B. MC 402/2 - NATO Military Policy on Psychological Operations. MC 422/5 - NATO Military Policy on Information Operations. 1. In accordance with Reference A, the NATO PSYOPS Working Group (NPWG) meets twice annually. One of these meetings coincides with the annual Bi-Strategic Command (Bi SC) Info Ops and PSYOPS Conference. 2. At the last NPWG in Split, October 2014, it was announced that the next NPWG would take place in Olomouc, Czech Republic on April 2015 and that the NATO Bi-SC Info Ops and PSYOPS Conference would follow from 22 April The Military Committee Working Group Operations Info Ops (MCWG (OPS) Info Ops) decided to convene on April 15. A separate calling message will be issued by NATO HQ International Military Staff requesting Nations and NATO commands to identify and nominate national and NATO representatives and subject matter experts to participate in the MCWG (OPS) Info Ops. 3. The NPWG and the Bi-SC Info Ops and PSYOPS Conference will be held at Hotel Flora, Olomouc, Czech Republic. Joining instructions and administrative information can be found at Annex A. For nations with a lead or contributing role to the NATO PSYOPS Enhanced Community of Interest (NPECol), a meeting will be held at 1600 hrs on 19 April The NPWG and BI-SC agendas have yet to be finalised. National and NATO commands' PSYOPS and Info Ops points of contacts are encouraged to contact SHAPE's action officer to suggest Bi-SC theme, topics and nominate guest speakers for both events by 27 March Briefings should not be classified higher than NATO RESTRICTED releasable to KFOR/RSM/EU/EUFOR/AUSTRALIA. 1

3 ANNEX A TO SH/OPIIJ3/SPOPS/JOP/PM/2015/1 DATED4' MAR 15 NATO PSYOPS WORKING GROUP AND NATO BI-SC INFOOPS & PSYOPS CONFERENCE INFORMATION SHEET 1. Introduction. The NATO PSYOPS Working Group (NPWG), NATO Bi-SC Info Ops & PSYOPS conference, and the NATO MC Working Group (Ops) Info Ops (reinforced) will take place from Apr 15 in Olomouc, Czech Republic. For nations who have a lead or contributing role to the NATO PSYOPS Enhanced Community of Interest (NPECol), a meeting will be held on Sunday 19 Apr 15 at 1600 hrs in order to prepare for the NPWG. The representatives of the different nodes should prepare a back brief of their work since the last Working Group and open issues to discuss. The outcome of the meeting will be a presentation of the progress of the NPECol to be presented to the NPWG. A detailed agenda for each WG/Conference will be distributed in due time. Should you be unable to register, the SHAPE POC can provide you with a format on request. Cut off date for registration will be on 13 Apr Venue and Accommodation. All events will be held at Hotel Flora, Krapkova 439/34, Olomouc, Czech Republic, GPS coordinates: 49 35'28.044"N, 1r14'36.476"E. Reservations can be made either via telephone at , mobile and quote the block "NATO Working Group" or via the hotel reservation rezervace@hotelflora.cz with reservation subject: NATO PSYOPS & Info Ops Conference Olomouc Reservation is available from 1-26 Mar 15. The hotel rate per night is from 50 to 80 including taxes, pending on the room standard (3* or 4*). The rate is available from 18 until 25 Apr 15 and covers a room with two queen size beds and breakfast. Hotel Flora cannot guarantee the above mentioned rates for any reservations made after 26 March Cash payment in CZK or EUR as well as major credit cards is accepted. 4 submit your credit card number and "valid thru" when the reservation is made. Credit card information is needed for the pre-authorization of the payment. The real payment will be done during the visit of the guest. 4. Travel. All NPWG delegates are invited to arrive Sunday 19 Apr 15 in order to register for the NPWG and to attend the hosted NPWG ice breaker in Hotel Flora starting at 1900 hrs. The delegates of the Bi-SC Info Ops & PSYOPS Conference are invited to arrive by Tuesday 21 Apr 15 in order to register. Those who are attending only the MC WG (Ops) Info Ops should arrive by Wednesday 22 Apr 15 in order to register. It is recommended that you travel to one of the following airports: the Czech Republic - Prague Ruzyne (PRG), Ostrava Mosnov (OSR), Brno Turany (BRQ); Slovakia - Bratislava Ivanka (BTS); Austria - Vienna (VIE); Poland - Krakow (KRK). There will be no organised transport provided by the host nation at the point of entry. Trains or coaches are available. 5. Entry Documentation. All attendees will require a valid passport. According to the Czech Rep MFA no delegates will require entry Visas. If there are any doubts, please check the MFA official web page 6. Spouses. Spouses are welcome to accompany the delegates to the ice breakers, the official dinner and on the cultural event on a "pay as you go basis". There will be no formal spouses programme, however, there will be suggested activities. 7. Welcome Package. A conference package containing conference and local area information will be available at the reception upon arrival. The POCs will strive to populate the conference website with updated information, including the agendas. 8. Weather. The weather in Olomouc in late April can be quite warm and pleasant with rain sometimes. It is best to plan for rainy weather with an extra sweater and be very happy if it is pleasant and warm. 9. Dress. Civilian jacket and tie is the preferred dress for the WGs and conference. Dress for the hosted dinner and the Ice-Breaker will be casual (collared shirt and slacks or female equivalent). There is no requirement for any type of military uniform. 10. Conference fees. Conference fees are to be paid in cash in local currency (ClK) during registration where receipts will be issued. For participants attending NPWG, a conference fee of ClK (equivalent 30) will be charged. For participants attending the Bi-SC Info Ops & PSYOPS Conference, an additional conference fee of ClK 550 (equivalent 20) will be charged. There will be no conference fee charged for the MCWG (Ops) Info Ops. 11. Transportation. There will be no organised transportation between the hotel and the airport. 12. Security. Facilities for classified discussions have been secured for the NPWG if needed. All delegates must provide a valid NATO Security Clearance Certificate up to NATO SECRET before being admitted to a classified session. The host will provide local security at the facility. 5 13. Delegate Social Activities. There will be a hosted ice breaker on Sunday evening, 19 Apr 15, at 1900 hrs. There will be a hosted dinner at the Hotel Flora on Wednesday 22 Apr 15 at 1900 hrs, as well as a cultural walking tour through the Olomouc city centre, Thursday 23 Apr Internet. Free WIFI is available throughout the Hotel Flora as well as most restaurants and cafes in the Olomouc area. 15. Medical and Dental. For any emergency needs, the conference cadre will be able to help coordinate travel to local emergency care clinics or a doctor. 16. Further Information.
