Brust SUBJECT: 12-Month Sheriff Captain check-in regarding overtime budget augmentation to improve public safety in the downtown area. RECOMMENDED ACTION: Council receives the informational report. STRATEGIC PLAN: This item is consistent with the Public Safety focus area of the strategic plan, creating a safe environment for citizens and businesses throughout the city. FISCAL CONSIDERATIONS: The fiscal impact associated with the budget augmentation is included in the approved budget. In December 2015, Council amended the Sheriff s budget $50,000 through FY , and authorized $100,000 to be added to the Sheriff budget during the FY budget process. BACKGROUND: On December 9, 2015, the City Council was provided with a report (Attachment 1) with recommendations on addressing crime and disturbances in the downtown Encinitas commercial district, along Highway 101 between Encinitas Blvd. and Swami s Park, and in adjacent neighborhoods. This is Beat 221, which is eleventh of sixteen in population among the beats, but was second in calls for service in The recommendation was to utilize a dedicated overtime fund for directed patrols, using statistical data as a guide, called intelligence-led policing. Council allocated $50,000 for overtime for the remaining six months of FY , and approved $100,000 for overtime for FY Item 11A 1 of 26
2 ANALYSIS: Calls for Service. The overtime budget funding proved immediately effective on New Year s Eve, 2015, when deputies had a strong presence in the downtown area of Beat 221. The North Coastal Station provided extra deputies to the downtown area to provide a high-visibility uniformed presence to prevent disorder due to anticipated excessive alcohol consumption. The detail was staffed with deputies from the Community Policing and Problem Solving (COPPS) unit as well as the Crime Suppression Team (CST). Overtime funds paid for four deputies with two vans from our Transportation Unit to transport anyone arrested downtown to jail. This allowed the COPPS and CST deputies to stay downtown to continue their policing efforts rather than having to leave the beat for booking. Ultimately, twelve people were arrested. Ten of the twelve were drunk in public while another was arrested for Driving Under the Influence (DUI) and another for possession of methamphetamine and being under the influence of a controlled substance. For comparative purposes, the Sheriff s Department has tabulated calls-for-service (CFS) and arrest data for the year ending December 9, 2016, shown in Attachment 2. Beat 221, which includes downtown, remains second in calls for service citywide, although the calls are down 2% from the prior year. Beat 221 is first in citywide arrests, a position that is unchanged from last year. The presence of uniformed deputies during peak periods is a deterrent to generally unruly behavior among alcohol-consuming visitors to the downtown beat. The problem with including the entire 221 Beat is it includes a lot of other areas, including Scripps Encinitas, which generates a lot of calls. To get a more accurate impact of the overtime deputy work downtown, the crime analyst isolated statistics to our focus area, as shown in the map below, followed by a summary of that data, which is shown in more detail in Attachment 3. K St, East of 3 rd St month change Arrests (5.3%) Citations % Calls for Service (3.5%) After the addition of overtime budget and the increased deputy presence, we had an initial surge in arrests. New Year s Eve 2015 is one such illustration. Arrests in this area leveled out and subsequently decreased. Over the last 12 months, arrests in the target area decreased 5.3%. Decrease in arrests is a good thing for all of us because it shows compliance, which is the goal. The 3.5% drop in CFS during the same timeframe was an expected outcome, also reflecting compliance. Citations were up 52.7%, primarily due to the parking citations generated by complaints from the businesses for people violating the 2-hour time limits. Complaints from Citizens. There have not been complaints to the Sheriff s Department about the downtown in a long time. There have been several s thanking them for keeping downtown under control. Ms. Guthrie, Executive Director of the Encinitas 101 Main Street Association, has stated that any time deputies are present downtown, it makes a huge difference. Though not formally, the Sheriff s Department has been offered office space for a Sheriff substation in the three-unit building on the south side of D Street, next to 7-Eleven. This shows a degree of success in the additional deputy presence downtown, courtesy of Council s overtime budget augmentation. A year ago, when Council approved the overtime, complaints from citizens was mentioned as a measure of success for this budget augmentation. The lack of complaints speaks to the success of this approach to addressing crime and disturbances downtown. ENVIRONMENTAL CONSIDERATIONS: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a project under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment. ATTACHMENTS: 1.
