1 THE CORPORATION OF NORFOLK COUNTY NORFOLK COUNTY POLICE SERVICES BOARD WEDNESDAY, February 22, 2017 The following are the minutes of the held on, at 9:00 am in the Council Chambers, County Administration Building, 50 Colborne Street South, Simcoe. CALL TO ORDER 2. DISCLOSURE OF A PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None 3. ADOPTION OF MINUTES a) Minutes of January 18, 2017 Mayor Luke noted that crime overall is in a downward trend but commented on the recent acts of mischief in Simcoe. Staff Sgt Varga noted that these random acts are perpetrated by one group and is being investigated. Moved by: Member Oliver Seconded by: Member Murphy THAT the Minutes of January 18, 2017 be accepted as read. 4. BUSINESS ARISING FROM THE MINUTES a) Annual Meeting OPP By-Law PSB Page 1 of 6

2 Maureen reported that a meeting has been scheduled for Monday, April 3, Previous year s meeting minutes was distributed through meeting invitation. b) Domestic Violence Statistics Update Staff Sgt. Varga reported that the OPP does not keep track of ages of victims. It would require reviewing each incident which would be too time consuming. Repeat offender statistics are also not kept. Member Oliver inquired about counselling services available in GEDSB high schools. Their policy has changed where parental consent is required before counselling can be provided. Due to this requirement, there are fewer requests for counselling. Member Oliver requested that Chair Hellyer write a letter to the GEDSB expressing concern for their change in policy. 5. CORRESPONDENCE a) Community Policing Minutes Member Douglas noted in the Port Dover Community Policing minutes where there is lack of communication with the OPP and Community Policing. Staff Sgt. Varga noted that Officer Cote is assigned to this community policing group and will speak to her regarding the issue. He further apologized for not including the committee in the Push for Change event. b) from Lee Robinson dated February 7, 2017 Member Douglas noted there is a lot of traffic in front of the school with family dropping off and picking up their children. Staff Sgt Varga will follow up with By-Law if an officer could attend to enforce the by-law. He further noted that when an OPP Officer attended this area, the 40 km/h speed sign had not been posted. He will follow up with Lee Robinson as to when this sign will be posted. Once posted the OPP will deploy the Speed Spy in the area. Moved by: Member Oliver Seconded by: Member Murphy THAT Items 5a) and b) be accepted as information c) Agreement MCSCS Risk-Driven Tracking Database Staff Sgt Varga informed the members that this database is a ministry initiated project to standardize as non-identified information. This national database gathers information provincially to be used by the OPP. This data is shared already and would not require additional time to upload. Moved by: Member Murphy Page 2 of 6

3 Seconded by: Member Charlie Luke THAT the Police Services Board direct the Vice-Chair to execute this agreement on behalf of the Board. 6. REPORTS a) Inspector Horvat - OPP January 2017 Report Staff Sgt Varga provided the statistics as follows: Overtime spent to date (estimate) for $ % of allotment Overtime spent to date for $17, % of allotment Auxiliary Policing 254 hours Crime Stoppers 40 anonymous tips received. A shredding day has been set for May 13, 2017 in Simcoe. Locally dedicated overtime hours for $9, Increase in total hours over 2015 due mainly to sickness that went through the office as well as several major events/investigations (Friday 13 th Pottahawk). Overall dollars spent on overtime for 2016 came under budget. January hours of overtime which is down from January 2016 which was 561. Personnel changes - 7 new members; 6 transfers; 1 resignation; 4 retirements All Violent Crime - 29 events 22 cleared Assaults 17 events investigated Simcoe most reported Domestic Disturbances 33 events investigated All Property Crime -110 events investigated Break and Enters 13 events investigated Frauds 14 events investigated Mischiefs 25 events investigated Simcoe most reported Theft from MV 19 events above projected high Simcoe highest with 12; Delhi and Boston each 3 events common trend is targeted vehicles were unlocked with no damage to vehicles. Property stolen change, wallets, purses, electronics and glasses. Several Focused Patrols have been attempted to target this problem. These patrols have resulted in few arrests as this crime is quite random and difficult to isolate. Media will continue to message out Lock It or Lose It. Theft of MV 9 actual events investigated. 6 in Simcoe 1 Townsend Twp, 1 Charlotteville Twp and 1 Middleton Twp. Of the 9 stolen, 4 of the thefts involved suspects getting access to the keys. Seven out of 9 stolen vehicles were recovered. All the vehicles in which the keys were used to take the vehicle were recovered locally while the remaining were recovered in Oxford and Brant Counties. Theft Under $5, investigated Illicit Drugs 9 events 8 cleared All Collisions 73 increase of 3 from last year Property Damage Collisions 67 which is an increase of 11 from last year Personal Injury Collisions 5 which is a decrease of 10 from last year Page 3 of 6

4 Fatal Injury Collision 1 single motor vehicle struck a ditch and rolled ejecting driver alcohol is suspected investigation ongoing 911 hang ups 108 Alarm Calls - 67 Impaired driving 7 events investigated Mental Health Act 43 related occurrences dedicating hours. Average time per call is 4.75 hours - Mobile Rapid Response Team still utilized Foot Patrol Hours School Visits - 44 Criminal Code and Provincial Statue Charges Laid Highway Traffic Act Year to Date 4,804 Criminal Code Traffic Non-Criminal Code Traffic charges - 1,300 LLA 317 Other violations 731 Overall violations 7,318 Focused Patrols Norfolk County Cottage Break and Enters December 6, 2016 April 30, 2017 This Focused Patrol occurrence has been generated in response to the successful results of previous focused patrols. The proactive approach has proven beneficial in reducing the number of reported break and enters to cottages and trailers during the off season. Simcoe Town Centre February 10 24, 2017 This Focused Patrol occurrence has been generated in response to complaints of trespassing and CDSA activity on the property. This focused patrol requires officers to conduct foot patrol on the property and in the mall. Recovered Stolen Property Concession 3 Townsend/Cemetery Road January 11 February 17, 2017 This focused patrol has been generated due to the number of occurrences involving recovered stolen property in the area of Concession 3 Townsend and Cemetery Road. The property consists mainly of stolen vehicles. It was also noted that 2 ATM machines that had been stolen from other jurisdictions were recovered in this area as well. As a result 15 officers contributed hours with 3 arrests. Two people arrested for possession a stolen vehicle and one person was arrested for impaired in a separate incident. Four stolen vehicles were recovered as well as an ATM. Two suspicious vehicles and two stolen vehicles fled at a high rate of speed. Two enclosed trailers were stolen in the area. Two street checks were completed and forwarded as intelligence. Page 4 of 6

5 Speed Spy Main Street and Prospect Street Average speed was 54 km/h therefore no Speed Spy deployed Mayor Luke inquired if there are more collisions due to cell phone usage or impaired driving. The statistics are form distracted driving only. More distracted driving charges in March due to the provincial campaign that is conducted. Member Oliver noted that the Community Para-medicine Program has been funded for another 12 months starting April 2017 April Member Murphy inquired about issuing speeding tickets in a school zone. Staff Sgt. Varga commented there is zero tolerance. Moved by: Member Murphy Seconded by: Member Oliver THAT the OPP January Report be accepted as read. 7. OTHER BUSINESS a) Raccoon Issue Mayor Luke noted that he is getting more phone calls regarding raccoons. By-law has established that the OPP should not be called. Norfolk County does not pick up wild animals. Staff Sgt. Varga noted they do not have equipment or training to capture wild animals however they will respond to a call for service. If the animal appears to be suffering or a threat to a person or animal the OPP will dispatch. It remains the owners responsibility to dispose of the animal. If the animal is a nuisance, the owner is to call an animal wild life service to respond. OPP has responded to over 25 raccoon calls. Firearm is used to dispatch. Hillside Kennels have been used in the past. There were 323 calls for raccoon last year by Hillside Kennels. MNR do not respond to raccoon inquiries. Member Oliver to speak to Aylmer MNR to determine landowners rights to dispatch nuisance raccoons. b) Ride Along David Murphy Noted that OPP vehicles are equipped to read license plates for expiry, suspensions and infractions. Speed Spy is used successfully and is a good use of officer time. He noted the synergy between the local OPP, PSB and public. He appreciates the good track record. Staff Sgt. Varga will pass on this information to the detachment. 8. QUESTION PERIOD Page 5 of 6
