1 WATER SERVICE TECHNICIAN I WATER SERVICE TECHNICIAN II DEFINITION To perform a variety of semi-skilled and skilled duties in the construction, installation, maintenance, disinfection, and repair of water mains, service lines, and water meters; to operate the District s distribution system; and to shut down, drain, fill and flush distribution mains during construction and repair. DISTINGUISHING CHARACTERISTICS Water Service Technician I - This is the entry level class in the Water Service Technician series. Positions in this class typically have little or no directly related work experience. The Water Service Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Water Service Technician II - This is the journey level class in the Water Service Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the appropriate certification is obtained and incumbents demonstrate the ability to perform the full scope of duties. This class is distinguished from the Senior Water Service Technician in that the latter performs the most difficult and responsible types of duties assigned to classes within this series and provides technical and functional supervision over assigned staff. SUPERVISION RECEIVED AND EXERCISED Water Service Technician I Receives immediate supervision from an assigned supervisor; may receive technical and functional supervision from a Senior Water Service Technician. Water Service Technician II Receives general supervision from an assigned supervisor; may receive technical and functional supervision from a Senior Water Service Technician.

2 Page 2 ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Maintains, rebuilds, and adjusts distribution system pressure regulating stations; ensures pressure zones and stations are operating correctly; rebuilds valves and components; collects pressure data and performs flow tests and pressure checks; makes pressure and flow adjustments as required. Monitors, inspects and maintains the District s distribution system; troubleshoots and resolves issues with distribution system. Performs semi-skilled and skilled duties related to the construction, installation, service, maintenance and repair of mains, service lines and related appurtenances used in the storage and transmission of potable water. Exercises, operates and maintains valves including distribution, transmission, manual and automatic air vents and blow offs. Responds to customer calls; researches, troubleshoots, and resolves customer issues regarding water quality, water consumption, water delivery, and leaks. Installs, repairs and replaces water meters; performs maintenance to meters as required, including but not limited to, replacing leaking gaskets, maintaining meter service right of way, and replacing and repositioning meter box and lids. Chlorinates and disinfects new pipeline installations. Documents and maintains a variety of records and reports regarding system operations, shutdowns and maintenance and meter exchange and repair. Reads and interprets utility system maps and blueprints, including Underground Service Alert marking and notification; locates buried valves, air vents, lines and services. Operates a variety of light to heavy equipment and tools in a safe and effective manner. Excavates concrete, pavement, and dirt and sets up concrete forms as necessary, and backfills open trenches and complete surfaces to-finish as appropriate. Sets up traffic control including signs and barricades, and directs traffic around work sites. Installs Best Management Practices (BMPs) to mitigate water quality impacts to the environment associated with water discharges from hydraulic testing of water system components and system repairs in compliance with Regional Water Quality Control Board requirements.

3 Page 3 Works in vaults and other confined spaces, utilizing proper safety techniques and equipment in accordance with District safety policies and procedures; lifts and removes vault lids, ventilates vaults and performs vault repairs. Installs, repairs and replaces corp stop, angle meter stop and curb stop valves; locates and exercises small and large water main valves. Takes and confirms accurate water meter registration/consumption readings; makes equipment adjustments, including routine re-settings; tests and makes repairs to large and meters. Distributes and places door hanger tags as notification regarding non-payment and related matters, and scheduled and/or emergency shut-offs; performs re-reads, disconnects, and re-connects. Ensures the timely and accurate completion of construction/repair activities and tracks work performed. Will perform standby duty and follow the standby duty procedures, including the response time requirement of sixty (60) minutes. Observes safe work practices and ensures that proper safety practices and procedures are followed. Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service. Performs related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Water Service Technician I Uses and purposes of general construction tools and equipment. Principles of customer service. Basic mathematics. Modern office equipment and methods including use of applicable computer applications.

4 Page 4 Appropriate safety practices, safe work procedures and safety regulations pertaining to the work. Ability to: Learn to perform utility construction, maintenance and repair tasks associated with utility activities. Learn to operate a variety of hand tools and light and medium equipment safely. Learn and apply safe work practices including traffic control procedures, trench shoring, and confined space entry procedures. Learn to locate and repair leaks and breaks. Learn to troubleshoot water quality and pressure problems. Operate the tools and equipment common to utility construction and maintenance. Follow and carry out oral and written instructions. Interpret and work from engineering blueprints, drawings and survey grade stakes. Deal effectively with the public and respond to complaints and inquiries. Perform work in accordance with safety regulations, guidelines and safety regulations. Operate a vehicle observing legal and defensive driving practices. Operate and use modern office equipment including a computer and applicable software. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. 5 Page 5 Experience: One year of construction experience is desirable. Training: Education as required by the State of California Department of Public Health to obtain and retain a Water Distribution Operators Certificate, Grade 1. License and Certificate Possession of, or ability to obtain by appointment date, a valid California driver s license and ability to maintain insurability under the District s Vehicle Insurance Policy. Possession of a valid California Department of Public Health Water Distribution Operators Certificate, Grade 1 (D1) within 12 months of appointment. Water Service Technician II In addition to the qualifications for the Water Service Technician I: Knowledge of: Methods and practices of installing, repairing and maintaining water distribution and water delivery systems. Methods, techniques, tools and operating characteristics of mechanical equipment used in the construction and maintenance of utility systems. Knowledge of dig alert procedures. Operation of distribution system components. Proper disinfection and biological testing procedures following the repair of water mains and installation of new pipelines. Pertinent local, State and Federal laws, ordinances, rules and regulations. Ability to: Independently perform installation, repair and maintenance duties associated with the District s distribution and water delivery systems.

6 Page 6 Read maps to locate pipelines and facilities. Address and resolve customer concerns. Locate and repair leaks and breaks. Safety operate medium to heavy equipment. Troubleshoot water quality and pressure problems. Interpret and work from engineering blueprints, drawings and survey grade stakes. Conduct mark-outs of utilities as needed. Estimate necessary equipment and materials to complete work assignments. Experience and Training Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Two years of responsible journey experience similar to Water Service Technician I with the Rincon del Diablo Municipal Water District. Training: Education as required by the State of California, State Water Resources Control Board to obtain and retain a Water Distribution Operators Certificate, Grade 3. License and Certificate Possession of a valid State of California, State Water Resources Control Board, Distribution Operators Certificate, Grade 3 (D3). Physical and Mental Requirements Know and understand maintenance and operations activities, and observe safety rules. Analyze maintenance and operational problems. Identify and locate equipment and customer locations.

7 Page 7 Interpret work orders. Explain jobs to others. Sit while driving, studying or preparing reports. Bend, squat, climb, kneel and twist when performing maintenance activities. Perform simple and power grasping, fine manipulation, pushing, pulling, and fine manipulation. Lift or carry weight of 50 pounds or less. ENVIRONMENTAL FACTORS Work is normally performed in an outdoor environment subject to outdoor weather conditions including extreme heat and cold and to wet, humid conditions.
