1 The Official Newsletter of the Greater Austin Council Navy League of the United States October November 2018 Citizens in Support of the Sea Services Dr. Pestorius has been a senior research engineer at ARL: UT for 18 years, having recently retired. From January 2000 to January 2004, he served as the Technical Director of the Office of Naval Research International Field Office (now ONR Global) in London, UK. This office, with its subsidiary offices in Tokyo, Singapore, Melbourne, Australia and Santiago, Chile, is responsible for finding and evaluating international research collaboration opportunities for ONR and other US Navy R&D organizations. Previous to accepting this position, he served for twelve years as the Executive Director of the Applied Research Laboratories at the University of Texas at Austin (ARL:UT). Michael Pestorius Formerly Executive Director and Senior Research Engineer at Applied Research Laboratories, UT-Austin Captain, United States Navy Research Engineer TOPIC Submarines and the Nuclear Triad Welcome! U. T. Alumni is a Navy designated University Affiliated Research Center (UARC) and is one of five such university laboratories officially associated with the US Navy s science and technology program. Dr. Pestorius is a retired U. S. Navy Captain. He served on active duty for close to 27 years, primarily in the submarine force. Highlights of his career include command of the USS Mariano G. Vallejo, SSBN-657, and command of SPAWAR Systems Center (then Naval Ocean Systems Center) in San Diego and serving on the Chief of Naval Operation s Strategic Studies Group. He is a graduate of the US Naval Academy and holds graduate degrees from Harvard University and the University of Texas at Austin. His research areas include underwater acoustics, signal processing, satellite geodesy and information technology. He is a fellow of the Acoustical Society of America and serves as an officer of the Naval Submarine League. Applied Research Laboratories, the University of Texas at Austin (ARL:UT), is a Department of Defense University- Affiliated Research Center (UARC). Next Thursday Dr. Pestorius, Senior Research Engineer at ARL: UT will be speaking about the US Nuclear Triad. Also we will be collecting basic items like socks, sweat suits, tooth brushes and toothpaste. You can see the entire list on our News Letter. We are also collecting Toys for Tots which require new toys in original packing. (See a more complete list on p3 in this newsletter.) I will be attending the National Board of Directors meeting in Virginia the first week end in November and will bring back a report on upcoming National Programs and Chapter support. Our Greater Austin Council has done well and I was pleased to present Mackey awards to Kathy Pillmore and Glenn Looney from National for their outstanding work. It is people like this that make our Council great. Thanks again to both of them. Regardless of what one hears or sees in the news, the upcoming holidays are an opportunity to celebrate our many blessings being a part of the great Nation. That fact is so often forgotten and we just need to look around a little to see them in our daily lives. Think about it over your next cup of coffee in the morning it will make your day go so much better. As the largest and one of the oldest research units of the university and a member of the Vice President for Research portfolio, ARL:UT is highly engaged in the three traditional roles of a major university - research, education, and public service. ARL:UT s research spans the spectrum from basic inquiries into the nature of signal and noise fields in acoustics and electromagnetics, to the development of prototype sonar systems for use by the US Navy, to cutting edge independent research such as 3-D cloaking and glaciology. There are changes on the horizon for The Anchor newsletter. Those of you who formerly received mailed copies have been receiving post card notices of our dinner meeting and speakers. The newsletter itself has been posted on the Council s website ( where it is archived. A few color copies are printed and available at each dinner. Beginning with the new year, the newsletter will be published six time per year on a bi-monthly basis. Issues will be Jan-Feb, Mar-Apr, May-June, Jul-Aug, Sep-Oct and Nov-Dec. Each issue will be posted, online only, by the fifth of the first month. Color copies will still be available at the next dinner. We will continue to mail out a postcard announcing our dinner meetings and Now Hear This eblasts that are sent out on a regular basis, will have this information. This change being undertaken to reduce some of our printing costs while continuing to keep our membership up to date on the Council s activities. There will also be a redesign to the newsletter to make it more topical instead of an announcement From The Editor vehicle for dinners. The speakers will still be listed with their bios, but we will try to feature articles of interest to everyone plus the usual information about Council activities. We are also attempting to schedule dinners on a more regular basis, six per year generally, more if a unique opportunity presents itself. Our first dinner of the new year will be in February with the next in April and hopefully every other month thereafter. We hope to stick to a third Thursday date but that continues to depend on the availability of the speaker and the venue. Keeping our programs interesting and topical are of the utmost importance to your board, and sometimes we must be flexible with our dates in order to maintain our reputation for outstanding dinners. We hope these changes are pleasing to everyone and that you will get accustomed to reading about your Council in a digital format. Please let us have your feedback once the changes are in place. 6 Why did God send the Flood? Why did God send the Flood? That is a questions some of us in Austin may be thinking throughout the month of October as what felt like continuous downpour for 40 days and 40 nights in the Texas Hill Country. In opening paragraphs of Genesis, we are told that the world was Good or even Very Good; What happened that could so quickly cause this to a plan to seeming destroy everything with a Flood? The Old Testament uses two words to illustrate what was happening in Noah s Generation and to explain why God decided to send the destructive waters of the Flood: Corruption and lawlessness. The underlying meaning of these two words with respect to society and how they treated each other and the earth has been discussed by religious scholars for centuries. Some have reasoned that Noah s generation had been blessed with Good Times, plentiful harvests, and years without significant crisis like Chaplain s Corner by LCDR Adam Samuels, USN (Ret) sickness, pain, or fear. As a result, the people of Noah s time began to take the benefits of life for granted; they felt no need to give thanks to God and build bonds with their neighbors to sustain the good times. Their self-interest led them to conclude that nothing was as important or sacred as taking care of themselves and those just like them. The concerns of others were less important or of no importance at all. Since they no longer believed in God, they no longer believed that each person was created in God s image or that every human life was sacred and must be protected. As we drink our bottled water or watch closely as the Austin water system comes on line again and the Colorado River returns to her beautiful blue/green hue, let us pause to think of what we have done to not take the Good or even Very Good world we have been given for granted, to remember that each person was created in God s image and every human life is sacred and must be protected to the best of our ability. Amen. LCDR Adam Samuels, USN (ret) is the Austin Council Chaplain for He was a Surface Warfare Officer assigned to multiple ship and staff Operations and Engineering Departments in addition to the Pentagon and DoD Agencies. He served as senior Lay Leader on two destroyers, one cruiser, and two aircraft carriers. He currently is the State Emergency Manager for the Texas National Guard HQ on Camp Mabry and lives in Georgetown TX. Read more at April Army Futures Command Though the speaker hasn t be identified as yet, we have secured a commitment from the new Austin-based Army Futures Command to provide a speaker in April. AFC is tasked with developing concepts and technologies to modernize the armed forces. AFC will manage a $32.4 billion budget in 2019 including $11 billion in science and technology. Working with health and government partners in Ecuador, Peru, Colombia and Honduras, the embarked medical team will provide care aboard the ship and at landbased medical sites, helping to relieve pressure on national medical systems caused partly by an increase in cross-border migrants.
