1 U.S. NAVAL SEA CADET CORPS HAWAII RECRUIT TRAINING CONTINGENT 63 Cowpens Street Honolulu, HI Welcome to Recruit Training Hawaii It is my privilege and honor to welcome cadets and parents to the experience of U.S. Naval Sea Cadet Recruit Training. Recruit training, or RT, will provide a basic introduction to everything that is required to be a Sea Cadet. The training will be a challenge for recruits and staff cadets. But it is a challenge that all should find rewarding in the end. The staff and officers of the RT are committed to the safety and success of all recruits, staff cadets, and junior officers and instructors. We will maintain a professional, yet disciplined, atmosphere while adhering to the highest standards of conduct and performance expected of Sea Cadets and Sea Cadet adults. Please take the time to read and understand the information in this letter. Welcome aboard. What to expect Cadets will be guided through their training by a team of NSCC Officers and Instructors, experienced staff cadets, and experienced military officers and non-commissioned officers. Recruit Training is a cadet's introduction to military routine and discipline. It is the first step required to advance in the Sea Cadet Program. Cadets will spend almost two weeks learning basic Navy subjects, seamanship, basic damage control, and military skills. Cadets will also participate in physical training and close order drill (marching). Reporting: Cadets should report for RT at the Battleship Missouri Memorial on 01 June 2017 between the hours of Coursework: As this RT is the 9-day model, recruits are required to complete the first 7 chapters of the Basic Military Requirements (BMR) prior to RT. However, cadets who have not yet completed the required BMR chapters at the time they apply for RT can be admitted with the understanding that they cannot be promoted upon graduation from RT. The BMR, completion of Recruit Training, and six months of time in the NSCC are required in order to promote to the rank of Seaman Apprentice (E-2). Cadets who have completed the BMR prior to RT will be promoted upon graduation from this RT.
2 Physical fitness and endurance: Recruits must be able run, walk, and march moderate distances. An inventory USNSCC Physical Readiness Test (PRT) will be taken at the very beginning of RT. Another final PRT will be administered just prior to graduation. Recruits must successfully pass the PRT during RT with at least a minimum score to receive credit for RT. Cadets who are unable to pass the PRT will be permitted to participate in the graduation ceremony and end of training events. But they will not receive credit for completing RT and will be returned to their home units with those results officially recorded. Hazing: There will be no hazing, acts of sexual harassment, or harassment that singles out any individual of any kind by any cadet or staff member. Any individual violating this rule will be counseled and disciplined. If deemed appropriate by the Commanding Officer, violators will be sent home from training. All personnel are required to report via the chain of command any incidents that they feel jeopardize their personal safety, or the personal safety of others. Uniforms and equipment: Recruits are required to report for training with a full seabag. That is, with all items listed on the seabag list. A seabag inventory inspection will be conducted immediately after arrival. The seabag list is attached at the end of this welcome letter. Grooming: All male recruits will be given regulation haircuts upon arrival. Female recruits will be offered the option to receive a Navy regulation haircut (cut to collar length). Female recruits will be required to maintain their hair according to current Navy regulations, that is, all hair, if longer than collar length, must be kept in a neat bun at the back of the head so that all hair is above the collar. Many female Cadets opt for shorter hair during recruit training. Shaving: Male cadets will be required to shave if their beard is at all evident. Cadets unfamiliar with shaving will be taught some shaving best practices and given sufficient time and opportunity to practice and learn. Medications: Recruits who require prescribed medication should bring them to RT. Parents should fill out the supplementary medical history form, being sure that necessary details about the medications are written on the forms. In order for us to ensure that cadet medical needs are met, please supply any and all information necessary. Mobile phones: Recruits are permitted to bring mobile phones when they report in to Recruit Training. However, mobile phones will be turned off and turned in to the RT staff for safekeeping for the duration of RT. Communication: Recruits will not be permitted access to phones or the internet during their time at Recruit Training. They will be permitted to write letters home as time permits. They will also be permitted to receive mail. The mailing address for cadets will be distributed just prior to reporting day.
3 Money: Recruits should bring some amount of personal money, no more than $50, to use as spending money at the Navy Exchange at the end of training. As with the mobile phones, this money will be turned in to the staff upon arrival for safekeeping. Cadets traveling on their own by commercial means should have sufficient funds with them to provide for their needs during travel. Contraband: The following items are EXPRESSLY PROHIBITED and will be confiscated upon arrival. Cosmetics / nail polish Weapons Matches/lighters Pornographic materials Tobacco products Alcoholic beverages Perfumes Candy, gum, food etc. Books/magazines (except 1 religious) Jewelry (except Navy reg 3/16 silver ball earrings and 1 religious medal) Preparing for RT Physical and mental readiness will determine an individual cadet's success at Recruit Training. Individual preparation is the single greatest factor that leads to being ready to succeed at RT. Below are some pro tips on preparing for success at RT: Be in good physical shape. Begin working out today if you have not already done so. Running moderate distances and sprints, along with push-ups, sit ups, and flutter kicks are recommended. Get good, properly fitting athletic shoes. PT shoes should be those designed for running or crosstraining type activities. Get good, properly fitting boots for wear with the NWU uniform. These should be well broken in prior to arriving at RT. This cannot be overemphasized. Historically, blisters are the number one medical issue at Recruit Training. Ensure that you have all the required uniforms and equipment on the seabag list. Bring your dress whites in a garment bag to prevent soiling and wrinkling. Your uniform should be clean and pressed, ready for wear, prior to arrival. There will be no time for extensive care of the Dress Whites uniform during the training.
4 Travel and Transportation Parents are responsible for all travel expenses. Parents and unit commanding officers are responsible for ensuring that all contact information on the Request for Training Authority Form (NSCTNG001) are current. If parents and/emergency contacts are traveling during the time of the training, alternate contact telephone numbers should be provided. Although transportation for cadets arriving via commercial air is the responsibility of the parent/home unit, cadets arriving by commercial air MUST submit the Transportation Information Form at least one week prior to the beginning of training. This should be ed to The Transportation Information Form is attached at the bottom of this welcome letter. Cadets who are flying in to the training do not necessarily require an adult accompanying them. Flights should be scheduled to fly to and from Honolulu International Airport. The airport code is HNL. Cadets are prohibited from driving vehicles to Recruit Training. Staff Cadets may request the option of driving their own vehicle but they are not to do so without the express permission of the Training Contingent Commanding Officer. Cadets flying home via commercial air should plan to travel home in civilian clothes. Cadets should carry their Sea Cadet ID card with them during travel and at all times while on base, unless otherwise directed by competent authority. Cadets should arrive in accordance with reporting times listed above. Time flights and drives accordingly. It is at least a 20 minute drive from HNL Airport to the training site at JBPHH. Cadets should not book flights home prior to 1600 on Saturday, 10 June Early departures will not be authorized. Cadets must complete the entire 9 day training period to receive credit for this course. The physical address for the training site is the Battleship Missouri Memorial, 63 Cowpens St, Ford Island, HI Please enter the address in programs such as MapQuest or Google maps. If you require base access, contact the COTC at nscc.rt.hawaii@gmail.com. Access to the base can be restricted. All persons on base are subject to search. Your vehicle and all bags and packages are subject to search.
5 Graduation Graduation will commence at 1000 on Saturday, 10 June 2017 on the Fantail of the USS Missouri. Cadets should plan to wear all awards and rank insignia they are authorized to wear. Photography on graduation day is permitted. Parents are encouraged to bring cameras and video cameras. All guests should plan to arrive at least 20 minutes prior to the commencement of the ceremony. Sea Cadet RT graduation is an occasion to invite family and friends to congratulate and celebrate the accomplishments of your cadet. Formal invitations to the graduation ceremony will be sent out by . Families who require base access should contact the COTC at nscc.rt.hawaii@gmail.com to arrange for access passes no later than the first day of RT, 01 June The following information will be required for unescorted base access for every individual over the age of 13: Full Name, Date of Birth, last 4 of SSN. Passes for graduation day will be distributed prior to the graduation ceremony so you can get on base. Note: Families who already have passes for regular drills will not need additional passes. In Conclusion: Sea Cadet Recruit Training is more than just a course of instruction on military subjects. It is an opportunity to personally challenge oneself to achieve things that cannot be accomplished almost anywhere else, as both an individual and as a member of a team, all in an environment that remains age-appropriate and appropriately safe.
