Toughlove NZ, Little Theatre, Positive Inc., and Lions Club be received, and THAT consideration be given to the requests from the Historical Maritime Park Inc., Toughlove NZ., Little Theatre, Positive Inc., and Lions Club, and THAT consideration is given to the request to operate a commercial concession on reserve (Ohinemuri Park). COMMUNITY DEVELOPMENT REQUESTS FOR FINANCIAL ASSISTANCE [CDV30100] The Ward Committee has been allocated $9,392 for discretionary grants for the /12 financial year. There are five requests for assistance this month. The Historical Maritime Park Inc. [766779] The chairman for the society writes requesting financial assistance from the Ward towards the cost of signage for the Maritime Museum and Park. The site currently has no signage and a site for the sign is yet to be confirmed. 2 Toughlove NZ Hauraki Branch. [767658] The area representative for the organisation writes advising that they have established a group in as part of the Hauraki branch of Toughlove Tauranga / Coastal Bay of Plenty Inc. The writer seeks financial assistance towards the cost of training, venue costs, stationery and travel expenses expected to amount to $2,000. Little Theatre [780279] The President for the organisation writes advising that the theatre is mounting a full length production of the comedy The Odd Couple by Neil Simon the female version this September. Seven performances are scheduled, including a gala evening and a ladies night and are expected to be extremely entertaining. The production will be costly especially play copyright and the organisations plan to establish contact with a wider audience. The organisation proposes to obtain business support for advertising newspaper, newsletters, posters, radio and a banner outside the theatre. The writer seeks financial assistance towards the cost of advertising and asks that Council grant $600 towards that cost. Positive Inc. [780745] The Town Promoter writes advising that the society has not committed to any major promotion of the Rugby World Cup (RWC) choosing to accommodate a travelling exhibition of NZ rugby memorabilia called Oranges at Half Time. However, the writer suggests that we show our support for the tournament by lining the main street with bunting flags of all the different countries that will be participating. The writer also suggests that a set of the larger flags of each country be displayed on the Post Office balcony for the duration of the tournament alongside a banner welcoming (international) visitors to. Another idea to promote the tournament is to release helium balloons before each big game from a school or prominent place in town. The writer requests financial assistance for the following: Large flags of each country $ Bunting flags (100) $ Banner and wording $ Balloons (400) $ Helium (for the balloons) $ TOTAL $3, Lions Club [782036] The secretary for the club advises that for the past 19 years the club has provided an annual fireworks display at the domain. The club charges a small gate charge with the objective of the evening being to provide good inexpensive family entertainment. The club has 40 volunteer that donate their time and hours to make this a successful event. The writer also seeks assistance with consents and a Hawker s licence. Hauraki Districts Reserve Management Plan is clear with regard to concessions on reserves. Section of the plan states: That temporary or permanent private commercial use of a public reserve will generally not be permitted. But from time to time Council may determine that a commercial activity is complementary to the purpose of a particular reserve and will assist in the public use and enjoyment of the reserve. Any application to operate a commercial concession on a reserve needs to be made to the Manager of Parks & Reserves, and that will satisfy a number of criteria specific to: Description of the proposal and the proposed location. 4 FRED_n765178_v1_Community_Services_report_to Ward_Committee August_.doc
5 A description of the potential effects of the activity and the methods to be employed to avoid, remedy or mitigate adverse effects on reserve users and or neighbours. Hours of operation over the year. The ability to successfully operate the concession. The applicant will also need to comply with: RMA, Building, Health and Safety in Employment Acts, and other relevant Acts specific to the activity. Council will impose a levy for the commercial use of the reserve, and will require a bond for any commercial activities for which concessions are granted. Previous applications for operating a concession within the Ohinemuri Reserve have been declined by the Ward. CEMETERY STATISTICS Casket and Ash burials per month, including available plots These are the final figures from the last financial year (2010/11). Staff have noticed a significant trend towards Ashes Internments. Should this trend continue, an appraisal of the Ward s Ashes Garden s capacity will require review.
