TONICO BEOPE Tonico Beope, a member of the Senior Executive Service, is the Director of Contracting, Air Force Special Access Programs, Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C. Mr. Beope is responsible for oversight and support of the Air Force Classified Contracting portfolio at Headquarters Air Force level valued at greater than $40B and career development and training for more than 50 military and civilian acquisition professionals. He is the senior adviser to the Service Acquisition Executive on acquisition strategy, execution and policy and procedures for classified contracting. Mr. Beope has been the lead contracting officer on multiple programs, including operational, research and development, production and sustainment contracts. 3 UNITED STATES AIR FORCE DOUGLAS C. BLAKE Dr. Douglas C. Blake, a member of the Senior Executive Service, is the Director, Aerospace Systems Directorate, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. In this capacity, he leads the Air Force s science and technology program in propulsion, power and air vehicles for advanced nextgeneration space, missile and aircraft applications. The Aerospace Systems Directorate consists of a workforce of more than 1,800 military members, civilians, and contractors executing an annual budget in excess of $700 million and $4 billion in research facilities spread over 65 square miles at Wright-Patterson AFB, OH; Edwards AFB, Calif., and Arnold Engineering Development Complex, Tennessee. Dr. Blake served 20 years in the active-duty Air Force as both enlisted and an officer in a variety of positions including; Korean Cryptologic Linguist, Intercontinental Ballistic Missile maintenance engineer, AFRL researcher, and Associate Professor of Aeronautics at the US Air Force Academy. Upon retiring in 2002, he entered the private sector where he worked as the Director of Research and Development Business for a small business involved in modeling and simulation. In 2004, Dr. Blake entered the Air Force civil service as Chief of the Computational Sciences Branch of AFRL. He held subsequent assignments in the AFRL as Chief of the Aeronautical Sciences Division and Deputy Director of the Air Vehicles Directorate. He also served as the Director of the 76th Software Maintenance Group at Tinker Air Force Base, Oklahoma, and as Executive Director of the Arnold Engineering Development Complex, Tennessee. Prior to his current assignment, Dr. Blake served in the Federal Aviation Administration s Executive Service as the Program Director of the FAA Logistics Center, where he led a workforce of more than 600 employees engaged in supply-chain management; maintenance, repair, and overhaul; and logistics support services for the U.S. National Airspace System. 7 MICHAEL A. CLARK Serves as the U.S. Cyber Command (USCYBERCOM) Deputy Director for Plans and Policy. He provides leadership, advice, and technical guidance on cyberspace issues related to Department of Defense, congressional and presidential positions, operational roles and missions, development and implementation of international and interagency partnerships, policy, national security plans, military strategy, doctrine, and capability requirements supporting the execution of the USCYBERCOM mission. Mr. Clark retired from active duty Air Force in 2001 after 24 years of service. As an Intelligence professional, he served in numerous duty positions to include tours with the RC 135, SR 71, and U2 R collection platforms; as an all source intelligence analyst at the Intelligence Center Pacific; as Flight Commander and Executive Officer at the 6920th Electronic Security Group, Misawa Air Base, Japan; and as the first Commander of Detachment 1, 692nd Intelligence Wing, Andersen AFB, Guam. His final tour was to Headquarters Air Force, where he held several positions to include Intelligence Briefer to Chief of Staff and Secretary of the Air Force, Functional Manager for Air Force Information Warfare Programs, and as HAF Integrated Joint Special Technical Operations Planner. Mr. Clark joined Syracuse Research Corporation (SRC), Operational Integration Division, Chantilly, Virginia in 2001, as a Senior Intelligence and Information Operations Engineer. While at SRC he managed a Computer Network Operations (CNO) enabling technology development program for the National Reconnaissance Office. Mr. Clark was the first SRC employee to be assigned as an Intergovernmental Personnel Act (IPA) detailee to lead the Headquarter Air Force s Executive Agency Office providing oversight of two Department of Defense Intelligence programs. In 2006, Mr. Clark joined Air Force Federal Civil Service as an Plans Analyst at the Joint Functional Component Network Warfare (JFCC NW). While at JFCC NW, he has also held positions as a CNO Planner, Deputy Director for Operations, and Director for Manpower, Personnel, and Security. After the establishment of USCYBERCOM in 2010, he served as the Senior Advisor to the Director, Plans and Policy. He was appointed to the Senior Executive Service in Mr. Clark received his Bachelor of Science degree in Computer Science with honors from Hawaii Pacific University. He completed the Post Graduate Intelligence Program and graduated from the Joint Military Intelligence College (JMIC) with a Master of Science Degree in Strategic Intelligence. Mr. Clark s Masters Thesis on Dominant Battlespace Awareness was awarded the Kuszewski Award for Outstanding Master s Thesis from JMIC. Durham-Ruiz is the Executive Director for Command, Control, Communications and Cyber Systems and the Deputy Chief Information Officer for United States Transportation Command, Scott Air Force Base, Illinois. She provides oversight of the Joint Deployment and Distribution Architecture to guarantee mission assurance through resilient, critical command, control, communications and cyber systems for United States Transportation Command and its five component Commands. She guides development and implementation of the enterprise infrastructure portfolio and associated information technology investments supporting migration to the Department of Defense Joint Information Environment. 14 UNITED STATES AIR FORCE JOAN H. GARBUTT Ms. Joan H. Garbutt, a member of the Senior Executive Service, is Director of Personnel Operations, Headquarters Air Force Personnel Center, Joint Base San Antonio-Randolph, Texas. She is responsible for effective and efficient delivery of A1 Human Resource Management programs impacting 69,000 officers, 260,000 enlisted and 180,000 Air Force Civilian Service members across the Air Force with the least expenditure of resources and best possible customer service. The scope of programs she executes includes effective accession, workforce development, assignment and deployment actions for officer, enlisted and civilian workforce, as well as civilian staffing and classification actions to meet worldwide requirements. The Director also executes AF/A1 sustainment and transition programs that affect military, civilian, military retirees and their dependents. Prior to her current assignment, Ms. Garbutt served as the Director of Manpower, Personnel & Services, Headquarters Air Combat Command, Joint Base Langley-Eustis, Virginia. She was responsible for policies, programs and objectives involving the readiness, assignment, education and training, separation, retirement, career progression, classification, manpower, services support and quality of life for more than 94,000 active duty military and civilians covering five NAFs, the U.S. Air Force Warfare Center, 34 wings, 19 bases and more than 70 operating locations, as well as 49,000 total force Reserve and Guard partners. 17 UNITED STATES AIR FORCE DANIEL S. GODDARD Daniel S. Goddard, a member of the Senior Executive Service, is Director, Information Directorate, Air Force Research Laboratory, Rome, New York. The Information Directorate is the Air Force's and nation's premier research organization for command, control, communications, computers and intelligence (C4I) and cyber technologies. The mission of the Information Directorate is to explore, prototype and demonstrate high-impact, gamechanging technologies that enable the Air Force and nation to maintain its superior technical advantage. 19 UNITED STATES AIR FORCE DR. KELLY D. HAMMETT Dr. Kelly D. Hammett, a member of the Senior Executive Service, is Director, Directed Energy Directorate, Air Force Research Laboratory, Kirtland Air Force Base, N.M. Dr. Hammett leads the Air Force's center of expertise for directed energy technology, developing and transitioning research technologies into military systems. The directorate provides pervasive, world-class directed energy and imaging research technol-ogies for users across the Air Force and the Department of Defense. He is responsible for more than 960 military and civilian scientists, engineers, contractors, and support people and an annual budget exceeding $267 million. He manages numerous state-of-the-art research laboratories and testing structures at Kirtland AFB, and several unique facilities, which include the Starfire Optical RangeatKirtlandAFB;atestingsiteattheU.S. Army's White Sands Missile Range, N.M; and the Air Force Maui Optical and Supercomputing Site in Hawaii. Dr. Hammett entered the Air Force as a second lieutenant in 1988, receiving his commission through the Reserve Officer Training Corps program at the University of Oklahoma, Norman, OK. His 20 year active duty career spanned a variety of positions mainly focused on directed energy weapon system technology development and acquisition, and culminated while serving as the Director of Engineering for the $7 billion Airborne Laser Program, with his retirement at the grade of Lieutenant Colonel. He began his civilian career at Kirtland AFB, N.M., where he served as Chief Engineer for the Directed Energy Directorate s Optics Division. In this position, he was the division s authority for system engineering practices, provided technical oversight across a $100 million per year portfolio of optical sites/systems, and oversaw comprehensive modernization and upgrade programs for the Starfire Optical Range and the Maui Space Surveillance System. Dr. Hammett went on to serve as the Directed Energy Directorate s Chief Engineer, where he led all engineering and program management activities for the directorate, providing key technical oversight of 30+ science and technology programs valued at over $300 million. He was appointed to the Senior Executive Service in 2016.

20 Dr. Hammett has published more than 14 technical papers in national and international journals and conference proceedings, and has been directly responsible for the development and flight test of more than ten first-of-their-kind, world record-setting directed energy technologies. He is a member of the Acquisition Corps, having held multiple Critical Acquisition Positions over the last 12 years. He is also a level three Space Professional, and has commanded an operational space surveillance detachment. Throughout his career he has led more than 30 successful field demonstrations of optical and directed energy technologies for space surveillance, missile defense, force protection, air superiority, and global precision attack mission needs.
