1 Cortland County Regional Training Center Guidelines for Training Evolutions

2 General Information The Cortland County Regional Training Center is located at 3577 Terrace Road. The facility is owned by the Cortlandville Fire District but leased by the County of Cortland. Policy concerning the operation of this Center is created by the Office of the Fire Coordinator and the New York State Fire Instructors assigned to Cortland County. It is the responsibility of the Fire Coordinator s Office to ensure that all facility users are in compliance with the written operating guidelines, as well as acting in accordance with commonly accepted fire and emergency services training practices. It is the intent of the Cortland County Fire Coordinator s office to set forth and enforce the operating guidelines in this document. These guidelines exist for the safety of all those using the facility, as well as to minimize damage and prolong the life of the Center s property and equipment. Forward This manual has been developed for use by all users of the Regional Training Center. The purpose of this manual is to provide a standardized policy for the use of the facility. It is the intent of the County of Cortland to clearly define operational procedures where possible, and in other areas, to define guidelines for operation. As situations arise, the guidelines set forth herein may be modified or eliminated by the Fire Coordinator as needed. By using the facilities at the Cortland County Regional Training Center you are acknowledging familiarity with this document and agreeing to adhere to the policies contained herein.

3 Dress Code Classroom attire for New York State Office of Fire Prevention and Control courses will consist of the following: 1. Pants or Shorts, full short or long sleeve shirts and shoes / sneakers with socks 2. Tank tops, sleeveless shirts, pajamas, open faced footwear or any item deemed to be offensive shall not be worn. Smoking and Use of Tobacco Products 1. The grounds of the Cortlandville Fire District property have been designated as tobacco free. 2. Smoking and consumption of any tobacco products in the interior of the Center is also strictly prohibited. Parking Anyone utilizing the Center shall utilize the following parking spots listed in priority: 1. Parking lot adjacent to Terrace Road 2. Western most portion of the Cortlandville Fire District property The following parking spots are strictly prohibited: 1. The two spots located in front of the generator behind the Cortlandville Fire Station 2. The parking spots along the west wall of the Cortlandville Fire Station Apparatus Bay

4 General Guidelines 1. Anyone requiring use of the Regional Training Center shall request to reserve the center by going to the County s website at The form can be found at the right of the Regional Training Center page. Please be sure to indicate any all needs that you will require to conduct your training or meeting. If you are unable to access this site, you may contact the Deputy Fire Coordinator in charge of Training. 2. By reserving the Center, the organization commits itself to the following: a. All members will follow the procedures and guidelines set forth in this document 3. All requests for use of the training classroom and facility will come on a first come, first serve basis upon receipt of the completed application. 4. Failure to comply with the guidelines set forth in this document may result in the loss of privilege to train at this Center. 5. All drills conducted at the Center will follow a planned format. Any unusual or experimental evolutions must be approved in advance by the Fire Coordinator s office. 6. Upon an organization s arrival at the Center, they will be met by a representative from the Fire Coordinator s office. At this time the designee will present the Officer in Charge (leader) of the organization with an Attendance Record form, Emergency Evacuation Policy, Emergency Contact listing and SOP s pertaining to the appropriate evolution. 7. All personnel participating in any session hosted at the center must be noted on the Attendance Record form.

5 8. All organizations using the facility may set the room (tables and chairs) to their own specifications. When the organization is done using the facility, they MUST place everything back to its original state. 9. Any personnel operating at the Center under the influence of, or possessing illegal drugs or alcohol will be immediately expelled from the grounds and their organization notified. 10. Any damage to the facilities or noted depletion of supplies shall be reported to the Deputy Fire Coordinator in charge of Training. 11. All areas used will be returned to the condition in which they were found unless specific direction otherwise has been received from the Fire Coordinator s office. 12. All Center owned equipment shall be returned to the appropriate storage area. The user is responsible for ensuring that all equipment is cleaned and serviced. Any group returning equipment in an unserviceable condition will be billed for the cleaning/repair costs. Practical Evolution Guidelines 1. The Officer in Charge shall designate a Safety Officer. 2. The Officer in Charge shall designate an EMS Officer. This individual needs to be a New York State Certified EMT D at a minimum. This individual is by no means to be involved in any and all of the practical evolutions unless relieved by another certified member that is able to assume the responsibilities of providing EMS care. 3. All members participating in practical evolutions utilizing Self Contained Breathing Apparatus must have a completed New York State Training Authorization Form establishing that they

6 have met the conditions and requirements of CFR These forms are available at 4. If the class being conducted is not a certificate program utilizing a certified instructor, the Officer in Charge must present a lesson plan to the Coordinator s office as to who will be the lead instructor, safety officer, EMT - D and content of the training session to be conducted. 5. No personnel will attempt any drill they have not been properly trained for, or are not properly attired for. Responsibility for these determinations shall rest with the Fire Coordinator s office. 6. No evolution will begin without signed authorization from the Fire Coordinator s office. 7. No flammable or combustible liquids are to be brought on site. All fuels used will be provided by the Center and dispensed from containers provided by the Center. Their use must be requested when reserving the room. 8. Smoke generators are available on site. Their use must be requested when reserving the room. 9. If death or injury occurs, the Fire Coordinator and Deputy Fire Coordinator in charge of Training shall be notified immediately. Their numbers are found on the emergency contact listing. 10. Once notification is received by the Office of the Fire Coordinator a representative will respond to the Center immediately to gather information and begin to investigate the cause of injury. A report will be generated by the Agency using the facility as well as the Fire Coordinators Office. 11. The representative from the Fire Coordinator s office will also be responsible for notifying the Chairperson of the Cortlandville Fire District or their designee. These numbers are listed on the emergency contact listing.

8 Cell: Mahlon Irish Jr Cell: John Tillotson 1267 Cell: Cortland County 911 Center Fire Service Business Line: Law Enforcement Business Line: Emergency Evacuation Plan Purpose: To describe the appropriate actions for personnel upon the discovery of a fire or other event that would require the evacuation of said facility to take. Policy: 1. At the beginning of each session to be held at the Cortland County Regional Training Center the officer in charge or a representative from the Fire Coordinator s office will inform all participants of the various exit points from the building. 2. An agreed upon rendezvous point will be established at this point as well so that in the event of an immediate mass evacuation the OIC or instructor can get an immediate personnel accountability count. 3. Participants shall also be made aware that the emergency notification number to summons help is 911. If unable to locate a phone or don t have phone service, utilize the pull

If an actual emergency occurred whether it is fire, medical or hazardous condition in nature, the Fire Coordinator or Deputy Fire Coordinator in charge of training will notified at the earliest convenience allowed. 5. In the event of an emergency event, the Fire Coordinator s office will be responsible for notifying the Cortlandville Fire District if the Officer s of the Cortlandville Fire Department have not already done so. 12 Page 12 Cascade and Compressor Use Request Procedure Classrooms The center classroom is capable of hosting 49 seated students with tables. The room is equipped with a projector, hardwired desk top computer, wireless internet and surrounds sound speaker system. Use 1. The classroom may be used for training sessions or meetings. 2. To reserve the classroom, requestors shall go to If unable to access, you may contact the Deputy Fire Coordinator in charge of Training to establish availability and reserve the room. 3. Beverages may be consumed in the classroom but ONLY if the beverage device is covered (has a lid on it). Clean Up and Restoration

13 Prior to leaving the classroom, the Instructor shall: 1. Ensure that all students have removed their trash to appropriate receptacles. 2. If the trash receptacles are full and need to be emptied they shall be removed and placed in the dumpster. 3. Report any deficiencies to the Deputy Fire Coordinator in charge of Training. Self Contained Breathing Apparatus Search Area This evolution area is a 500-square foot simulated residence that provides the student with a replica area of a residence to learn and hone their search tactics and methods. Use This evolution area is used as a place for students to practice and become proficient in search and rescue techniques. Safety 1. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor

14 b. Safety Officer c. New York State Certified EMT - D d. Trauma Bag and AED 2. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. Clean Up and Restoration 1. Care should be taken to police area and return to original condition. Self Contained Breathing Apparatus Maze Area This evolution area is a two-story maze designed to build confidence in the use of the Self Contained Breathing Apparatus unit. Use This evolution area is used as a place for students to build confidence in their SCBA unit and learn ways to manipulate restricted areas to free themselves of reduced profile areas and situations. Safety

15 1. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. New York State Certified EMT - D d. Trauma Bag and AED 2. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. 3. Special care shall be made to monitor performance in the event of illness, overexertion or psychological issues. Clean Up and Restoration 1. Care should be taken to police area and return to original condition. Firefighter Survival Evolutions This evolution area is built into the 2 nd floor of the simulated house. Use Contained in the simulated house are props to allow for a window hang and drop, rope bail, and head first ladder slide. Safety

16 1. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. New York State Certified EMT - D d. Trauma Bag and AED 2. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. 3. All students will have a belay attached to them before performing the rope bail and head first ladder slide NO EXCEPTIONS. 4. Belay line will be attached to webbing, ladder belt or personal harness and will be separate of the user s Self Contained Breathing Apparatus. 5. Belay lines will be manned and tended to at all times when students are on belay. 6. The student on belay and the firefighter(s) belaying will make eye contact each time and acknowledge belay on on belay. 7. Ladder will be butted and tended to at all times when students are performing the head first ladder slide. Clean Up and Restoration 1. Rope log will be filled out 2. Rope, webbing and hardware will be returned to equipment locker 3. Ladder will be returned

17 4. Care should be taken to police area and return to original condition. FAST Evolutions The simulated house is designed to allow for the teaching of and practicing of FAST skills.

18 Use Contained in the simulated house are numerous props for practicing methods to rescue downed firefighter(s). These include, but are not limited to, two sets of stairs, numerous windows, a hole on the 2 nd floor and a roof simulator. Safety 1. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. New York State Certified EMT - D d. Trauma Bag and AED 2. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. Clean Up and Restoration 1. Rope log will be filled out 2. Rope, webbing and hardware will be returned to equipment locker 3. Ladder will be returned 4. Cover to the 2 nd Floor hole in the floor simulation shall be covered. 5. Care should be taken to police area and return to original condition.

19 Drafting Pit Evolutions This evolution area consists of a 14,000-gallon water tank buried underground with 3 access points to accompany 3 engines for the purpose of pump practices. Use This evolution area is designed to train apparatus operators with the ability of securing water in rural settings by the means of drafting. Safety 1. Plywood panels must be placed under apparatus exhausts prior to drafting to protect the macadam from being melted. 2. Engines shall be parked in the marked areas of the drafting evolution area and in no other spots other than the specified locations. 3. All apparatus operating at the drafting pit shall have their rear wheel chocked. 4. At no time will firefighters operate between multiple engines engaged in the evolution. Clean Up and Restoration 1. Water shall be added / removed to return tank to its original level. 2. Covers to the drafting pit will be placed and secured. 3. Care will be taken to police area and return to original condition.

20 Roof Simulator This evolution area is located on the west grounds of the training complex and is intended for roof practices. Use The roof simulator may be used for multiple functions with its primary use being ventilation practices as well as some FAST functions. Safety 1. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. New York State Certified EMT - D d. Trauma Bag and AED 2. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. 3. Students, at a minimum, will be in full protective gear when operating on the roof simulator. 4. Students, at a minimum, will be in bunker pants, helmets and gloves when operating around the roof simulator. 5. When accessing and dismounting from the roof simulator via a ladder, the ladder will be butted at all times.

21 6. Extreme caution shall be taken when operating on the roof and all possible safety measures for said condition shall be employed. 7. Ventilation will only be performed in the specified marked location of each simulator cut out. Clean Up and Restoration 1. The ventilation roof cut training areas will be cleaned out and replaced with new. 2. The ventilation cut prop areas will be marked as to the allowable cutting areas. 3. The area underneath the cut outs will be cleaned and any leftover material will be disposed of in the on-site dumpster. 4. The ladder(s) will be returned to their storage area. 5. The saws will be cleaned, serviced and returned to the equipment room. 6. Care should be taken to police area and return to original condition.

22 Vehicle Extrication Area This evolution area is simply a leveled off 40 x 40 concrete pad used for vehicle extrication practical exercises. Use This evolution area is used as a place for students to practice the various facets of vehicle extrication. Safety 1. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. New York State Certified EMT D d. Trauma Bag and AED 2. Generally accepted safety guidelines will be followed when performing evolutions, especially regarding power tools and stabilization.

23 Clean Up and Restoration 1. All pieces of doors, windshields, roofs, etc. shall be placed back inside the vehicles and secured as best as possible to allow for easy removal by the training vehicle provider. 2. All broken glass shall be policed as best as possible. 3. User must arrange to have the vehicle removed within 5 days after use. Car Fire Evolutions This evolution area consists of a 40 x 40 concrete pad. Cars will be placed in a location as specified by the Fire Coordinator s Office. Special attention should be made to place cars not near any exposures and limit the ability of town residents to see the vehicles. Use This evolution area is used for training in the extinguishment of vehicle fires. Safety 1. No flammable liquids are to be used when igniting vehicles. 2. The only product that may be added to assist with car fire evolutions aside from the components of the vehicle is straw / hay. 3. An approved site provided igniter shall be the only instrument used to light the vehicles. 4. During evolutions in this area there shall be present a minimum of:

24 a. OIC / Instructor b. Safety Officer c. NYS Certified EMT D d. Trauma Bag and AED e. At a minimum, one 750 gpm NFPA compliant pumper with a NYS certified pump operator f. At a minimum, a second 750 gpm NFPA compliant pumper with a NYS certified pump operator or a tanker with an in line on board pump g. 2 hand lines will be deployed from the attack engine 1 serving as the attack line and second as a back up line. These will be manned by the students with instructors guiding them. h. 1 hand line will be deployed from the secondary water source unit. This will serve as a safety line to the evolution and will be manned by interior certified firefighters for fire department training sessions or class students with a NYS Certified Fire Instructor. 5. All apparatus committed to and part of the training operation shall have their rear wheel chocked. 6. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. Clean Up and Restoration 1. All pieces of doors, windshields, roofs, etc. shall be placed back inside the vehicles and secured as best as possible to allow for easy removal by the training vehicle provider.

25 2. All broken glass shall be policed as best as possible. 3. User must arrange to have the vehicle removed within 5 days after use. Extinguisher Pit This evolution consists of a rectangular containment pit utilizing flammable liquids. Use This evolution area is used for training in the extinguishment of incipient level Class B fires. Safety 1. Fires are to be set only in the pans provided. 2. Nothing shall be placed in the pans for burning except Center provided fuel oil. 3. An approved site provided igniter shall be the only instrument used to light the fuel oil.

26 4. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. New York State Certified EMT - D d. Trauma bag and AED 5. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. Clean Up and Restoration 1. Care should be taken to ensure that a minimum amount of extinguisher product and flammable fuels are left in the pit and pit area. Propane Appliances This evolution area consists of a concrete pad with a 100 gallon propane cylinder. Use The propane appliance is designed to present the student with a leaking flammable gas conveyance system. The student will, using fog lines, cool the area and push the fire away from the shut off valve thereby allowing another student to enter the area and close the appliance valve and discontinue the flow of propane. Safety

27 1. A minimum of two fog nozzle equipped hand lines capable of flowing at least 100 gpm are required for this evolution. 2. SCBA s are required for all students and instructors operating in this evolution 3. Every active participant shall have a signed New York State Office of Fire Prevention and Control Training Authorization Form. 4. During evolutions in this area there shall be present a minimum of: a. OIC / Instructor b. Safety Officer c. A New York State Certified EMT D d. Trauma Bag and AED d. An instructor for each hand line e. At a minimum, two 750 gpm NFPA 1901 compliant pumpers staffed by NYS Certified pump operators and 1 tanker with an in line on board pump 5. An approved site provided igniter shall be the only instrument used to light the vehicles 6. A Safety Officer shall stand by the forward flow valve at all times and be ready to cut the flow of gas if a problem arises. 7. All apparatus committed to and part of the training operation shall have their rear wheel chocked. Clean Up and Restoration

28 1. The officer in charge / lead instructor shall insure the gas to training prop has been turned off and secured. Cascade and Compressor System Use The Cortlandville Fire District owns and maintains a Bauer 6,000 psi cascade and compressor system. The thread on the fill whips is universal to accept an SCBA cylinder of any capacity. Use This compressor may be used but shall be indicated when reserving the room. Use of said facility is dependent on the availability of a certified Cortlandville Fire District Operator.
