1 Defense Strategies Institute professional educational forum: ~Enhancing Counter-IED Measures in Support of Domestic and Foreign Operations~ November 13 th -14 th, 2018 Mary M. Gates Learning Center, Alexandria, VA

2 Program Design & Goal: The IED has profoundly altered the formation of battle for the all levels of the military, evening the playing field between an asymmetric enemy and U.S. / Coalition forces both on land and sea. The threat and its complexity has never been greater here in the Homeland. Attacking the cruel use of explosives in the battlefield or at home depends upon a thorough and collaborative, wholeof-government approach to IED defeat. This Symposium will highlight some of the important R&D efforts currently underway to address the rise of different forms of IED s, specifically airborne and vehicle-borne, that are dramatically increasing the number of casualties across the globe. This event will also examine the different C-IED mitigation efforts that are being undertaken to better achieve operational success, as well as detail the enhanced EOD/IED training programs that are being developed to better support the homeland and our Warfighter. The 2018 EOD/IED & Countermine Symposium brings together a whole-of-government approach with both military and civil offices, as well as key leaders in industry with the sole purpose of facilitating the mission critical needs of each respective community in IED defeat. Operating Guidelines: DSI s team specializes in the extensive research and development of our Symposium s content and focus areas, and we will assemble the most respected minds in the community from operational leaders, the R&D Community, key policy-makers, as well as solution providers from Industry and Academia. Our non-partisan approach allows us to reach across all involved organizations bring together a truly holistic group of decision makers and solution providers. DSI s Symposium directly supports DoD and U.S. Government priorities by providing a conduit for officials to efficiently reach audiences outside of their respective offices that directly impact their department s mission success, at no charge to the government, and in an efficient expenditure of time. DSI s Symposium will provide a forum to address and improve internal and external initiatives, meet with and hear from partner organizations, disseminate vital capability requirements to industry, increase visibility within the larger community, and generally support their mission. The Symposium is open and complimentary to all DoD and Federal employees and is considered an educational and training forum. (Industry and academia members are charged a fee of attendance) General Target Audience: Specific topics to be discussed include: Symposium is CLOSED TO PRESS / NO RECORDINGS Solution providers, Government Agencies and DoD Commands, as well as Academia interested in supporting IED defeat in both expeditionary environments, and the homeland. Attendees will hear from DoD, DHS and Law Enforcement on emerging EOD/C-IED policies, requirements, R&D, as well as near and long-term goals for the IED defeat across the DoD Enterprise. - Shaping Warfighter Adaptability: Developing JIDO s Core Capabilities to Counter IED s - Supporting Navy s intergovernmental C-IED efforts to save lives at home and abroad - Guiding current countermine and EOD efforts to counter the growing asymmetric threat - Developing public IED awareness through special training courses and awareness products - Using innovative forensic techniques to examine IED s for the purpose of neutralizing and eliminating threat networks - Conducting large-scale Vehicle Borne IED testing to address constantly changing HME threats - Enabling freedom of movement for the Warfighter in the sea and on the land through the rendering of explosive devices - Addressing the operational needs and technology gaps within the C-IED S&T Community of Interest - Integrating EOD tools onto unmanned vehicles to better prepare the Warfighter - Guiding CBRNE operations that detect, identify, assess, render-safe, dismantle, and transfer WMD s, IED s, and other manmade hazards - Developing operational capabilities to neutralize, render-safe and contain blast during improvised terrorist device and explosive response - Combatting new, offensive IED s in various innovative ways for operational success Topics & Speaker Times Subject to Edits

With the growth of different forms of these explosive devices, both airborne and vehicle-borne, casualties and violence across the region has risen dramatically. The panel will also try to explain ways to facilitate enhanced security and stability in the face of IED s, through a coordinated multi-government approach, with the end goal being to increase training and awareness to ultimately save more lives.
