3 UNITED STATES AIR FORCE MICHAEL C. MEHRMAN Michael C. Mehrman, a member of the Senior Executive Service, is Deputy Director of Financial Management, Headquarters Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. As the command's chief financial civilian, he is responsible for the financial planning and fiscal execution of more than 35 percent of the Air Force appropriated budget, to include the Air Force's research, development, test, acquisition and sustainment programs. He serves as Deputy Principal Financial Adviser to the Air Force Materiel Command Commander and is responsible for identifying funding requirements, building the command's budgets, administering the Air Force Working Capital Fund and executing Air Force Materiel Command's annual budget program of over $60 billion; and providing military, civilian and contractor pay service to some 80,000 personnel. He also oversees over 3,000 professional financial managers providing vital services supporting the command's units worldwide, including ten major bases. 6 UNITED STATES AIR FORCE MARCUS F. NOVAK Marcus F. Novak, a member of the Senior Executive Service, is Deputy Director of Logistics, Engineering, and Force Protection, Headquarters Air Combat Command, Joint Base Langley-Eustis, Virginia. He assists the director in leading a staff of 513 personnel across 12 divisions and advocates a budget of $5.5 billion. He is responsible for the policy, budget, and oversight of ACC's maintenance, munitions, supply, transportation, civil engineering, and force protection functions. Mr. Novak provides direction and oversight to more than 42,000 personnel assigned to 14 bases and over 200 operating locations worldwide that maintain and support over 1,200 combat and special mission aircraft and 750 Mine Resistant Ambush Protected vehicles. He also provides direct oversight of the command s infrastructure investment program while maintaining combat ready security forces units for rapid deployment/employment. Mr. Novak was commissioned in 1986 as a graduate of the Air Force Reserve Officer Training Corps program at the University of South Florida, earning a bachlor s degree in Political Science. His assignments have included responsibilities leading aircraft and munitions maintenance, nuclear operations and force protection. Mr. Novak has led actions during numerous contingency deployments and has served in various headquarter staff positions to include four major commands, the Air Force Personnel Center, Air Staff, and the Joint Staff. He has commanded three maintenance squadrons and one of the Air Force s largest maintenance groups. 9 UNITED STATES AIR FORCE DR. MICHAEL A. PARKER Dr. Michael A. Parker, a member of the Senior Executive Service, is the Chief Information Officer and Deputy Director, Plans and Integration, Headquarters U.S. Air Force, Washington D.C. Dr. Parker provides policy, guidance and oversight for the development of plans and the design of future systems to ensure availability of personnel services for the Air Force war fighter. Additionally, he assists in providing policy and guidance for the integration of personnel policies and objectives in a human resources strategy. Dr. Parker has served in leadership positions within the Navy. His career includes assignments within the office of the Assistant Secretary of the Navy (Financial Management & Comptroller) as the director of Financial Systems Division. In that position, he led all financial systems governance, portfolio management and transformational programs. He became the program manager of the Department of the Navy s efforts in transforming the end-to-end standardization and consolidation of financial systems, focused on the inter/intragovernmental transaction business segment. Dr. Parker also served in several leadership positions within the Marine Corps, culminating with his leadership as Branch Chief, Future Plans and Integration Branch, Manpower and Reserve Affairs (M&RA), Headquarters U. S. Marine Corps. In this position, Dr. Parker led the implementation of the capability and portfolio management model of governance for all manpower and reserve affairs capability investments and sustainment programs. During this assignment, Dr. Parker successfully implemented core capabilities within the manpower and reserve affairs community of interest providing enterprise efficiencies and increasing operational effectiveness. As Director of the DoD programs and Defense Integrated Military Human Resources System, Headquarters U.S. Marine Corps, Dr. Parker developed a program plan and approach to evaluate and assess the implementation of DIMHRS within the Marine Corps. During this assignment, Dr. Parker was instrumental in defining the detailed requirements necessary to successfully implement an enterprise

10 solution supporting military pay management and was a key contributor to the DIMHRS transition efforts within the Department of Defense. Dr. Parker retired from the Marine Corps in November 2006 after 20 years of active service as an officer of Marines. 11 UNITED STATES AIR FORCE MR.JERRY RENNE Mr. Jerry Renne, a member of the Senior Executive Service, is the Deputy Director of Public Affairs, Secretary of the Air Force Office of Public Affairs, the Pentagon, Washington, D. C. He is responsible for supporting the Director of Public Affairs in creating and executing strategies to build informed public support for the Air Force and air and space power. 14 UNITED STATES AIR FORCE CARLOS RODGERS Carlos Rodgers, a member of the Senior Executive Service, is Director, Budget Investment, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Washington, D.C. Mr. Rodgers plans, directs and supervises the budget formulation and financial execution of Air Force procurement, research, development, test and evaluation, military construction, family housing and Base Realignment and Closure appropriations that total more than $66 billion annually. Mr. Rodgers entered government service as an Air Force Palace Acquire Intern in During his initial assignment, Mr. Rodgers worked as a cost and budget analyst at Headquarters Military Airlift Command, Scott AFB, IL, managing command and control communication system funding. After completing the Palace Acquire Program, Mr. Rodgers transferred to Headquarters Air Force Communication Command, where he supported the acquisition of standard computer/communication systems for air force bases and foreign military sales customers. SAYER UNITED STATES AIR FORCE Lara Sayer, a member of the Senior Executive Service, is the Deputy Chief Financial Officer/Comptroller for U.S. Special Operations Command, MacDill Air Force Base, Fla. 19 U N I T E D S T A T E S A I R F O R C E Robert Chandler (Chan) Swallow, Technical Director, Joint Warfare Analysis Center (JWAC) As JWAC s Technical Director, a Senior Executive Service position, Mr. Swallow provides longterm direction to ensure the Center remains on the cutting edge of analysis and targeting support for our nation s Combatant Commands and other government agencies. Trumpfheller is the Deputy Director of Strategic Plans, Deputy Chief of Staff for Strategic Plans and Requirements, Headquarters U.S. Air Force, the Pentagon, Washington, D.C. The Directorate of Strategic Plans develops, integrates, evaluates, and analyzes the Air Force Resource Allocation Plan across the thirty year planning horizon and is responsible for maintaining the integrity and discipline of the Air Force Corporate Structure process. UCHIDA U N I T E D S T A T E S A I R F O R C E Mr. Ted Uchida, a member of the Senior Executive Service, is the Deputy Director of Operations (A3), HQ Air Combat Command, Joint Base Langley-Eustis, Virginia. As the Deputy Director, he is responsible for translating Chief of Staff of the Air Force, Commander, Air Combat Command, and Director of Operations strategic priorities and goals into actionable tasks and leads the A3 team making these priorities and goals a reality. He provides leadership and direction supporting the A3 functions including formulating military and civilian organizational policy and exercising control over all military, civilian, and contractor personnel and authorizations. As the senior A3 civilian, he leads force development and provides perspective for the entire A3 civilian workforce. Previous to this assignment, Mr. Uchida served on active duty. He began his military career with flight training at Mather Air Force Base as a student in Undergraduate Navigator and Electronic Warfare Officer Training. Following training, he qualified as an F-111 Weapon Systems Officer at Mountain Home Air Force Base and served F-111 assignments at Royal Air Force Station, Upper Heyford, England and Cannon AFB, NM.
