1 Sheriff Civil Service Board Civil Service Policy #: Promotional Examination CHAPTER: Employee Development EFFECTIVE DATE: 4/24/15 SUPERSEDES: 2014 Sedgwick County Sheriff's Civil Service Board Policies and Procedures 3.03 ISSUED BY: Current Civil Service Board I. Policy Statement A. (R) All detention corporal, detention sergeant, detention lieutenant, detective, sergeant, and lieutenant positions will be filled through competitive examination. Captain positions will be filled through an assessment process. Examinations for these positions shall be job-related, and designed and administered in such a manner to maximize validity, reliability, and objectivity. B. (R) Selection for appointment to the positions of detention corporal, detention sergeant, detention lieutenant, detention captain, detective, sergeant, lieutenant, and captain shall be made from lists of candidates certified eligible by the Sedgwick County Sheriff's Civil Service Board. Appointments to these lists shall be limited to those candidates who achieve a score of at least 70% on the written test. The candidate must also complete the oral examination. Candidates for captain must complete the assessment process with a score of at least 70%. C. (R) Eligibility lists for all positions except captain, shall be valid for two (2) calendar years. Candidates not on the current eligibility list, and who meet the requirements in section II.C below, may examine each year in an attempt to become eligible. Employees on the current eligibility list will not be allowed to retest until the testing cycle during their second year of eligibility. Captain candidates will assess on an as needed basis. The captain eligibility list will be valid for one year.
2 II. Procedures A. (R) The Sheriff's Office Training Commander will announce promotional examination on the Sheriff s Intranet announcement page between August 1 and September 1 of each year for all positions except captain. The Sheriff or his/her designee will notify eligible lieutenants that a captain assessment will be forthcoming at least 30 calendar days prior to the assessment date. B. (R) To be considered as a candidate for, employees must submit a deputy's report or send an message to the commander of the training section as an application for examination. This report or shall include the test(s) to be taken and the date(s) and time(s) preferred for scheduling. Applications for examination must be received by the commander of the training section no later than 1700 hours on the last Friday in August. C. (R) In order to be eligible for promotional examination, candidates must meet or exceed the requirements indicated below within 12 months following the examination. Commissioned personnel will only be allowed to test for commissioned positions, and non-commissioned personnel will only be allowed to test for non-commissioned positions. Service time will be computed only within the career path tested. 1. To be eligible for examination of the position of detective or detention corporal, candidates must have served a minimum of three (3) years with the Sedgwick County Sheriff's Office as a deputy or detention deputy, respectively. 2. To be eligible for examination for the position of sergeant or detention sergeant, candidates must have served at least five (5) years as a deputy or detention deputy, respectively, and have successfully completed a Sheriff s Office mandated leadership course. Candidates are not eligible for testing if they are on promotional probation. 3. (R) To be eligible for examination of the position of lieutenant or detention lieutenant, candidates must have served at least two (2) years as a sergeant or detention sergeant, respectively. Additionally, the candidate must meet the requirements of time in grade and education that place them within the eligibility area of the Lieutenant Eligibility Matrix. 4. (R) To assess for the position of captain or detention captain, candidates must have served at least two (2) years as a lieutenant or detention lieutenant, respectively. Additionally, the candidate must meet the requirements of time in grade and education that place them within the eligibility area of the Captain Eligibility Matrix.

YEARS 7 or more IN 6 Eligible For Testing RANK Not Eligible For Testing 2 D. (R) The Training Commander shall verify and maintain an eligibility list of candidates. 1. (R) It is the responsibility of the candidate to notify the Training Commander or his/her designee and provide sufficient documentation of his/her educational achievements. E. (R) Written Examination all candidates except captain 1. Candidates must achieve a score of 70% on the written test before being eligible to take the oral exam.
4 2. The Sheriff's Office training section shall be responsible for coordinating the test development or obtain tests from an approved vendor. a. Test items shall be directly related to the position being examined. b. Test items shall measure the candidate's possession of specific knowledge, skills, or abilities required for successful performance of the position being examined. 3. (R) The Training Commander or his/her designee shall schedule and administer examinations. a. The written examination shall be administered after September 1 of the examination year. b. (R) The Training Commander will notify Civil Service officer of the date and time of the promotional examinations. F. (R) Deputy's Interview Board all candidates except captain 1. The deputy's interview board shall be comprised of one (1) major or captain, one (1) deputy with rank equal to or above the rank being interviewed, and two (2) members from outside the Sheriff's Office. The appointments from outside the Sheriff's Office will be made by the sheriff or his designee with one (1) member from another law enforcement agency outside the Sedgwick County Sheriff's Office and the other member a civilian. 2. The members of the deputy's interview board should remain the same through each rank, and if possible, for the whole procedure. 3. At the discretion of the sheriff or his/her designee, all candidates who do not attend the scheduled deputy s interview board may attend a single make-up. This make-up deputy s interview board will have a composition as outlined in section II F.1 above, however it need not be comprised of the same individuals used in the initial deputy s interview board(s). 4. (R) Oral Examination a. The deputy's interview board shall interview candidates and evaluate candidates in areas which can be measured in an oral examination format. b. Candidates shall be evaluated in areas which directly relate to the position being examined for, and shall measure candidate's possession of specific knowledge, skills, abilities, or personal characteristics required for successful
5 job performance. G. (R) Captain Assessment c. (R) The deputy's interview board shall award zero to fifty (0-50) points for the oral examination. 1. (R) At least 14 calendar days prior to the assessment, the Sheriff will provide the candidates with a topic to which they will prepare a presentation to deliver to the assessment board. 2. (R) The captain assessment board shall be comprised of the Sheriff or his/her designee and three (3) members from outside the Sheriff's Office. The appointments from outside the Sheriff's Office will be made by the sheriff or his designee with one (1) member from another law enforcement agency outside the Sedgwick County Sheriff's Office, one (1) Sedgwick County employee and the other member a civilian. 3. (R) The captain s assessment will be developed by the Sheriff and will consist of two parts; one part being a specific project and the second an oral exam. The Sheriff will explain the assessment process to each candidate prior to assessment. Candidates will be scored on the assessment process and must obtain a minimum of 70% to be eligible for promotion. H. (R) Promotional Matrix 1. (R) At the conclusion of all examinations and assessments, candidates meeting the 70% minimum will be placed on an eligible candidate list. 2. (R) Eligible candidates will be placed into the promotional matrix, shown below, at the time of promotion. 6 Sergeant Matrix Weighted Scores Hire Date Written Test 20% Promotional Matrix Weighted Final Scores (Sample) Oral Board 20% Evaluations 20% Seniority 15% Discipline 10% Education 15% Total Candidate Name 1/9/ Candidate Name 10/11/ Candidate Name 3/10/ Candidate Name 1/1/ (R) The candidate s two most recent evaluations, current seniority, the two most recent years of discipline, and current education will be calculated in the promotional matrix. Calculations are: a. (R) Date of Hire The formula figures months of service from date of hire each time the spreadsheet is opened. The months of service are multiplied by a factor of.0625 to weight the score as 15% of the total points. b. (R) Written Test The score is multiplied by a factor of.4 to weight the test score as 20% of the total points. c. (R) Oral Board Each of the four (4) members of the board will award up to 50 points for each candidate. The four scores are added together and divided by 4 to provide an average score. The score is then multiplied by a factor of.4 to weight the score as 20% of the total points. d. (R) Evaluations The two most recent evaluation scores (in grade) are added together and divided by 2 for an average score. For the rank of Detective, Sergeant, and Corporal the score is multiplied by a factor of to weight the score as 20% of the total points. For Lieutenant and Captain, the score is multiplied by a factor of to weight the score as 20% of the total points. e. (R) Discipline No violations in last 2 years, enter 10 points Reprimand - Subtract 1 point for the 1 st, 2 points for additional 1-2 day Suspension Subtract 2 points for 1 st, 4 points for additional 3-4 day Suspension Subtract 3 points for 1 st, 6 points for additional 5 or more days Subtract 5 points for 1 st, 10 points for additional f. (R) Education

(R) It is the responsibility of the candidate to notify the Training Commander and provide sufficient documentation of any changes in his/her educational achievements. I. (R) Training Commander or his/her designee shall tabulate the written test scores in order to determine which candidates are eligible to proceed to the oral examination. J. A majority vote of the Sedgwick County Sheriff's Civil Service Board shall certify the lists of eligible candidates. This policy/procedures manual does not in any way constitute an employment contract or terms thereof, and the personnel policies and procedures contained herein are subject to change at any time.
