3 Commanding Officer Recent Mission Incidents Burglary, Apt Under Constr., Unlawful Entry; Conspiracy; Stolen Property, Possession w/knowledge, Receiving Date: 10/30/ hours Where: 2100 block of Bryant St. On 10/30/18 at approximately 0306 hours, Officers Cody #1375 and Willkom #4172 responded to 2112 Bryant St regarding a burglary in progress of a home under construction. It should be noted 2112 Bryant St is a 2 story, flat household that currently is under construction and is unoccupied. The first floor flat's address is 2114 Bryant St and the top floor flat is 2112 Bryant St. There is also a downstairs garage area that is also under construction. The garage area is secured by sheets of plywood that have been secured to the exterior of the building by screws. Multiple Mission units responded to the scene. Upon arrival at approximately 0309 hours, Officers Burrows #1510 and Cody met with reporting witness 1 Miranda reporting witness 1 who stated the following: Reporting witness 1 lives next door at 2110 Bryant St. Around 0230 hours, reporting witness 1 was sleeping in her bedroom when she woke up suddenly after hearing a screeching noise. Reporting witness 1 then heard wooden boards being moved around from the building under construction next door (2112/2114 Bryant St.) reporting witness 1 looked outside her bedroom window and could see flashlights illuminating from the ground floor into the backyard. Officers Burrows and Cody went into the backyard of 2110 Bryant St to secure any possible escape routes while Officers Wilson #627, Roman #2373, Aiello #664, Cassinelli #1104, Grey #1017 and Willkom secured the front of 2112/2114 Bryant St. As Officers Burrows and Cody entered the backyard of 2110 Bryant St, they could hear metal pipes clanking from the ground floor of 2112/2114 Bryant St and could see a flashlight illuminating from inside. 4 Commanding Officer Recent Mission Incidents continued At this time, Officer Wilson was standing at the front door landing of 2114 Bryant St and observed a female, later identified suspect 1, walking up the stairs from the lower floor carrying a green bag containing copper pipes. Immediately behind booked 1, Officer Wilson observed a male, later identified as suspect 2, also walking up the stairs holding a green bag containing copper pipes. Officer Wilson yelled out, "Police! Stop!" Upon seeing Officer Wilson, both suspect 1 and suspect 2 retreated back down the stairs out of view. From the backyard of 2110 Bryant St, Officer Cody observed a male, later identified as suspect 2, run out of the lower floor exit and throw a black backpack on the ground and yell, "We're just sleeping here!" Officers Burrows and Cody immediately jumped the fence of 2110 Bryant St as suspect 2 ran back inside the building. A short time later, both suspect 1 and suspect 2 re-emerged on the 2nd floor and were ordered by Officers at the front door to open the door. Suspect 1 and suspect 2 complied and were taken into custody without further incident. Officers Grey, Aiello, and Cody searched the remainder of the building for any further suspects with negative results. On the 2nd floor, Officer Cody observed 2 green bags containing approximately 40 bent copper pipes and 2 bags of copper fittings. Officer Cody observed the copper pipes appeared to be bent forcefully and placed into the bags. Suspect 1 and suspect 2 were transported back to Mission Station. Based on suspect 1 and suspect 2 being discovered inside the building at 3am carrying copper pipes, which Officer Cody knew from training and experience as an item that is frequently sought after by burglars due to the high monetary value when turned in at scrap yards, and suspect 1 and suspect 2 not appearing or possess any items or identification as construction workers, both were booked on the above listed charges

5 17, Commanding Officer Recent Mission Incidents continued Warrant Arrest, Enroute to Outside Jurisdiction; Resisting, Delaying, or Obstructing Peace Officer Duties Date: 11/04/ hours Where: Castro St. and 18th St. On 11/04/18 at approximately 0209 hours, Officers Parra #821 and Frisk #715 responded to a possible fight inside of a vehicle. Dispatch described the vehicle as a light blue Acura, CA License #7GXJ270 that was parked in front of 496 Castro Street. Officers Parra and Frisk arrived on scene and observed the light blue Acura, with two people inside, parked in front of 496 Castro St. Ofc Parra approached the Acura and spoke with suspect 1. Ofc Parra asked suspect 1 to exit the vehicle and sit on the curb and he complied. Ofc Frisk spoke with detained 1 who stated that she and suspect 1 had a verbal argument that did not result in physical contact. Ofc Frisk subsequently released detained 1 at the scene. Officers Van Zandt #4142 arrived on scene to assist. Ofc Van Zandt conducted records check on suspect 1 which revealed that suspect 1 had two no bail warrants. One active warrant out of Oakland and an active felony warrant out of Alameda County. Ofc Van Zandt contacted Central Warrants Bureau who confirmed suspect l's warrants. Ofc Parra then handcuffed suspect 1 and placed him in the back of their patrol car without incident. Ofc Parra briefly met with reportee 1, who reported the possible fight inside the Acura between suspect 1 and Manuel. While speaking with reportee 1, Ofc Parra observed suspect 1 become very aggressive and actively thrash his body and head against the right rear window of the patrol car. Ofc Parra told suspect 1 to stop, but suspect 1 kept hitting his body and head against the window on the patrol car. Ofc Parra requested a unit to bring the patrol wagon to the scene, fearing for suspect l's safety and to prevent suspect 1 from breaking the glass. Ofc Tupper #4115 arrived on scene with the wagon.

6 fl Commanding Officer Recent Mission Incidents continued Ofc Van Zandt and Parra attempted to remove suspect 1 from the patrol vehicle, but suspect 1 began to physically resist by straightening out his legs and hooking them beneath the seat to prevent his removal from the patrol car. Ofc Van Zandt managed to free suspect l's legs. Suspect 1 then kicked out with his feet barely missing Ofc Van Zandt. Ofc Van Zandt struck Woods in the face approximately three times with a closed right fist in order to prevent suspect 1 from kicking him. Suspect 3. then fell forward and Officers Van Zandt and Parra were able to get suspect l's legs partially out of the vehicle while he continued to actively resist. Sgt. Perez #739 arrived on scene to assist and broadcasted that suspect 1 was actively resisting. Ofc Van Zandt and Parra were able to eventually get suspect 1 out of the patrol car and onto the ground. Ofc Tupper was able to grab suspect l's legs to restrain them. Multiple SFPD units arrived on scene and assisted in placing suspect 1 in a hobble restraint. Ofc Parra observed that suspect 1 was bleeding from his head area. Sgt Perez requested an ambulance for suspect 1. Sgt Perez was also notified of Ofc Van Zandt's use of force. While waiting for the ambulance to respond, Ofc Parra placed suspect 1 in the recovery position and noticed suspect 1 had a bloody nose and mouth. Suspect 1 was actively thrashing about, yelling and spitting blood in the area of officers. Due to the exigent circumstances of suspect 1 spitting bodily fluids at officers, Ofc Van Zandt applied a spit mask to prevent any officers from being exposed to any harmful fluids. SEED Medic #68 responded to the scene and transported suspect 1 to SFGH. Suspect 1 was medically cleared, transported to 0#1, and booked on the above listed charge and warrants.
