3 Chief of Police Purpose The Chief of Police plans, organizes, coordinates and directs SMART s Public Safety Department; inspects, monitors, reviews and audits the public safety functions and activities; serves as a resource to law and fire agencies regarding rail security and safety procedures; serves as a liaison to other public safety organizations; and performs other related functions as directed. This position may be required to provide day-to-day supervision of the rail system, attend community and manangement meetings and meet with the Board of Directors to discuss policy and procedure. Description Under direction of the General Manager, this position is responsible for activities relating to: Infrastructure Protection Passenger Protection Employee Protection Threat Assessment Accident Investigation involving SMART property and equipment Criminal Investigations The Chief of Police is responsible for overseeing all aspects of public safety including: Liasion with local, state and federal agencies Oversee public safety staff to include code enforcement, parking enforcement and contract personnel. Duties and Responsibilities include, but are not limited to the following: Class specifications are intended to present a descriptive list of the range of duties performed by, and minimum requirements required of, employees in the class. Specifications are not intended to reflect all duties performed within the job or responsibilities. SMART reserves the right to determine and amend job duties and responsibilities. Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the safety and security staff and/or consultants; Prepares and administers the department s budget. Prepares and implements written transit enforcement procedures.updates and revises same as required by the System Security Program Plan. Manages SMART s security statistics and develops reports for senior management. Page 1 of 4

4 Oversees SMART s contracted public safety functions including community-oriented policing, patrol, crime prevention, investigation, traffic enforcement, communications procedures and reporting. Assists with and cooperates in the investigation of major crimes and other rail incidents, in coordination with other agencies as needed; assists District Attorneys in the preparation of cases. Serves as Smart s Chief Investigator for rail accidents in cooperation with affected Federal, State and Local agencies. Prepares, recommends and implements strategic plans to meet SMART s current and longrange transit enforcement and emergency preparedness needs, including disaster preparedness and response. Confers with and represents SMART in meetings with, various governmental agencies, local law enforcement and public safety agencies as well as a variety of public and private organizations. Works closely with the Board of Directors, the General Manager, other departments, a variety of public and private organizations and citizen groups in developing programs and implementing projects to maximize public safety services. Monitors changes in laws, court decisions, regulations and technology that may affect SMART operations; implementing policy, procedural and operational changes as required. Negotiates and manages contracts in areas of responsibility. Provides technical expertise for the design, installation and expansion of various transit enforcement projects. Develops and controls unit budget Performs other related duties as assigned. Qualifications, Skills, Knowledge and Abilities Minimum Qualifications: Graduation from a four-year accredited college or university with major coursework in criminal justice, police science, public administration or a related field. Five years of full time command or supervisory experience in law enforcement. Must possess a valid California class C driver s license and a satisfactory driving record. Must possess a P.O.S.T. management certificate. Must possess or obtain and maintain first aid and CPR certificates and firearms qualification as required by P.O.S.T. Other Qualifications: Possession of a Masters degree in an appropriate field is desirable. Experience in rail transit safety and security desirable. Citizenship Requirement: Permanent resident aliens who wish to be employed as peace officers must apply for citizenship prior to application for such employment. Permanent resident aliens must cooperate with the U.S. Department of immigration in meeting all requirements for U.S. citizenship, or s/he shall be disqualified for peace officer status. Knowledge of: Principles, methods, techniques and strategies pertaining to a comprehensive Public Safety operation. Equipment, materials and supplies commonly utilized in a Police Services operation. 5 Legal mandates, policies, regulations and operational procedures pertaining to a Transit District Police Services operation. Practices, procedures, techniques and strategies for determining operational effectiveness. Police Services operational safety standards and law enforcement standards of conduct and ethics.general rail transit operations. Principles and practices of accident investigation programs. Ability to: Effectively and efficiently plan, organize and supervise the functions and activities of a comprehensive District Police Safety Services program. Plan, organize, assign, direct, and evaluate the functions and activities of a Transit police service organization. Accurately estimate operational time requirements and determine work performance standards. Plan, organize, establish and maintain an effective and efficient data management, storage and retrieval system. Communicate effectively in oral and written form. Understand and carry out oral and written directions with minimal accountability controls. Ability to perform the physical requirements of the job. Physical Working Conditions Must possess mobility to: work in a standard office setting; strength and mobility to operate a motor vehicle and take command at an incident or emergency scene; strength and stamina to lift and carry 25 pounds; vision to observe emergency scenes and investigations and to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups and over the telephone and/or radio. Work is performed in both an office and field environment with exposure to natural or man-made disaster; and routine peace keeping environment with travel from site to site; work in intense life-threatening conditions, and exposure to dangerous persons and firearms. The employee may: work near moving mechanical parts; be exposed to outside weather conditions and wet and/or humid conditions; occasionally work in high, precarious places.maybe exposed to: fumes or airborne particles;toxic or caustic chemicals; extreme cold; extreme heat, and vibration or risk of electrical shock; potentially hostile environments, andextensive public contact. The noise level in the work environment is usually moderate however, the noise level is occasionally very loud due to sirens, firearm training, etc. Duties require the ability to work irregular and on-call hours including weekends, evenings and holidays. 6 Physical Requirements Will require maintaining physical condition necessary for carrying out the duties and responsibilities of the position and as necessary to provide applicable training; Examples of physical requirements include: accessing SMART operating right-of-way; climbing on and off rail equipment; climbing; pulling; lifting;walking on uneven surfaces; visiting construction sites, and operating a motor vehicle. Duties require position to, on an intermittent basis: sit at desk or in a vehicle; walk and stand during investigation activities; bend, squat and kneel during inspection of crime scene or conducting searches; climb stairs and/or ladders while in the field; twist while making arrests; perform simple and power grasping, pushing, pulling, and fine manipulation; continuously wearing utility belt and other police equipment of 30 pounds and intermittently carry weight of 100 pounds or less. Position Details: Salary Range: $149,000- $180,000 FLSA Status: Exempt. At Will-Employment. Full-Time. A thorough background check will be required including, but not limited to: current and past employers, personal contacts, education verification. (A complete list of background check documents will be provided upon request). A pre-employment physical that meets public safety requirements,including a pre-employment drug screen, will be required.
