3 Lee County Public Safety Coordinating Council Meeting Lee County Administration Office Building 1 st Floor Conference Room DISCUSSION Open & Approval of Previous Minutes Honorable Judge Josephine Gagliardi The calling of the meeting to order was at 12:00 p.m. by the Honorable Judge Josephine Gagliardi Ms. Jennifer Alvarez was promoted to Deputy Criminal Division Director for Pretrial Services and she will be the future facilitator of the PSCC meetings Meeting Minutes from March 27, 2018 stand as approved Item 1) Jail Population Update Sgt. Travis Allen, LCSO Jail Population Management Lee County January 2018 February 2018 March 2018 April 2018 May 2018 Jail Facilities Jail - Inmates Core - Inmates ,015 1,082 CPU - Inmates Total Population 1,663 1,658 1,660 1,708 1,785 Females are housed in the Core Facility Juveniles are only housed in the Lee County Jail Most males that are in the Lee County Jail are those that have class one charges Awaiting Sentencing inmates are those that are found guilty however waiting on the judge to sign off on the sentence Felony inmates are inmates that are being held for a felony charge(s) Misdemeanor inmates are inmates that are being held for a misdemeanor charge(s) VOP inmates are those in the jail for a violation of probation Holds are inmates that came from another institution State inmates are those that came back from DOC and are awaiting an appeal CPU stands for Community Program Unit Total jail population has increased due to more arrests based on overall population increase Item 2) LCSO Work Program Update Lt. Burch, DCF Combs & Jeanette Defaira, Program Coordinator The LCSO Work Program day workers that are sentenced to the program help clean our roads, they take care of entities that need our help and they take great pride in the work they do Some of the reasons the day work program works well is because it keeps the jail population down, decreases the amount of contraband from getting in to the jail and opens up bed space Inmates sentenced to this program allows them to keep their family life and job There has been an increase in the jail population and a decrease in the day work program 3 P a g e

4 Item 3) Risk Protection Orders Shelia Jerome, Civil Division Director Risk Protection Order is also referred to as RPO Went into effect March 2018 Law enforcement officer and/or agency are the only ones that can file a Risk Protection Order The Risk Protection Order can temporarily restrict a person s access to firearms for up to one year in situations where the person poses a significant danger of harming himself/herself or others by possessing a firearm The court must order a hearing to be held no later than 14 business days after the date of the order The court is permitted to issue a temporary ex parte risk protection order pending the return hearing With final order court can request a psychological evaluation Item 4) DOC Treatment Bed Cuts and Impact to Community Katie Geist, Program Manager of the DOC and Co-Occurring Programs 37 bed program that is funded through the Department of Corrections Drug and alcohol related Everyone that comes through the program is on some kind of felony supervision Lee County is the biggest referral source, however accepts referrals from all over Florida On any given day 40% of participants are from Drug Court The programs offers several group therapies including equestrian therapy, pet therapy, drum circle and art therapy On May 2 nd the program received an for DOC expressing that they are experiencing financial issues and that they are going to cut treatment beds (going from 37 beds to 21 beds (jails and half way houses will be impacted) Item 5) Update on MDC & Veterans Court Rachel Edwards, Coastal Behavioral & Stacy Stiens, Treatment Courts Manager Mental Health Court and Veterans Court dockets are both presided by Judge Swett Mental Health Court program has been in operation in Lee County since 2002 Current success rate for Mental Health Court is 84% Current capacity for both programs is 50 Mental Health Court program there are currently 40 participants (22 males and 18 females) with 20 pending referrals Veterans Treatment Court there are currently 24 active participants (23 males and 1 female) with 6 pending referral Current success rate for Veterans Treatment Court is 74% Overall since inception both programs have 70% success rate Funding sources and partners for the Mental Health program is primarily funded by DCF For outreach services Mental Health participants use providers of their choice Veterans Treatment participants if eligible use VA health benefits Coastal Behavioral has had major cuts to their Mental Health funding 5 major diagnosis that come in to Mental Health Court is bipolar disorder (40% of participants), manic depressive disorder (30% of participants), followed by schizophrenia, generalized anxiety disorder and schizoaffective disorder There is also co-occurring substance abuse disorder (82%), in which the Salvation Army is utilized All participants are required to have drug testing In Veterans Court 79% have co-occurring substance abuse and mental health disorder 4 P a g e

5 Eligibility diagnosis 54% have an alcohol disorder followed by 45% PTSD 2 participants have TBI (traumatic brain injury) The program saves money, reduces risk to the community, participants have increased accountability, there s judicial oversight and participants talk to their assigned case worker every week New Business/General Discussion Next PSCC meeting will be Tuesday, September 25, P a g e
