12 J. Opening Remarks The Chairman of the REC, LCol M. J. Stalker, welcomed all members of the REC, including those on telephone conference. He outlined the major focus for the meeting, in particular, revocation of charitable status and the results of the recent Strategic Planning Session. 2. Review of Minutes The gave a synopsis of the 152 nd REC, detailing the six motions, 19 assigned and implied tasks. Of the tasks, 12 have already been actioned and seven are pending. Of note, the PPCLl Fallen task is ongoing, weapon deficiencies are being resolved with the Museum DA, there is a new contract for the archivist and the Museum Manual draft is completed but awaiting review. 3. I 00 th H&A Recognition. The explained that approximately 29 of 216. remained to be distributed and presented. Many of these are for Association members, and therefore were to be distributed at the Association Annual General Meeting or given to their regional representative for dissemination. b. Voluntary Contributions. The explained that 1701 of 1907 Patricia's are paying Regimental Voluntary Contributions; an uptake of89%. The increase seen was due to ERE members. The battalions were down a little bit, which the attributed to courses cycling in and not starting dues. In closing, the Chairinan stated that at the 154 th REC he would like E -3 /9

13 to table a discussion about raising Regimental Voluntaty Contributions for senior NCO's and senior Officers. C. cl. e. Patrician. The explained that all the a1ticles are in and expressed his satisfaction with the quality. He further mentioned that The Patrician is in final review before printing, but might become available as early as mid-june. Also, he encourages all present to start submitting articles for the 2015 Patrician as early as possible, prior to the deadline of 15 December Frezenberg. The briefed for the Project Director Anniversary Officer (PDAO), explaining that the handbook has been produced at this time, and that program production is ongoing as PDAO provides support to the 2 nd Battalion. He then addressed the teardown plan for the AO and when the offices will be vacated. In closing, the Chairman stated that the PDAO will close conditions based and that Capt Clarke will be responsible for the AAR regardless of his posting situation. Shoulder Titles. No final decision has been made. In the meantime, shoulder titles are to remain on the uniforms. f. Monuments & Memorials. The explained that we have a lot of monuments and memorials, and that one of the products of successful brand promotion over the last few years was a large influx of them. Further, he explained the knock-on effect is that we need to capture all of these, produce and update a list and figure out how we are going to maintain them. The Chairman suggested that this is very much a stewardship NCO function and stated that the RWO will take the lead in making sure that the database is accurate, and that there is an OPI assigned to each memorial to ensure there is no damage or anything that would need immediate action. The Association has accepted the care and maintenance of Regimental memorials, but made it very clear that they will not assume responsibility for Battalion memorials and that the REC will use their own O&M funds for them. g. I 00 th AAR. The outlined the extensiveness of the document produced thus far, with annexes A, B and C complete; D, E, F, G, and H are all ongoing. The Chairman thanked everyone for their efforts so far and reinforced the importance of the AAR, suggesting that it was also our archives. h. SPS EX SUM. The Chairman briefed the results of the Strategic Platming Session, specifically the Regimental Battle Honours Committee and the questions surrounding the charitable status of the Regimental Fund. He explained that the REC has formed a Regimental Battle Honours Committee, charged with preparing internal submissions. The committee, with LCol Liebert as the secretary, includes members of the battalions, as well members from each task force to ensure representation from every spectrum of involvement in Afghanistan. So far the committee has had three meetings and is on track to meet the June deadline for PPCLI submission. LCol Liebert will prepare a submission for a battle honour entitled: "Kandahar 2002, IO." In addition, as a result of discussions held during the SPS, LCol Frederickson was appointed to conduct a review of the Charitable Status of the PPCLI and brief back at the REC. 5. Updates a. Regimental Museum E-4 /9

14 (1) Gallery. The Museum Manager, Capt Dave Peabody, briefed the REC on the status stating that the Musei.1m is ready to move ahead with a few of projects in the gallery, most impo1tantly, updating the Hall of Honour stones. All that needs to be done is getting the Afghanistan stone in line with the existing ones, and correcting an error in an existing stone. The contractor has been selected and is waiting for approval. (2) Collections. Furthermore, Capt Peabody briefed the REC on the current condition of collections and noted that in order for an accurate appraisal to be conducted a complete inventory needs to be done. He went on to say his staff is currently working on the inventory and that they have eliminated the accession back log. In addition, weapons holdings have been confirmed, and 300 weapons could be deaccessioned because they hold no specific value to the Regiment. He then advised the REC on the quotes obtained from three different companies to provide cabinets to hold and protect the artwork currently stored in the basement. Price range from $5-1 Sk per cabinet. (3) Archives. Capt Peabody advised the REC that funding was denied for a summer student from Young Canada Works on the grounds that the Museum is an accredited Canadian Forces museum. This seems wrong, as other army museums have been approved for assistance, and Capt Peabody stated that he would follow up. However, a grant was received for a smaller project in the archive from the Archive Society of Alberta. He also noted that Jim Bowman's contract has been renewed, and that his focus has turned to logging information into an online program called Access to Memory. Capt Peabody assured the REC that the time capsule documents were accessioned. The provided the following accession numbers: and He went on to explain that the Museum Manual draft is complete, but won't be finalized until the Regiment chooses the way ahead in relation to NPP and charitable status. LCol Stalker directed that Capt Peabody generate a list of museum holdings that the Regiment could request permission to alienate from NPP to a private entity. b. Budget. The Chairman assured the REC that the Regiment is still in the same financial situation as the last update; however, some areas will reflect negatively because the update focuses on the year 2014 only, not the whole 100 th Anniversary endeavor which started in He reinforced the idea that the Regiment is only about $40k short of the overall goal for the I 00th. The Regimental Treasurer, Major Mandaher, began his brief by reading the Regimental Fund financial statements. The Regiment forecasted a surplus of$44k for 2014 but the financial summary for 2014 showed a loss of $280k. This is due to many bills being paid in 2014 while the corresponding 100 th revenue to offset the expenses was reflected in previous years. The financial summary for 2014 does not reflect the funds the Regiment generated or raised, or received from the Foundation in previous years. For example, some of the grant money secured by the Foundation was not available in 2014, but is coming in 2015, so the regiment paid the bills from investments while waiting for the grant funding to come through. Furthermore, Maj Mandaher added that the Regiment's cash position is very strong. The Regiment has over $380K in investments and $92K in cash total in all accounts. This does not include $145K in the Museum NPF account, from which $59K is unencumbered. He then read the financial statements for the Warehouse Fund. Total sales for 2014 were $1.1 million. The $1. lm includes dinner ticket sales for the 100 th Sales from E - 5 /9

15 regular Warehouse goods were $740K, which is 30% higher than forecasted for In addition we had sales of$215k from 100 th specific merchandise. Note that this number does not include the sales from 100 th merchandise since The actual gross profit for 2014 is $264,680, vice the forecasted profit of $223k. The Warehouse inventory is sitting at $52lk, which is being reduced through liquidation of all I 00 th Anniversary merchandise. The Chairman ended the update by thanking Major Mandaher and his team, and that his Regimental Treasurer duties were to be turned over to the Regimental Major at the 154 th REC on 10 July c. Association. The informed the REC that Dave Pentney is handing over his presidency to Mike Austdal for a four-year term at the AGM. The Chairman discussed the link-in of our ERE system with the geographical system of the Association. He suggested that there be a more formalized structure in place to establish more link-ups between to two. In closing, he highlighted that one of the results from the SPS was that the President of the Association and Foundation would become ex-officio, non-voting members of the REC. d. LER. The LER representative, Capt R. R. Dumas, expressed his sincere thanks for the PPCLI appreciation and recognition demonstrated. He noted that the LER is celebrating their centennial this year. Also, the offer of conducting a Cock O' the Walk competition still stands, with a social function to follow. The Chairman of the REC suggested that the day of the French Grey Ball would be ideal, but offered that Capt Dumas provide three possible dates at the 154 th REC that would work with the LER in the fall. 6. New Business a. Honours & Awards. The began by tabling a motion that Capt John Croucher be awarded a Special Edition Regimental Commendation, which was well received and suppo1ted by the REC. He then introduced Frezenberg nominations, internal and external. For internal nominations LCol Ritchie gave the REC a detailed substantiation. After brief discussion it was decided that a Tier l certificate of appreciation would be award to Mr. Carl Kletke and Tier 1 commendations to Capt Mitton and Maj Liefso, and Tier 2 commendations to Maj Callaerts, MWO Pollock and Maj Thomas. He proposed the following external nominations: CFSU (E), Memorial Museum Passchendaele 1917, Belgian Army Province of West Flanders, Commonwealth War Graves Commision, VAC Vimy Ridge Historic Site, VAC Director of Beaumont Hamel, CMPP Logistic Battalion and Zonnebeke Police. Again, this was well received and all nominations were actioned as requested and are to be awarded Tier I H&A. b. Regimental Battle Honours Committee. The Chairman covered this during the SPS EXSUM brief; refer to report in paragraph 4. h. above. c. Battle Honour Emblazonment. The subject was introduced by the, who explained that a more appropriate type of silk has been located; sample to follow. The Chairman then made it very clear that Afghanistan has been awarded by the government as a theatre honour, and that the choice to emblazon lies solely with the Regiment. He then went on to explain that the submission that will be put forward is for a battle honour, which will have nothing to do with emblazonment. The Afghanistan theatre honour has not been approved to be emblazoned and an informed decision will not be made prior to the battle honour submission. E - 6/9

16 d. Honorary Patricias. The introduced the topic of Bryan Adams being appointed an Honorary Patricia and directed the REC's attention to the handout in the reading package. The Chairman then suggested that ERE reps, Commanding Officers and Regimental Sergeant Majors ensure that at an appropriate time in the future they educate their soldiers about Honorary Patricias. In closing, the REC approved the motion, but recommended that it be awarded at the French Grey Ball, as opposed to prior to the conclusion of the 100 th Anniversary events. e. Team Shi11s. The tabled the motion that Battalions be allocated $5k each in the 2015 budget for team shi1is for Ex STRONG CONTENDER, with an annual maintenance cost of $3k per Battalion in 2016 and subsequent budgets to replace shilis as required. The idea was well received and approved unanimously. f. CANEX Support to Military Kit-Shops. The informed the REC that CANEX_is trying to position themselves as Canada's military store. Their objective is to use militaty gear to draw in customers. He explained that the Regiment can position its product in CANEX on consignment and expand its market, while protecting the brand and using our current suppliers. The motion requested was to engage in negotiations with CANEX. LCol Gallinger offered that the proposal from CANEX be confirmed because it was difterent from the deal the Infantry School was offered. The REC then discussed the issue, highlighting advantages and disadvantages. LCol Strickland expressed his concern for long term viability to the kit-shop, suggesting that the Regiment's ability to sell the brand could be hindered. Another risk, as pointed out by CWO Hessell, is brand control issues, as we lose control of who is wearing the clothing and displaying our brand. The Chairman then thanked everyone for the discussion, and at the 154 th REC the will brief advantages and disadvantages. The REC was hesitant to give a plaque and cap badge and adopt as a memorial because that implied branding and funding. The general consensus was to issue two letters of appreciation, not adopt as an official memorial, and not give a plaque and cap badge. h. COR Gift. The broached the subject by presenting various gift options for the outgoing COR. The Chairman inquired as to where the funds were coming from and what the precedent was for former Colonel of the Regiments. After discussing, the REC decided that RHQ will pursue an appropriate artist to create a portrait of the COR, in line with standard practice. Additionally, Regimental funds would be used to purchase a 100 ' statuette to be presented on his departure. The Chair concluded the topic by stating that the standard protocol for departing COR's will be added to the Regimental Manual. i. Addressing the C-in-C. The briefed the REC on appropriate ways to address the C-in-C. He provided a handout in the reading package detailing proper protocol. A motion was carried to incorporate this handout into the Regimental Manual. j. C-in-C Travel Funding. Former Governor Generals are entitled to one official visit at public expense each year. The explained that the Regiment might be able to fund for her travel E-7 /9

17 from public funds. The added that the request would be processed through the Governments Hospitality Committee and would likely have to work through several layers of democracy, but overall was well received by the REC. The general consensus was that it could reduce a $15k line item and should be tried, with French Grey Ball a seemingly good target. k. COR Designate. The informed the REC that accoutrements and uniform components have been ordered for the incoming COR, and that an official portrait will follow once tailoring is completed. I. Change of COR Ceremony. The Chairman opened up the discussion by saying that the file is at the Minister's office. LCol Ritchie then briefed the REC on the contingency plan. As it stands now, the invited guests are under the impression that there is a COR Change of Appointment; however, if the file is not signed off then the last seven serials of the parade will be stripped. He then mentioned that he needs a definitive answer by I June 2015 because that's when parade programs go to print, also requesting that RHQ provide the biography photo by that deadline. Tn conclusion, the stated that the current COR's appointment is officially extended until 31 Dec m. Request for use of Regimental IP. A proposal came from a retired member to produce a coin for sale and donate the proceeds to some sort of soldier charity. The tabled a motion requesting the REC to approve use of Regimental IP for this project, which was not supported. The Chairman made a countermotion, that RHQ and the kit-shop investigate a gift coin which would be purchasable for anyone by anyone; however, once approved and available, the REC would look at making the coin that is issued to each soldier exclusive and not available for purchase. n. Proposal to Purchase Golf Hole. Major Mandaher proposed a motion that the Regiment purchase a golf hole at the Edmonton Memorial Golf Club for $50k. The REC supported the proposal subject to the following caveats: association concurrence on viability, no day restriction for hosting tournaments, used for fundraising and the use of"ypres" as the name of the hole. Responsibility on the subject will remain with the Regimental Treasurer under the guidance of the Regimental Major, until they become one in the same. o. Belgian Economic Mission to Canada. The Chairman wanted to ensure this event was on the REC's radar. Although this event is not exclusive to PPCLI, it is salient because the Belgian Consulate is targeting PPCLI for engagement on 29 October He also asked that CWO Lewis provide an update to the REC at the 154 th 7. Round Table The Chairman informed the REC that the next meeting will be the morning of 10 July Following the meeting will be a business lunch, with the intent being to invite Edmonton stakeholders in the area to lunch. He tasked Regimental Headquarters with getting the invitations out. He then proposed that the 4 RSM's and Chief Warrant Officer Scheid! look at RHQ manning as we approach APS 15. Currently there is a shortage in RHQ and some additional capacity is needed to help with tasks. He went on to ask for support from the REC to outsource the strategic narrative piece, which was suppo11ed, but more discussion was needed to determine an appropriate person. E -8/9
