2 BACKGROUND Hungarian National Directorate General for Disaster Management (NDGDM) in partnership of the Romanian General Inspectorate for Emergency Situations (GIES) supported by EC Directorate General for the Environment, implemented the joined project EU-HUROMEX 2008 within the framework of Civil Protection Mechanism of the European Union 2

3 BACKGROUND EU-HUROMEX 2008 (EU grant awarded under contract number /2007/ /SUB/A3, to be developed between 1 January 2008 and 30 June 2009, total value of EURO) included the preparation, implementation and evaluation of a full-scale simulation exercise of civil protection interventions in case of serious flooding and the recovery of damages to the critical infrastructure. 3

Member States of Central and Eastern Europe were in lack of national resources for emergency management. The exercise took place on the territory of Hungary, at the catchment s area of the river Tisza and in Romania in Arad County. The countries required assistance via the Monitoring and Information Center, and applied the Common Emergency Communication and Information System (CECIS) for handling disaster-management. 4

5 PARTICIPATION Applicants : Hungary & Romania 8 Participant country: Austria, Bulgaria, Croatia, Lithuania, Moldova, Slovakia, Slovenia and Poland Team capabilities 20 persons in each team. The total number of intervention personnel was around 250 persons. 8 AIMS Exercise EU Civil Protection Community Mechanism, in case of natural disasters such as floods and earthquake, in case of accidents and chemical industrial incidents involving the critical infrastructure damage. Intervention in case of large scale affected areas and long distance relocation of international forces (including border crossing) Setting up the emergency intervention teams in a modular approach Improving the cooperation and interoperability between the teams Implementing the provisions of the available EU Instruments 8
