Correspondent etc. It was informed that the convergence of Banking Correspondent and CSC shall ensure financial viability of the CSC operator. The CSC scheme had been launched in 2007 but failed to materialize since the BCA (Business Correspondent Agents i.e. companies) to whom the work had been allocated could not make the CSC a financially viable model and all the effort collapsed. h) Chief Secretary desired that Finance department should facilitate the IT department to get all its CSC operators also empanelled with banks as Banking Correspondent to ensure financial viability. i) Chief Secretary has directed that a video conferencing be fixed up before end of February with all DCs exclusively on this subject to sensitize and facilitate them in furtherance of this scheme. j) Chief Secretary has further desired that monthly targets for CSC rollout shall be assigned to the DC s as this is a field driven scheme and monthly monitoring of the same shall be undertaken by Chief Secretary, Haryana. Agenda Item No.3 Aadhar (Action by all Departments, Boards & Corporations in particular by Revenue, Finance, E&IT, Hartron, Deputy Commissioners and NIC-HSU) In the DC/SP conference held on 03-Dec-2014 under the chairmanship of Hon ble Chief Minister, Haryana, it was directed that 100% Aadhaar enrolment shall be ensured in all districts by 30-Jun Accordingly the Revenue and E&IT 3
5 Departments shall work closely with the Deputy Commissioners to ensure its compliance. In the video conference held by Hon ble Chief Minister, Haryana on 03-Feb-2015; Deputy Commissioners were asked to increase number of machines/aadhaar kits by adopting the innovative model of establishing Permanent Enrolment Centres of Jind district, wherein the CSC/VLEs were trained for Aadhaar enrolment and provided Aadhaar kits through a loan arrangement under PMEGP (Prime Minister s Employment Guarantee Programme) and the VLEs were registered with CSC-SPV India, a special purpose vehicle of GoI, who is an authorized Central Registrar for Aadhar. Increase in the deployment of these additional kits through Permanent Enrolment Centres was recognized as a critical requirement to address the uncovered population. Chief Secretary observed that out of left out population of lakhs, about lakhs are in the age group of 0-6. In view of large pending population of age group 0-6, a special campaign needs to be organized through village wise Aadhaar enrolment camps with aid of Anganwari workers & Schools. Mrs. Keshni Anand Arora, IAS, DDG, UIDAI suggested that for identification of children, the Jacha Bacha Card issued by Women & Child Development Department should be allowed as POI (Proof of Identity) for Aadhaar enrolment of children. She further added that village level enrolment data that is available at the UID portal can be used to draw up route maps for camp mode enrolment and the CSC/VLE be encouraged to accompany these mobile teams. She further highlighted that the bio-metric equipment procured as part of Aadhaar enrolment kits could be reused for numerous other Aadhaar related services such as ekyc, operation of bank accounts under the Financial Inclusion scheme, etc. in view of the standardization of such equipment. Since CSC/VLEs are facing transport constraints, DCs shall be requested to make necessary transport arrangement to help CSC/VLE to carry the equipment during the camp mode. Chief Secretary pointed out that Aadhaar seeding needs to be expedited by Secondary Education, Medical Education and Food & Supplies Departments which in any case is to be completed by It was also desired that Aadhaar enrolment targets shall be assigned to DCs keeping in mind the overall pendency so that each district is able to achieve 100% enrolment by The progress shall be monitored every month at Chief Secretary level and also at level of Chief Minister, Haryana. (Action by Revenue, Women & Child Development, Elementary Education, Secondary Education, Medical Education, Food & Supplies, E&IT, Hartron and Deputy Commissioners) Agenda Item No.4 Aadhaar Enabled Biometric Attendance and Jeevan Pramaan Patra It was informed that the proposal of introducing biometric attendance is being examined separately. Chief Secretary, Haryana directed that Jeevan Pramaan Patra (Life Certificate) facility for pensioners drawing pension from State of Haryana should also be 4
6 enabled by Haryana Treasuries. Finance Department should work out the modalities related to the adoption of this electronic solution so as to implement it at the earliest. NIC-HSU was directed to coordinate and agree with the Finance Department on an implementation plan. Agenda Item No.5 Mass IT Literacy (Action by Treasuries & Accounts, Finance and NIC-HSU) Chief Secretary desired that for those categories of employees who have to clear departmental exams, one new paper in IT/Digital Literacy would also be added which would become part of the departmental exam. It was also decided that E&IT Department will circulate the model amendment in the Service Rules for inclusion of Computer Literacy in the Eligibility Criteria. Principal Secretary School Education and ACS Development & Panchayats will provide space to authorized learning centre of HKCL/Hartron to spread mass IT literacy. It would be preferred if they are co-located with CSCs. (Action by all Departments, Boards & Corporations in particular by School Education, Development & Panchayats, E&IT, Hartron and HKCL) Agenda Item No.6 ebiz The critical need of establishing collaborative processes under this project was discussed. It was highlighted that the State of Punjab had successfully implemented this scheme and had also mopped up sizable capital investments resulting from the model of single window clearance. It was, therefore, directed by the Chief Secretary that e-biz portal need to be made fully functional by in consultation with DIPP. All the departments involved will ensure that workflows and back end computerization are completed before (Action by Industries & Commerce, Labour, Power, Excise & Taxation, Haryana State Pollution Control Board and Municipal Corporation Gurgaon) Agenda Item No.7 Capacity Building for IT Manpower It was unanimously agreed by all administrative secretaries that this was one of the most critical needs that was required to be addressed for enabling all ICT interventions that are being taken up under the Digital India mission. This was true not only at the HQ level but a greater need was also felt across the field offices. It was decided to prepare a proposal for allowing Administrative Secretaries to engage IT manpower purely on contractual basis for a period of 2 years. The contractual amount will be calculated as per the pay scales mentioned in the letter No. 2/15/Vol-IV/1439 dated A detailed proposal in this regard will be submitted to Chief Secretary s office for approval. It was also reiterated that the Departments are free to engage IT Manpower either through Hartron or directly. 5
7 Chief Secretary also desired that the details of officers of NIC-HSU and SeMT (State e Mission team) Consultants of E&IT Department nominated to coordinate with various departments may also be circulated. Agenda Item No.8 Department websites/ Portals and ownership of State Govt. Portal (Action by E&IT and NIC-HSU) It was decided that every department should have its own website and all the boards/ corporations under its administrative control should have a link on the department s website. Administrative Secretaries should ensure that the websites of their departments and boards/ corporations under their administrative control should be updated on regular basis and a certificate in this regard be sent as per letter No. 4/2/2003-MC dated of Monitoring & Coordination Cell. It was also decided that Monitoring & Coordination Cell will be the owner of State Portal i.e. and will monitor submission of certificate by Administrative Secretaries every month. (Action by all Departments, Boards & Corporations in particular by Monitoring & Coordination) Agenda Item No.9 Implementation of Centralized File Movement and Tracking Information System Chief Secretary directed that CeFMaTIS be used by all the departments, boards & corporations and a certificate in this regard be also sent along with a website certificate as mentioned in Agenda Item no.8. Training to use the system will be provided by NIC-HSU. Agenda Item No.10 e-samiksha System for Haryana (Action by all Departments, Boards & Corporations and NIC-HSU) It was decided that the Nodal Officers of e-pms (Projects Management System) will also be the Nodal Officers of e-samiksha. NIC-HSU will circulate the letter/ guidelines issued by Govt. of India to all Administrative Secretaries highlighting the issues that can be taken up through the system. (Action by all Departments, Boards & Corporations and NIC-HSU) Agenda Item No.11 e-pms (Projects Management System) for Haryana Principal Secretary, E&IT Department informed that the training on e-pms will be provided on 18 th & 19 th February, Chief Secretary directed that all the Departments must enter the information of projects valuing 50 to 1000 crores in the system. (Action by all Departments, Boards & Corporations and NIC-HSU) 6
8 Agenda Item No.12 Development of e-dashboard for Performance Monitoring and finalization of Departmental KPIs All departments were directed to identify 5 KPIs (Key performance indicators) each, which would be monitored by Chief Minister through the CM Dashboard being built by NIC Haryana. The departments would have to indicate whether KPIs are available in digital mode or manual. The identification of KPIs has to be conveyed to office of Chief Secretary, Haryana by 25 th February The standard template for securing information of KPIs will be immediately circulated by IT department. Agenda Item No.13 Projects that can be taken up in near future (Action by all Departments, Boards & Corporations in particular by E&IT and NIC-HSU) It was decided that the projects e-legislature and Digital University framework for all State Universities should be implemented before in Vidhan Sabha and all the Universities. (Action by Vidhan Sabha, Law & legislative, Higher Education and Universities) Agenda Item No.14 Any other item with the permission of Chair Wi-Fi in Haryana Civil Secretariat, New Secretariat and Haryana Bhawan The matter regarding Wi-Fi in Haryana Civil Secretariat & New Secretariat, Chandigarh and Haryana Bhawan, New Delhi was discussed. It was decided that NIC-HSU will arrange & examine the security guidelines issued by Govt. of India and will implement the same in these three buildings. Chief Secretary also desired that Internet be made operational on 24x7 basis in Haryana Civil Secretariat, New Secretariat and Haryana Bhawan.
