Marks) Pages: 20 This instruction implements Air Force Policy Directive 36-28, Awards and Decorations Programs. This instruction outlines the 552d Air Control Wing s (552 ACW) Quarterly and Annual Recognition Program. It applies to all personnel, civilian and military, assigned to the 552 ACW. The 552d ACW Command Chief Master Sergeant (CCC) oversees the Quarterly and Annual Recognition Program, in partnership with the 552d ACW Director of Staff (DS). This instruction is designed to recognize outstanding Field Grade Officers (FGOs), Company Grade Officers (CGOs), Senior Noncommissioned Officers (SNCOs), Noncommissioned Officers (NCOs), Airmen, and Civilian employees. This program provides recognition for outstanding military and civilian members who demonstrate exceptional duty performance, personal character, integrity, and initiative to improve themselves as well as enhance their unit's efficiency and effectiveness. This instruction requires collecting and maintaining information subject to the Privacy Act of 1974 authorized by Title 10 U.S.C Privacy Act System of Records Notices F036 AF PC N, Unit Assigned Personnel Information, and F036 AF PC V, Awards and Decorations, apply. This publication may be supplemented at any level, but all Supplements must be routed to the OPR of this publication for coordination prior to certification and approval. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication or by using Microsoft Word, track changes (or similar functions in other programs). Requests for waivers must be submitted to the OPR listed above for consideration and approval. SUMMARY OF CHANGES This document has been substantially changed and needs to be completely reviewed. The 552 ACW Recognition Awards Program has been revised to realign the awards program under the Command Chief and integrate the new Training Group. The requirements for the awards categories were adjusted to align with current Air Force awards guidance. Procedures for conducting the awards boards, as well as fair share across the wing for board members responsibilities, has been clearly defined.

3 552ACWI OCTOBER Participation in the Program Participating Organizations. For all award categories, the 552 ACW Staff will compete as a group in the award programs outlined in this instruction. Personnel who work at wing staff as duties at will compete under 552 ACW Staff, separate from their unit of assignment. The following groups will compete for wing level awards: 552d Operations Group (OG), 552d Air Control Group (ACG), 552d Maintenance Group (MXG), 552d Training Group (TRG), and 552d Air Control Wing Staff Quarterly Awards Categories. Each group may submit one enlisted, officer, and civilian nominee per category to the 552 ACW s quarterly awards board. Awards boards are convened to select an outstanding: Airman of the Quarter (AB thru SrA) NCO of the Quarter (SSgt thru TSgt) SNCO of the Quarter (MSgt thru SMSgt) CGO of the Quarter (2 Lt thru Capt) FGO of the Quarter (Maj thru Lt Col) Civilian of the Quarter (GS-8 and below and GS-9 and above) 1.3. Annual Awards Categories. Each group may submit one enlisted, officer, and civilian nominee per category to the 552 ACW s annual awards board. Additionally, each squadron may submit one first sergeant nominee to the 552 ACW s annual awards board. Awards boards are convened to select the: Airman of the Year (AB thru SrA) NCO of the Year (SSgt thru TSgt) SNCO of the Year (MSgt thru SMSgt) First Sergeant of the Year (FSOY) (AFSC: 8F000) CGO of the Year (2 Lt thru Capt) FGO of the Year (Maj thru Lt Col) Civilian(s) of the Year. These categories will coincide with NAF/MAJCOM categories for annual awards as directed Individuals designated as wing annual award winners will compete for NAF Outstanding Performer of the Year (OPY)/Outstanding Airmen of the Year (OAY) Awards and will be required to meet those additional award criteria Key Spouse Award. The annual Key Spouse award is meant to recognize the critical role spouses play in the wing, group or squadron's mission success. This award is to enhance command Key Spouses visibility and recognize their accomplishments. We encourage units to recognize Key Spouses' outstanding contributions to the overall mission as well as motivate Key Spouses to strive for meaningful connections within communities. Eligibility for this award is categorized as a nominee who has served within a unit throughout the award period, is a current Key Spouse volunteer, and is engaged in activities that support the unit's family and the unit s ability to support the mission. Each group may submit one Key Spouse

4 4 552ACWI OCTOBER 2018 nominee to the 552 ACW s annual awards board. The wing winner of this award will continue on to compete for the annual MAJCOM Key Spouse award. (Attachment 10) 2. Responsibilities The 552 ACW Command Chief (552 ACW/CCC) will: Provide overall management and guidance for the wing award programs outlined in this regulation, establish standards criteria, guidelines for selection, and maintain appropriate files for all programs Provide a draft memorandum that outlines the ACW annual and quarterly awards suspense dates. The memorandum associates suspenses during the first quarter of the calendar year. The Director of Staff and the Command Chief will approve the publication of the memorandum Arrange location to conduct boards (if physical board is conducted). The facility should be reasonably controlled as to noise level, heating and/or cooling. Electronic or other alternative media communication boards are authorized and should be facilitated through CCC Executive Assistant Coordinate board time with board members. Board composition will be as outlined in paragraph Staff board recommendations through the 552 ACW Vice Commander (CV) to the 552 ACW Commander (CC) for approval of enlisted, officer & civilian board results Ensure all 552 ACW winners are recognized appropriately. Results will be recorded and tracked through the 552 ACW Director of Personnel (DP) and made available to all units for historical reference The 552 ACW Group Commanders or Superintendents (as applicable) will: Provide guidance for selection and nomination of candidates at the group level consistent with established criteria Ensure individuals nominated for awards are free from any quality force issues/indicators during the nomination period which could result in administrative action or judicial/non-judicial punishment, or would reflect poorly on the wing Nominate members in the category of award that corresponds to the grade held for the majority of the award period. For example, if a member has held the grade of TSgt for seven months of the award period and is then promoted to MSgt, nominate the member in the NCO category ACW Command Chief Executive Assistant will: Coordinate with 552 ACW/CCE, 552 ACW/CCS and the member s unit to arrange for presentation of award Order award/name plate from appropriate retailer.

6 6 552ACWI OCTOBER Nomination Requirements Eligibility for Quarterly and Annual Awards Each nominee must meet the following quality standards: Uniformed nominees must not have had an open Unfavorable Information File (UIF), referral EPR/OPR, quality force indicator (LOC, LOR, etc.) during the nomination period Uniformed nominees must meet fitness standards IAW AFI , Fitness Program during the nomination period Quarterly Awards: Any 552 ACW member meeting the above standards is eligible to compete for a Quarterly Award unless they are nominated/selected for an equivalent Monthly, Bi-Monthly, or Quarterly Award Program at their deployed location For annual awards, individuals must meet all quality requirements specified by NAF and MAJCOM to be eligible Required Documents The nomination will cover only the period for which the award is submitted. Nominations are submitted on the most current version of AF Form Quarterly awards are limited to 10 lines (including header lines) (Attachment 8). Annual awards are limited to 18 lines (including header lines) (Attachment 9) Categories are outlined as follows: Leadership and Job Performance in Primary Duty: Significant accomplishments and how well the member performed assigned primary and additional duties. The scope and level of responsibilities and the impact on the mission and unit. Any new initiatives or techniques developed by the member that positively impacted the unit and/or the mission. How the member developed or improved skills related to primary duties; e.g., formal training, Career Development Course enrollment or completion, On-the-Job Training, and so forth. Include results of Air Force, MAJCOM, and Numbered Air Force-level inspections and/or evaluations. Include awards received; e.g., Lance P. Sijan, Maintenance Professional of the Year, and so forth Whole Airman Concept: The scope and impact of the member's effort to promote camaraderie, embrace esprit de corps, and act as an Air Force ambassador, including positive leadership and involvement in both the military and civilian community. Leadership, membership, or participation in unit advisory councils, professional military organizations, associations, and events. Any off-duty education or other personal development; e.g., class, course, certifications, degree enrollment and/or completion, grade point average. Any other relevant self-improvement or activity that significantly enhanced the member's value as a military citizen For quarterly awards, a separate acronym list is authorized, however, limited to five acronyms. For annual awards, a separate acronym list is prohibited. Any acronyms

7 552ACWI OCTOBER contained within DoD Dictionary and Air Force Glossary may be used on quarterly and annual award nominations without being spelled out. Other acronyms must be either spelled out on the bottom of the page using the heading 'ACRONYMS'. This may be modified with instructions from higher headquarters. Common abbreviations may be used as long as the meaning is clear Military member nomination packages must include: A complete report of Individual Fitness Report in single sheet,.pdf format Individual SURF from Assignment Management System (AMS) in.pdf format Annual awards packages being submitted to the wing will conform to all MAJCOM/NAF instructions/messages and AFIs for submission. This includes a biography IAW AFI , Attachment 2 and an official photo. If all required items are not supplied, member(s) can be disqualified by respective board president All quarterly and annual packages (enlisted, officer, civilian, First Sergeant & Key Spouse) will be uploaded to the applicable quarterly/annual folder on the 552 ACW/CCC SharePoint site under the respective group and category. 552 ACW/CCCE will then disseminate the packages to the appropriate office for boarding. If package(s) do not include all required items, member(s) can be disqualified by respective board president Suspense. Units will submit nomination packages to ensure receipt by the POC by the suspense dates. 6. Selection Board Responsibilities Scoring Criteria Wing-level boards will be package-only boards. Groups and squadrons are highly encouraged to perform physical/face-to-face boards if all nominees and sufficient board personnel are available. Groups and squadrons will conduct selection board(s) per the standards/criteria outlined in this instruction Board members are not mandated to score packages in any particular manner, as long as individual board member s grading is consistent throughout all packages they evaluate. Score totals will not carry forward onto the board president s tally sheet, only rank order Board Records Board members should use applicable evaluation sheets (Enlisted-Attachment 2, CGO/FGO-Attachment 4, Civilian-Attachment 5), to score nominees The board presidents will compile board results on the applicable evaluation sheets (Attachment 3 and Attachment 7). Results from each board member will be submitted to the board president with wet signature or via digitally signed . The board will provide their recommendations to 552 ACW/CCC who in turn will present the calculated results along with a copy of all the packages (if requested) to the CC for review and for approval.

8 8 552ACWI OCTOBER Wing CC or the CV, is the final approval authority for all winners. The boards make recommendations for the selection to the Wing CC, who can modify results if circumstances dictate. 7. Awards, Honors, and Courtesies Winners can receive: An award appropriately engraved and presented by the wing commander or designated representative An incentive flight on an E-3 AWACS if winner is not an aircrew member Additional awards/gifts made available by base and civic organizations.
