Recommendations for Investment in Our Nation s Marine Transportation System as Part of a Coherent, Coordinated, and Comprehensive Intermodal Transportation Policy Build on SAFETEA Recommendations Corridors and gateways program to improve intermodal transfer facilities Expanded TIFIA and STP eligibility Short Sea Shipping Create a Title XI loan guarantee like program for port infrastructure improvements needed to support Short Sea Shipping. Expand the Title XI Shipbuilding Loan Guarantee Program to facilitate Short Sea Shipping vessel and terminal construction, and shipyard revitalization. Permit the use of CCF deposits for the construction or reconstruction of vessels to be used in SSS. Prioritize SSS pilot projects

Develop policy for mariner recruitment and retention Draft Resolution May 4, Assess the economic consequences of a catastrophic event affecting the MTS affecting the MTS and identify mitigation strategies to recover the system of commerce.
