Approval of Agenda All 5 MJH 5/01/05 Discussion: Approved with correction to guest speaker: Ms Lisa Curtis, Deputy Administrator at OSPR to give today s presentation on Mr. Carlton Moore s behalf. Mr. Moore was needed in court in southern California on a pending legal case. Conclusions: HIT Team Meeting agenda are posted on the HIT Team Website: Action items: Agenda posted. MJH 5/1/05
4 Guest Speaker Presentation: Lisa Curtis, Deputy Administrator Department of Fish & Game, OSPR OSPR 101 Oil Spill Prevention and Response. An Overview of OSPR s mandates and programs. 40 Discussion: In November 2004, Lisa Curtis was appointed by Gov. Schwarzenegger as Deputy Administrator for the California Department of Fish and Game s Office of Spill Prevention and Response. Prior to this appointment, Ms. Curtis held position of Chief of the Office of Spill Prevention and Response Enforcement Branch since October 2001 where she oversaw the Dept. s statewide pollution response and enforcement efforts. She served in difference management capacitieswith the Dept. of F&G from 1997 to Ms. Curtis delivered Carlton Moore s OSPR 101 presentation. The presentation covers OSPR s mandates and programs. Currently, the agency is divided into two main sections: Inland, funded by penalities collected from RP s and Marine, funded by petroleum product tax. The uneven funding mechanism for the Inland section is of concern and remains a priority to OSPR while funding for Marine is presently $50mil/year. The presentation is posted on the HIT Team s website: ( ). Conclusions: Thank you Lisa Curtis for delivering the presentation to our group on short notice and with such good humor! Thanks again. 5 Roundtable Discussion/Information Sharing All 30 Discussion: CCHS HazMat - Currently testing the feasibility of using electronic tablets for hazardous material, hazardous waste, underground tank and clean water inspections. Ms Hagen is on the task force evaluating the tablets and shared her tablet PC with the group. Results: TBD! Incident Response since April included 7 barges that accidentally caught fire in the Delta near the Antioch Bridge. A shelter-in-place was announced to the local community. Some difficulties arose concerning jurisdiction because the barges were on the Sacramento /Solano /Contra Costa Co border. Ultimately USCG became IC and managed the incident without significant impacts to the community or to the environment. SRVFD Responses since April included minor oil spills/transportation related. Cal EPA-DPR (Dept of Pesticide Regulation) Recommended County Ag reprentative Mr. Youst be included on HIT Team distribution list. MJH will follow-up. USCG Sector San Francisco currently undergoing a reorganization. USCG to give presentation at next HIT meeting. OSHA Contact Clyde Trombettas of Cal/OSHA, Concord office for more information. BAAQMD Currently training 3 new inspectors for the Bay Area. SLC State building refineries (docks/pipelines/fire fighting capability) to be integrated into the Building Code. A LNG interagency working group (headed by energy commission CPUC) is looking at placing LNG facilities import facilities in California. To develop statewide recommendations for California. Continued maritime security advances within CA ports. DFG No Co Co County incidents. New appointments: Steve Edinger Asst Chief OSPR and Nancy Foley Chief of Patrol OSPR. Central Sanitary - Hospital decontamination procedures were discussed and may have negative impacts on sewer system. Central San to investigate directly (MJH recommended Jeff Skinner talk to Dan Guerra) OSHA New regulations pending regarding pipelines and employers (to include contract employees). Also new chlorine safety regulations. OES/ESD Developing agency/industry haz mat exercise training drill. RFD Bomb scare at Richmond s Amtrak/BART June 8, Approximately a five hour response with interagency cooperation from FBI/WC Bomb Squad/BART PD and bomb dog/homeland Security Dept. Thankfully the individual did not really have a bomb. Conclusions: Informational Items. Good discussion. Thank you all.
