5 GENESIS OF NDRF The DM Act, 2005 has made the statutory provisions for the constitution of NDRF for the purpose of specialized response to natural & man- made disasters. As per provision contained in sec 44 (i) of the act states that NDRF is a specialist force. The force is gradually emerging as the most visible and vibrant multi- disciplinary, multiskilled, hi-tech force capable of dealing with all type of natural and man made disaster.
6 ROLE OF NDRF 1. Provide specialised response to disasters, natural or manmade, for rescue and relief. 2. Deployment in case of impending disasters. 3. Imparting training to the State Disaster Response Forces. 4. To work for community capacity building for disaster response.

12 NDRF BN. Each battalion has 18 self-contained specialist search and rescue teams of 47 personnel. Team includes CBRN emergency responders, search & rescue element, engineers, technicians, electricians, dog squad and paramedics. The total strength of each battalion is 1,149.

16 REQUISITION FOR RESPONSE OF THE NDRF DURING PRE-DISASTER PHASE. State/UT Govts. May request for pre- Positioning of the Team(s) of the NDRF as a measure of pro-active response to deal with the impending disaster when there are plausible reasons to believe that gravity of the disaster will be unmanageable for the State/UT Govts.
17 REQUISITION FOR RESPONSE OF THE NDRF DURING DISASTER PHASE State/UT Govts. may request for the specialized disaster response of the Team(s) of the NDRF to deal with the disaster when the gravity of the disaster is so severe that it becomes unmanageable for the State/UT Govts to deal with it even after having made the proper use of SDRFs/State resourses, it is classified as of L-III Level.
18 REQUISITIONING AUTHORITY The following State govt./ Authorities can place requisition for NDRF teams to be deployed, along with complete details of the disaster which takes place or to deal with the impending disaster in their area of responsibility:- Principal Secretaries of the States dealing with Disaster Management. Relief Commissioners of the States. Collector/DC/DMs of the districts.
