1 Lee Sportsmen s Association Outdoor Pistol Range Standard Operating Procedures Preamble The elected officers, in their role as officers or directors of the Lee Sportsmen s Association (LSA), operating in accordance with the club bylaws, have ascertained a need to protect the club, its members and officials. This need is the enforceable regulation of firearms safety while on club property. Accordingly, the following regulations are established as a requirement for each member to read, understand and agree to as a condition of membership. This SOP is to be used in conjunction with the Lee Sportsmen s Association Standard Club Operating Procedures, which exists as a separate, overall, controlling document. Enforcement will be conducted by the LSA Range Safety Officers (RSOs), consisting of the club officers and RSOs designated by the Board of Directors (BOD) and may be further supplemented by members who become certified RSOs in the future. At the Lee Sportsmen s Association safety is our top concern. Whether shooting alone, with friends or in a sanctioned event, safeguarding people from injury has to be in the forefront of everyone s mind and reflected in their actions. Toward this end, the following rules have been created and must be strictly followed by all members and their guests. Breaking the rules will result in your being asked to leave the grounds and may result in the revocation, without appeal, of your membership. These rules are subject to change without notice at the discretion of the BOD in order to maintain the safest possible environment. For questions, suggestions or to report unsafe activities at LSA, please feel free to call or the President, Pistol Range Chair or any LSA official as posted at the Pistol Range.

2 Always Observe The Fundamental Rules Of Safe Gun Handling: Muzzle Control - Always point firearms in a safe direction Never load a firearm until you are ready to shoot Leave your finger off the trigger until ready to fire Know your target and what is behind it Definitions: Members: Individuals or Family membership as defined by the LSA bylaws, who have paid dues to join the club. Includes their immediate family, i.e. spouses and children under the age of 18 with a Family Membership. Guests: Any non-member invited to use the club facilities by a member, can only use the club facilities once then they will be required to become a paid member. Members are fully responsible for the actions of their guests. Shooting Visitors: Non-Members may visit the club without invitation by members for such special events as may be held at the Outdoor Pistol Range. Open Houses, etc. They shall read and understand these SOPs and sign and return the attached Liability Waiver and Hold Harmless agreement. Range Safety Officer (RSO) Individuals who are certified by completion of the NRA RSO course or appointed by the Board of Directors to ensure compliance with the Standard Operating Procedures. They oversee live fire activities on Ranges, check and remove any threats or obstacles found on the ranges that are a threat to safety. And demand that shooters lay down their arms and/or leave the property at any time for serious safety breaches. Pistol Range The outdoor pistol range is the designated area between the Club House and the Skeet Fields as defined by the earth barriers and three separated designated target areas. General Club Rules In any unsafe situation, the CEASE FIRE command may be issued by any member, and is not restricted to a Range Safety Officer alone. Notify a CO or RSO immediately. The Outdoor Pistol Ranges will be closed to all shooting during regular scheduled Skeet Field operation as posted at the Skeet House and the LSA Web site and during any scheduled special event. It is the responsibility of anyone using the Outdoor Pistol Range to determine if there is any scheduled Skeet Event both regular Skeet Hours and any special event prior to using the Outdoor Pistol Range. Specific members of the club will be identified as appointed RSOs. These members, as appointed RSOs will have the authority to open and close the outdoor pistol range in accordance with a schedule approved by the club officers. Appointed RSOs will also have the authority to host club-shooting events and issue range qualification badges to members who successfully complete a

3 range orientation. Appointed RSOs must be NRA Certified RSOs or authorized by the Board of Directors and the Officers to act as a temporary RSO. These appointed non-certified ROS s are encouraged to become Certified. No drugs or alcohol are allowed on Range property at any time. Persons judged to be under the influence of drugs or alcohol will be asked to leave the grounds immediately. Disruptive behavior or destruction of club property will result in the revocation, without Appeal, of your membership at the discretion of the Board of Directors. Pets must be restrained and under control when any range is in use. Barking dogs are not permitted during shooting and must be removed. The preferred parking location is along the driveway North of the Skeet Field Road. Range Safety Officers instructions must be followed on all ranges. Members are asked to notify a Range Safety Officer (RSO) or Club Officer (CO) of any safety violation they observe. On all ranges, eye and ear protection are required by all persons present when firearms are being discharged. Range Operations - General: The Lee Sportsmen s Outdoor Pistol Ranges are intended to provide authorized personnel access to a facility where they can enjoy a safe shooting experience while learning or maintaining the proficient use of firearms. Authorized personnel can be identified by the presentation of a current membership card, or other identification to be determined at a future date. Facilities for Use: Outdoor Pistol Range availability is at the discretion of the officers of the LSA and the Board of Directors. Range Targets requirements: Only paper fixed non-moving targets are authorized on all LSA Outdoor Pistol Ranges and are to be mounted to non-metallic stands. Steel plates are only to be used for Cowboy Action, IDPA and Steel Challenge shooting and only when a Certified RSO is present. No targets are to be placed on the ground, this includes glass, tin cans or clay targets. No targets are to be placed higher than 4 and no lower than 12. Shooting allowed only at specified target areas, unless adjusted per safety plan during an IDPA/Cowboy Action/Steel Challenge LSA sanctioned event. NEVER SHOOT AT THE GROUND!!!!

4 Authorized & Prohibited Firearms/Ammunition: Fully Automatic firearms and/or machine guns are prohibited on all LSA Club ranges. 1. All Pistol calibers may be used on the outdoor range excluding.460 &.50 caliber. 2. Pistol caliber rifles/carbines and.22lr rifles are allowed. 3. Shotguns are allowed on Bay 3 only, unless under the supervision of an LSA RSO during an LSA sanctioned event. Note: Controlled fire must be maintained at all times. Shooting in a fast full auto style and magazine dumping is prohibited. Violation will be reason for membership suspension at the discretion of the Board of Directors. The exception to this rule is during IDPA or Cowboy Action shoots. Authorized Personnel: The following people are authorized to use the LSA outdoor pistol range. 1. LSA Members - Members have full access to the outdoor pistol ranges in accordance with the procedures set forth in this SOP and the club by-laws. Shooters under the age of 18 must be supervised by an adult member. 2. Non-Profit Organizations Organizations such as the 4-H, Boy Scouts, and the Girl Scouts may be granted permission to use LSA outdoor pistol ranges, if a request is presented and approved at a monthly LSA meeting. 3. Law Enforcement/Game Wardens Lee Police have full access to all LSA ranges. Authorized Personnel Cont d.: Outdoor Pistol Ranges, for qualifying officers. A designated officer in charge of qualifying Lee Police may bring officers to the club for qualification, and is responsible for qualifying officers to meet SOP standards. The Board of Directors require that the Police Department give the Lee Club President at least a three week notice of qualification intent which will only be granted if the range has not been booked for a previous activity. Other Police Departments may make application to the club to qualify officers. Any Police Department making application will be subject to a fee (assessed per officer) TBA by the Board of Directors. The fee will entitle that Police Department to use the LSA Ranges for qualification of their offices for (1) one year from the date of acceptance. The Designated Officer must attend a range orientation. He/ She is responsible for Officers Qualifying to meet Range SOP standards, and must accompany them on the range during qualification. A Lee Range Safety Officer must be present for range usage in this circumstance. The Board of Directors require that the Police Department give the Lee Club President at least a three week notice of qualification intent which will only be granted if the range has not been booked for a previous activity

5 Note: A person s or organization s authorization to use club ranges may be suspended for not complying with the Range Standard Operating Procedures. Any member whose authorization has been suspended can be expelled from the club in accordance with the club bylaws. Personal Responsibilities: All range users are responsible for safety, their own actions, and any personal property brought to the ranges. 1. Club Officer s Responsibilities a. Safety Briefing Club officers are responsible for making sure all new Lee Sportsmen s Association members receive a safety briefing at the Monthly meeting upon joining the club. b. Enforcing SOP & By-Laws Club officers are responsible for enforcing this SOP & club by-laws in order to maintain a safe shooting environment. c. Maintaining Range Rules & SOP Club officers are responsible for maintaining the range rules and this SOP. 2. RSO s Responsibilities a. Inspecting Range All RSOs are responsible for inspecting the range before opening the range to ensure the range is safe. b. Oversee all live fire c. Insure all rules are enforced Safety Plan & Emergency Procedures: First Aid Kits. First Aid Kits designed for minor injury will be maintained at all ranges. All members and guests using or visiting the Lee Sportsmen s Association ranges will be given a standard safety briefing. Depending on the situation, the briefing may be given orally or in writing. Personal Hygiene. Due to high levels of lead usually associated with ranges members and guests should refrain from eating and/or drinking while on the range and always wash their hands and face with appropriate soap and water after using the range. Nursing or Pregnant women should not use or visit the ranges. First Aid/CPR Training.

6 All club members, specifically members acting as the RSO at special events, are encouraged to obtain some sort of First Aid and/or CPR training. Emergency Communications. A telephone is available at the Club House. All club members and RSOs are encouraged to have a cellular phone readily accessible. Emergency Procedures In case of an emergency, the RSO, or club member should execute the following procedure. Keep in mind that an emergency could be a weather emergency as well as a medical emergency. The RSO or club member, must make the decision whether or not 911 needs to be called. If the person injured is capable, he/she should also have input into the decision. For example, a minor cut usually does not require 911, however, a broken arm or leg may require 911 Depending on whether or not the injured person has a friend or family member with him/her that can drive them both to the hospital. 911 should be called anytime someone loses consciousness 1. Take Charge of the Situation. a. Call a Cease Fire, have everyone unload and stay in place b. Evaluate the Situation c. Designate helpers, if necessary. 2. Take Action a. Seek Shelter during a storm. b. Start applying First Aid and/or CPR, if necessary. c. Assign someone to call 911, if necessary. d. If necessary, send someone to meet the ambulance at the main road. 3. Document the Incident. a. Take Notes or appoint someone to take notes for you. b. Have everyone write down what they saw. c. Take pictures if possible. d. File any required reports. e. Notify the President of the Lee Sportsmen s Association f. Notify the local authorities. In the event of a firearm related incident, this is required by law.

7 Lee Sportsmen s Association Safety Regulations Acknowledgement and Liability Waiver To be returned to LSA Club Secretary All Club Members or Shooting Visitors are required to sign this statement that the Safety Regulations of the Lee Sportsmen s Association will be read and understood prior to using the club facilities. This waiver form must be signed and returned to the club before utilizing any LSA ranges. My signature on this document confirms that prior to using the club facilities I have read and understand the Lee Sportsmen s Association Safety Regulations. If necessary I will contact a Club Officer for any explanations needed. I also understand that violation of these rules can result in suspension or dismissal from the club. I am also responsible for observance of these rules by any of my family members and guests. For myself and my family, I knowingly and freely assume any and all risks, both known and unknown, while on the premises of the Lee Sportsmen s Association and assume full responsibility for my participation in their activities. I, for myself and my family, and behalf of my heirs, personal representatives and next of kin, hereby release and hold harmless, Lee Sportsmen s Association, it s officers, directors, volunteers, members, guests, other participants, and sponsors with respect for any and all injury, disability, death, loss or damage to person or property, whether arising from the negligence of the Lee Sportsmen s Association or otherwise, to the fullest extent of the law. I have read this release of liability and assumption of risk agreement, fully understand its terms, understand that I have given up substantial rights by signing it and sign freely and voluntarily without any inducement.
