1 Police/Security Department Annual Campus Safety and Security & Fire Safety Report October 2011 Introduction This report contains information regarding safety and security programs, policies and procedures in place at New Mexico Highlands University. It complies with the requirements established by 20 USC 1092 also knows as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Mission The mission of the New Mexico Highlands University Police/Security Department is to serve the Campus Community with respect, fairness and compassion. To be committed to protection of life, liberty and property and the preservation of peace, order and safety by upholding campus policies and local, state and federal law. Safety is Everyone s Concern A campus community relies on a peaceful, safe and secure environment. Preserving this environment is a responsibility everyone must share. Campus community members are asked to be aware of University Policies and Procedures and to report any crime or suspicious activity. Your safety and security are of prime concern at New Mexico Highlands University and we at the NMHU Police/Security Department are working hard to ensure the campus is a safe place to live, learn, work and play. NMHU is not, however, exempt from crime. We are doing our part to prevent crimes, but to be safe and secure you must take common sense precautions, be alert and look out for others. Maintaining an effective police department is a community effort, and together we can ensure NMHU remains safe. We are committed to providing a safe, academic friendly environment for our students, faculty and staff. Emergency/Information telephone poles which are direct lines to the Police/Security Department are located throughout the NMHU campus. You may use the Emergency/Information telephone pole by pressing the appropriate button the dispatcher will answer the phone promptly and you will be able to relay the nature of your emergency or your request for information. Also a blue light over the telephone will flash for the duration of the call to assist emergency personnel in locating the caller, if necessary. Escort services are available to student 24 hours a day 7 days a week, call to request the service. 1

2 The New Mexico Highlands University Police/Security Department is a full-service police agency open 24 hours daily, during which time the Administrative Assistant or a dispatcher/clerk is available to provide assistance. It is not simply a security force; rather, it is similar to a municipal police department for a small city. Furthermore; NMHU police officers are required to meet state certification standards mandated by the New Mexico Department of Public Safety. NMHU Police officers are commissioned by the New Mexico Highlands University Board of Regents. They have full power of peace officers on campus including the authority to enforce all applicable laws, ordinances and campus traffic regulations, and the authority to arrest. NMHU police officers have enforcement authority on all property controlled by the NMHU Board of Regents. To accomplish this, NMHU police officers rely on and have a good working relationship with all surrounding police agencies federal, state, county and city. Security of Buildings and Facilities NMHU campus is comparatively safe. With a daily population of more than 3000, and a resident population of more than 600, crime statistics at NMHU are small compared to other universities and cities of similar size. However, that does not mean it is crime free. Burglary and thefts do occur at NMHU and are the most reported crimes on campus. Students and staff are encouraged to lock up valuables and not leave them unattended, as this leads to a large portion of thefts. Most academic buildings at NMHU are open to the public during normal business hours (up to 10pm for evening classes), including some on weekends. Administrative buildings are open Monday through Friday from 8am to 5pm the libraries and certain building with computer labs post their hours of operation, with scheduled that change throughout the school year to meet the needs of students and staff. Some residence halls have exterior common doors that are kept locked to help limit access for residents, while other residential facilities are designed so the individual apartment or house doors open directly to public areas. Students living in any housing units are responsible for keeping doors to their individual rooms locked, and all residents share responsibility for helping keep exterior doors from common/public areas closed and locked. In addition, residents should never allow someone to follow them through a door, nor should they prop doors open to allow others to enter, even if just for a minute or two. Live-in staff members are located within the facilities to assist residents as well as to help enforce housing regulations and university policy. If a lock or security device is not working properly, the resident assistants should be contacted immediately so they can in turn report the problem to the Facilities Services Department for repair/replacement. Emergency Response Procedures In the event of a significant emergency or dangerous situation on campus, NMHU has a multifaceted emergency communications system designed to notify students, faculty, staff and visitors through text and alerts, web notifications and campus-wide warning siren system. Students, faculty and staff can sign up to receive text message alerts about emergency situations. Students, faculty and staff should sign into their individual Banner Accounts, go to Personal Information and click on Register for NMHU Mobile Phone Text Message and follow the instructions. 2

3 NMHU conducts exercises of the campus emergency communications systems at the beginning of each semester. At that time, all facets, including text and alerts, web page updates and the warning siren systems are deployed, at that time everyone will be made aware that system tests are being conducted. In the event that these emergency communications are deployed and you are not informed that tests are being conducted, faculty, staff and students should immediately follow any/all instructions given. NMHU provides orientation to new students, faculty, and staff regarding basic safety and emergency preparedness efforts. NMHU has an Emergency Management Committee which reviews plans and procedures on an on-going basis. The final decision on whether to issue a warning rests with the NMHU Chief of Police. The Chief, or his designee, may make the decision not to issue a notice if the situation is deemed not to warrant one, or if doing so might hamper the ability of public safety personnel to respond to and contain the incident. Missing Student Notification Reports of missing persons will immediately be investigated by the NMHU Police Department. No waiting period exists before taking a missing persons report. Further, the initial report may be taken in person or by telephone. All missing persons will be entered into the National Crime Information Center (NCIC) through the NM State Police, all surrounding agencies will be made aware of the missing person and a Be On the Look Out for (BOLO) will be broadcast. When students enroll, they are asked to provide Emergency contact information and this information is used by the Police Department in contacting family and/or friends. All students are strongly encouraged to provide the names and contact information of the people they would like contacted under these circumstances. Any student who is a minor (under the age of 18) and has not been emancipated will have his/her parent(s) or guardian(s) contacted by university officials, in addition to any emergency contacts listed by the student. Any university employee, who through the course of their employment, is informed that a person is missing from campus is required to immediately notify the NMHU Police Department and a police officer will then be dispatched to meet and gather additional information. If the missing person maintains a residence on campus, the Housing department will also be contacted by the NMHU Police Department. Entry into the residence may also be made in an attempt to locate the missing person. Fire Safety Fire safety at NMHU includes as assortment of measures directed at preventing fires and enhancing the safety of all visitors and members of the campus community. Fire safety is a cooperative endeavor reflecting the efforts of members of the Police, Fire, Safety, Facilities Services and Housing Departments. This cooperative relationship includes testing of fire alarms and systems and fire drills. 3

4 The campus fire alarm system was recently upgraded and alarms are now routed directly to the Police Department where dispatchers monitor screens, thus enabling the Police Department to respond faster and more effectively to fire-related emergencies. In the event of a: Small Fire Notify others nearby, call 911 If safe, use fire extinguisher If fire remains after one minute, get out Large fire/smoke Notify others, call 911 Activate fire alarm Leave building quickly, using stairs If can t escape, use safe refuge area University Housing policies prohibit using electrical equipment requiring heavy electrical output or high fire potential such as cooking, electric heating devices and tampering with security and fire equipment. Failure to comply may subject the resident to sanctions, including contract termination, and removal from University housing and/or possible disciplinary sanctions by the Housing and Student Conduct department and/or Vice President of Student Affairs. In compliance with the New Mexico Clean Indoor Act, as amended, smoking of tobacco products is prohibited in university buildings, facilities and vehicles. Smoking is allowed only in designated areas; The Smoking Policy stipulates: Smoking is prohibited except in designated area. Those areas will be well posted and will not be near air conditioning or other ventilation systems which can carry the smoke to other sites. Ashtrays are provided in smoking sites Smoking is prohibited in university vehicles Smoking is prohibited within 25 feet of any building Smoking is prohibited near windows or air intakes Residents found in violation of the no smoking policy within the residence will be imposed a $300 fine and their housing contract will be subject to cancellation. Smokeless tobacco is prohibited in university building, facilities and vehicles. This policy applies to all University visitors, students, and employees. It is the responsibility of every member of the University community to conduct himself/herself in compliance with this policy. Enforcement is the shared responsibility of the entire campus. The success of this policy depends upon the courtesy, respect and cooperation of smokers and non-smokers of the NMHU community. 4

5 Resident Hall Fire Evacuation Procedures When noticing a fire-related emergency, be it the sight or smell of smoke, any electrical equipment sparking, or the assumption that there may be a fire-related emergency, the individual noting the emergency must evacuate the immediate area and initiate the following procedure(s). Locate and activate the nearest emergency pull station. Call 911 and advise dispatcher of emergency situation. Notify others nearby, this includes staff and/or residents who are designated to notify each room by knocking on the doors and calling out FIRE, FIRE, FIRE! This is to ensure that sleeping persons are awakened. This is done only when safety and time permit. These persons are not expected to enter a smoke-filled corridor or housing unit to attempt evacuation. A designated individual or number of individuals should ensure an accounting of all known residents. Such duties would fall upon Resident Directors/Assistants, apartment managers, Housing maintenance/custodial staff, or in the case of married student housing, an adult member of the family. Due to the rapid spread of fire and smoke traditionally related to this type of occupancy, a selective evacuation is not permitted. The entire dormitory or connected family housing group must be evacuated regardless of the size of fire. Anyone calling to report a fire must inform the dispatcher of the building name and/or street address, if known. Additional information should include: Location of emergency within or near the facility The extent of the emergency (one room, a vehicle, the first floor, etc). Whether or not the building is being, or has been evacuated. If there are any known persons who cannot evacuate on their own for whatever reason If the fire is spreading, contained or if it has been extinguished If the fire alarms are sounding or if the sprinkler system has activated. Any other notable information that would help emergency responders, such as Color of smoke What started the fire, if known Any known injuries Any suspicious people or objects in the area of the emergency, or Any other information which you feel would be helpful An individual who is knowledgeable of the situation should be designated to stand outside and advise the first emergency responder of the location and current situation regarding the emergency. When the building has been evacuated, do not allow anyone to re-enter until directed by the responding emergency personnel. The only agencies authorized to allow re-entry is the Senior Fire Officer, Campus Police, Safety Officer or other authorized representative. Anyone wanting further information or training on fire evacuation procedures should contact the NMHU Safety Department at

6 Tips to Prevent Crime Register your bicycle with the NMHU Police/Security Departments Operation Identification program and always secure it to a bike rack on campus with a dependable, high-quality lock. Lock the doors and windows to your room and lock your vehicle every time you leave. Do not leave valuables where they can be easily seen by someone passing by. If there are problems with your room that may affect security (such as doors that don t lock well or windows that open easily), let your RA or Apartment Manager know immediately. Always be aware of your surroundings and of any strangers near you. If someone is acting suspiciously, move toward large groups and well lit areas. Mark all valuables (including textbooks) with your name and/or Banner ID number or driver s license number and let the NMHU Police/Security keep an inventory of all items marked along with their make, model and serial number through Operation Identification. Alcohol and drug use can reduce your ability to recognize a dangerous situation and your ability to defend yourself. If you are going to drink alcohol, do it legally, responsibly, in a safe place and with people you can trust. Report any suspicious activity or behavior that violates the law or campus policies. If You Become a Victim If you become a victim of a crime while at NMHU, you are encouraged to report it immediately to the NMHU Police/Security Department. Prompt reporting and specific information will increase the chances of solving your case. When you call the NMHU Police/Security Department, give your name, the location you are calling from, a brief description of what occurred. If evidence from the crime is still intact, please do not destroy it. This is especially important in sexual assault cases. Many students worry about reporting crimes to the police because they do not want to testify in a trial. Victims are nevertheless encouraged to at least contact the NMHU Police/Security Department so that they can be made award of other services (counseling services, medical treatment, etc) that might lessen the trauma of the incident. If the victim does not wish to pursue criminal charges or misdemeanor crimes, his/her wishes will be respected. Students who are victims of crimes may pursue another avenue of complain through the NMHU s VP-Dean of Students Office. While this is not a substitute for the criminal justice system, it does afford students the opportunity to have their side heard in a less formal environment. If another student is found to have violated any of the regulations in the NMHU code of Student Conduct, he or she can be sanctioned or even expelled from NMHU. Both the victim and the accused will be afforded the same rights during disciplinary hearings, which include the opportunity to have someone with them, and to be informed of the results of the hearing. If students are interested in this course of action, they may call the VP-Dean of Students at , obtain information from the NMHU Student Handbook or contact the NMHU Police/Security Department. 6

7 Sexual Assault The issue of sexual assault and other sexual misconduct is at the forefront in universities nationwide. NMHU has a specific policy prohibiting sexual misconduct and will assist victims seeking counseling, changing room assignments, making academic changes and in any other way possible. Students, faculty, staff and visitors are reminded that can contact the NMHU Police/Security Department for assistance any time and do not have to file an official police report in order to be helped. A registry of convicted sex offenders is maintained by the State of New Mexico, and is available on-line at Educational programming and support services for rape, acquaintance rape, and other sex offenses are provided by many campus organizations. Members of the campus community can secure information from the University Police and Office of Housing in addition to the Counseling Center, University Health Center and the Women s Center. Don t be afraid or reluctant to get help. If you have been sexually assaulted: Get to a safe place Don t shower, bathe, douche, change clothes or straighten up the area because doing so might destroy evidence. Call 911, a friend, a family member, or the police for transportation to the hospital Go to t he hospital for treatment of any injuries, appropriate testing, evidence collection and support services Report the incident to the police Call a rape crisis hotline for support and information See a counselor with expertise in working with those who have been sexually assaulted. Reporting a Sexual Assault to New Mexico Highlands University: A sexual assault should be reported to the campus police, affirmative action/equal employment opportunity officer, the human resource director, a dean, a department chair or a student advisor. To the extent possible under law, New Mexico Highlands University will not release the name of any student who is reported to have been sexually assaulted without the consent of the student. The University will assist the student in contacting counseling services, medical services and other available resources. Investigating Reports of Sexual Assault: If the sexual assault is alleged to have been committed by a member of the New Mexico Highlands University community, such as a faculty, staff, another student, or a guest speaker, visiting student or contractor, the University will conduct an investigation into the matter and appropriate action will be taken based on the outcome of the investigation. The student may also file a grievance, utilizing the Student Grievance Procedure. 7

8 Other Services Available v NMHU Campus Violence Prevention Program Campus Violence Prevention Program (CVPP) provides a network of collaborative services and support to NMHU students who may be faced with violence, such as relationship violence, sexual assault, and stalking. Specific services include: Advocacy (Legal, Medical, Academic/On-campus Housing) Counseling Connection with on and off campus resources CVPP also provides educational outreach and awareness through presentations, events and activities on campus throughout the year. CVPP conducts and coordinates trainings for members of the NMHU campus community; specifically students, faculty and staff. v New Mexico Highlands University provides free counseling services for the campus community. Counseling is done by graduate students in their final stages of study under close supervision of the counseling instructors.
