1 Full Scale Mock Exercise ON FLOOD DISASTER IN MADHUBANI DISTRICT OF BIHAR On 18 th JUNE 2009 Venue: Ramnagar Panchyat (Bhuthi Balan Rever Bank), Phulpras Block By:- Maj Gen V K Datta, AVSM, SM**, VSM,**PPMG Senior Specialist (CB & ME) NATIONAL DISASTER MANAGEMENT AUTHORITY (NDMA) With Support of (NDRF) National Disaster Response Force Organized By: District Administration, Madhubani
2 Objectives of Mock Exercise To test the Adequacy and Efficacy of the Emergency Response Plan of Madhubani District of Bihar Against Floods To highlight the roles and responsibilities of the concerned stakeholders at the District level To enhance coordination and synergize efforts of various Emergency Support Functions at the District level in Madhubani District To find gaps in the resource, manpower, equipment communication and systems at District. To empower the vulnerable groups to face disasters squarely with enhanced resilience.
3 Conduct of Mock Exercise Presentation of Disaster Management Plans for Floods by different stakeholders at District level from Collector to Village Mookhiya. Painting of scenario from Preparedness to Early Warning Stage to Response of the various stakeholders as per their Plan/SOP. Scenario of Floods Occurring in the District and local action by the Community, VDMC, NGOs, Local Authorities and the District/Subdivision/Block Administration..contd
4 Conduct of Mock Exercise Mobilization of resources and the assessment of help from outside the Block. Coordination between various agencies by the District/Block administration, to mitigate the effect of flood disaster. Instructions will be given by the District Collector/Incident Commander and the follow up action will be taken up by the stakeholders as per real time schedule and available resources. Mock Exercise will entail mainly interaction between the Collector /Incident Commander and the District level stakeholders with the NDMA Coordinator acting as Facilitator and progressing the Exercise to meet the Objectives.
5 SITUATION 1 1.How much percentage of population in the low lying flood prone areas and along river channels of Madhubani District are living in Vulnerable Houses (mud wall, asbestos, thatched roof). 2.What is the percentage of vulnerable people (old, sick, infirm pregnant and lactating women, children below 5 years) in the Madubani District and what Special plans do they have for their Evacuation.
6 SITUATION 2 1. What is the Safe Location Capacity within the Madhubani District. What stocking and augmenting plans exist to include food, medicines, water etc? 2. If adequate relocation capacity is not existing within the District, are there any plans to accommodate people in neighboring Districts? What is their augmentation capacity and Coordination Plan? 3. Safety measures for the Property and assets of Relocated People.
7 SITUATION 3 What is the availability of Transport, Boats, Motor Boats for Evacuation of People and their Property in the District. Is it Sufficient? If not, what are the Alternative Arrangements?
8 SITUATION 4 What Coordination Plans exit, if any among communities and Government agencies to ensure additional Drainage Route for Flood Waters. Have the people made emergency Kits and essentials required for survival in special satchels?
9 SITUATION 5 As at 1500 hrs on 18 June 09 Reports from IMD, CWC and State Disaster Management Commissioner and CWC indicate occurrence of heavy rains upstream in Nepal and neighboring Sub Catchment Areas of all river channels including River Kosi/Kamla/Bhutahi & Adhwara Group of Rivers which are likely to overflow and inundate low lying areas in most parts of the District. Requirement 1. As Collector of Madhubani Distt, what action, if any would you like to take, in respect to Preparedness Planning.
10 SITUATION 6 As at 0800 hrs on 18 June 09 A breach in a dam in neighboring Nepal has led to massive inflow in rivers, in Madhubani and Neighboring Districts. Further, continuous bad weather for hrs and shortage of boats is already hindering evacuation affected areas. Requirement Additional actions to be taken at state relief machinery as per Safety Norms and by the Collector of Madhubani Distt.
11 SITUATION 7 As at 1600 hrs on 18 June 09 Overflowing rivers and landslides have killed 150 people, 450 injured and forced thousands from their homes in the worst flooding in years. More than 50,000 people were marooned or left homeless in low-lying parts of Madubani district as river waters flooded huge swathes of land. 12,000 people were stuck on rooftops, waiting for rescue assistance or provide food. There have been a number of deaths due to flood. Requirement i) Actions by District Collector. ii) Action by CMO, for immediate action and checking epidemic. iii) Specialist response by NDRF and Army units if called for. iv) How would the water and food be arranged for the marooned people.
12 SITUATION 8 As at 0800 hrs on 18 June 09 Although mercifully, the rainfalls have receded (but not totally stopped) the quantum of downstream river flows from Nepal are likely to continue in next 8 to 10 hrs. All inundated areas of Madhubani District have water level ranging from 1 to 2 meters stagnant for last two days..contd
13 SITUATION 8 (Contd) (A) Mudslides caused by rain buried homes in parts of North Madhubani District. Casualties/Losses: Human Beings 97 killed and 250 injured. Cattles 290 died. Affected by Mud Slides Human being (including 900 senior citizen; 350 pregnant and lactating women and 1500 children)..contd
14 SITUATION 8 (Contd) (B) There has been widespread damage to agriculture. It is estimated that in Madhubani District alone, a total land area of about 45,957 hectares has been submerged, out of which nearly 19,310 hectares is farmland. However, the flood situation in the state is improving as water levels in the major rivers have started receding gradually..contd
15 SITUATION 8 (Contd) (C) Public Health Emergency situation is prevalent in the areas under stagnant flood waters for over two day. Affected Human being (including 500 senior citizens, 700 pregnant women, 800 children); Cattle taken ill Requirement i. Action by the Collector and implementation, up to Community level. Where the ICP is to be located? ii. Action contemplated by the Health Department (Medical & Vet) to control the spread of epidemics. iii. Action contemplated by the Agriculture Department.
16 SITUATION 9 As at 1000 hrs on 18 June 09 Almost half of the Relief Store in Madhubani are totally inundated. Stored material cannot be used. The major NHs and State Highways are cut off due to disruptions at a No. of places. How would you augment relief stores and what arrangement will be made to receive the stores from outside the District/ State and distribution to victims?
17 SITUATION 10 As at 1100 hrs on 18 June 09 Rail communication is continuing only up to Muzafarpur. Vital installations, telephone lines, educational institutions and other Government institutions, electricity substations are badly damaged and power supply is severely disrupted in most parts of Madhubani District. Two rakes of food grains are waiting for unloading at Muzafarpur because FCI does not have any safe godown space in nearby areas. REQUIREMENTS How the relief stores be carried forward of Muzaffarpur? How and when will the essential services (Electricity, Water & Sanitation) be restored? What interim measures will be undertaken to face the situation? Additional help if any from the State/ other districts be indicated?
18 SITUATION 11 As at 1100 hrs on 18 June 09 Where is the Relief Camp to be located, their location and how is a Relief Camp established? Who is responsible to run the Camp? What arrangements are made in the Relief Camps for food, water and sanitation? What special facilities are planned to be provided for vulnerable groups (aged, infirm, pregnant and lactating women, children below 5 years etc)?
19 SITUATION 12 As at 1200 hrs on 18 June 09 About 200 elderly people/ senior citizens staying in various Relief Camps in north Madubani District need hospitalization. PHC in the Relief Camp is not sufficient to treat such a large number of sicks. Where, in what mode and when will they be provided with medical assistance at available major hospital facility.
20 SITUATION 13 As at 1300 hrs on 18 June 09 Relief material sent by the State Govt. was intercepted by hooligans on road from Muzaffarpur to Madhubani. The supplies were diverted and looted. There was rioting at a number of places with people blaming the Administration and Police for not looking after their interests and have asked for help from the visiting VIP. How will you deal with the situation? And how would you ensure security of foodstuff and other relief material in future?
21 SITUATION 14 As at 1330 hrs on 18 June 09 By Whom and how the Damage Assessment, due to floods, will be carried out at Block and District level?
22 PREPAREDNESS STEPS FOR MOCK DISASTER (Flood) DRILL
23 S.No Event Programmes 1 Simulation of Floods Indication by Observers on ground to village Mookhiya/ Members. 2 Casualties (For Treatment) MOCK EXERCISE FLOODS (Madhubani, Bihar) SIMULATIONS 3 Actual Evacuation of affected population to Relief Camps. Human Being 140 in Madubani District Water Tankers One to two in each of the Relief Camps and at ICP. 5 Ambulances All Ambulances to be mobilized by and kept ready at their places. 10 ambulances to be moved from District Hq.. 6 Temporary PHC To be established at each of the Relief Camps and at Critical Areas. 7 Food Packets Lunch packets on Exercise Day (17 & 18 June 09) for 450 evacuated people and those involved in organizing the exercise.
24 8 Equipment Boats, Excavators, dumpers and Road Rollers to be arranged through PWD on as required basis. 9 Transport For evacuation of 450 people to Relief Camp. 10 Generators To be earmarked naming the source but only one to be moved to ICP 11 Telephone, Cordless, Mobiles, wireless handsets and Fax Machines. 12 Sewerage & Sanitation. For ICP functionaries Moving Toilets & Bathrooms to be arranged at the ICP and Relief Camps.

26 INCIDENT COMMAND POST Incident Command Post will be established on orders of the Collector Madhubani District at a place nominated by him. The stakeholders for flood management identified by him beforehand and the respective departments will depute senior representatives to ICP. Accessories like tents, chairs, tables, pens, nameplates, notepads, banners and caps/arm bands with Mock Exercise Madhubani written on it (optional) catered for.
