2 STX Lane: Patrolling Task: UNIBAM task 2,1 Patrolling References: UNIBAM Volumes I & II Appropriate National Standards Conditions: The unit is conducting operations as part of a higher headquarters and has received an operation order (OPORD) or fragmentary order (FRAGO) to conduct patrols in order to ensure the safety of Internally Displaced Persons (IDPs) arriving in their area of operations. Communications have been established, and information is being passed in accordance with (IAW) the Standing Operating Procedures (SOP). The unit has received guidance on the rules of engagement (ROE). United Nations (UN) partners, civilians, government agencies, nongovernmental organizations, and the international media may be present in the area. Contact is possible. Unit operates from a Company Operating Base (COB) and will travel along local routes. Standard: The unit reacts appropriately to challenges on the patrol. TCO conducts proper TC3, integrates enablers, communicates with their higher HQs and uses sound TTPs Unit moves tactically from the COB and interacts with local nationals and counterparts as required. Unit complies with the ROE, mission instructions, higher headquarters order, and other special orders. Unit treats local inhabitants with respect. 5 UNIBAM Task 2.1: Patrolling Capability and Performance Standards (1 of 3) Capability Force Protection Sustainment Command, Control & Communication Protect Environment Standards QRF is prepared to support patrol defense/extraction. Patrol reviews ROE and route and rehearses actions if attacked prior to initiation of patrol. Patrol personnel provide for all around 360 degrees defensible security, 24 hour a day, under all weather and light conditions. Patrol has rehearsed SOPs for defense and evacuation. Patrol personnel have adequate supplies, potable water, ammunition, fuel, and transportation to sustain itself for the duration of the patrol and in all threat levels. Company commander determines requirements for the patrol and verifies requirements with the battalion staff. Progress of patrol is monitored utilizing patrol boundaries, phase lines, key terrain, and contact points. Patrol has an established chain of command with clear lines of c2. Patrol maintains constant, reliable, redundant, and secure communication with the next superior authority and other adjacent battalion patrols as the situation dictates. Radio and telephone transmissions are encrypted or encoded as required. interpreters are attached to the patrol who can communicate in the local language and dialect, and the patrolling units language. Patrols should not degrade the environment or living conditions of the local population through containment of oil spills, water, wastewater and proper waste management. Wildlife is prohibited to buy/sell. Bring empty (plastic) water bottles used during patrols back to camps for proper disposal (Do not throw away bottles/wraps directly into nature). 5

6 UNIBAM Task 2.1: Patrolling Capability and Performance Standards (2 of 3) Capability Mobility Civil Interaction Interoperability Standards Patrol leaders, through digital or conventional map reconnaissance identify tentative patrol routes, rally points, contact points, and phase lines and patrol leaders brief company commander of these locations prior to initiation of patrol. All patrol plans and routes are briefed by the patrol leader to the stay behind commander and /or appropriate staff members. Patrol uses formation and appropriate technique of movement, adjusting the technique as required by mission, threat, time, terrain, troops available, and civil considerations. Patrol locates and plots minefields and obstacles along the route. All patrol members should be sensitive (including gender sensitive) and respectful to local norms and customs. Patrol members should present a professional and alert posture. Patrol has on call capability to support other battalion missions and assets including: other patrols and battalion/company activities protect or detain individuals act as a communications relay for long range battalion communications. 6

7 UNIBAM Task 2.1: Patrolling Capability and Performance Standards (3 of 3) Capability Information Firepower Monitor, Verify, and Report Operate and Maintain Equipment Standards Company commander and leaders involved with patrol, gain and maintain situational awareness using information that is gathered from battalion staff, company situational awareness teams, maps, information summaries, situation reports, and other available information sources. Patrol members are debriefed by key staff members and/or the commander as appropriate immediately after each patrol in order to extract and consolidate pertinent information relevant information and answers to PIR Patrols should maintain all around 360 degrees observation under all weather and light conditions throughout the duration of the patrol. Patrol members should pay special attention to children and signal disturbances (such as child soldiers) to the Battalion s child protection officer. Patrol has capability to defend itself in all threat conditions against all feasible threat COAs. Patrol has coordinated air and indirect fire support targeting with battalion assets. Patrol personnel should provide timely, accurate and relevant reports to higher HQ. Information reported is verified by multiple sources and documented though imagery and other forms of electronic media. Patrols should initiate operations with 100% operationally capable equipment; patrol maintains spare parts, batteries, electrical supply and water purification capabilities. Patrol members are trained to use, maintain and repair their equipment at the operator level. 7

8 Conduct a Patrol Task and Performance Measures (1 of 3) 1. Perform the required troop-leading procedures (TLPs). TLPs are a series of eight interrelated, overlapping processes that are often accomplished concurrently and do not follow a rigid sequence. Use the procedures as outlined below, if only in abbreviated form, to ensure that nothing is left out of planning and preparation and that Soldiers understand the mission and prepare adequately. (1) Receive the mission in the company operation order (OPORD). (2) Issue the warning order to subordinate leaders. Include location, special equipment required, and the earliest time for movement. (3) Make a tentative plan for conducting the patrol, based on the estimate of the situation and an analysis of mission, enemy, terrain and weather, troops and support available, time available, civil considerations (METT-TC). Your plan must support the company patrol plan. (4) Start necessary movement. Movement might need to start while you are still planning. Movement can occur anytime during the TLP. (5) Reconnoiter the patrol route. The situation might prohibit this. At least conduct a map reconnaissance to confirm or deny assumptions made during the estimate of the situation. (6) Complete the plan. (7) Issue the order to subordinate leaders. Use the standard OPORD format. At a minimum, include (a) Situation. (b) Mission and purpose for the patrol (c) The squad/section's position (left, right, center) in the platoon sector. (d) Security plan (passwords, OPs, percent of personnel on alert). (e) Times for movement. (f) Other pertinent information such as location of the command post, methods of waste disposal, and plan for dealing with environmental hazards. (8) Supervise continuously. 8

9 Conduct a Patrol Task and Performance Measures (2 of 3) 2. Initiates and controls presence patrol movement toward the start point (SP). a. Directs mode of transportation IAW OPORD/FRAGO. (1) Mounted. (2) Dismounted. b. Directs patrol to begin movement using the designated formation, movement technique, interval and speed IAW the OPORD/FRAGO. c. Positions himself where he can best control the movement of the patrol. 3. Supervises the patrol. a. Crosses the SP at the designated time. b. Reports control measures IAW the OPORD/FRAGO. c. Directs 360-degree security with air and ground surveillance. 4. Conducts scheduled halts, as directed in the OPORD/FRAGO. a. Establishes local security. b. Posts guides to direct traffic, as necessary. c. Conducts reconnaissance, as necessary. d. Mounted only: (1) Performs during-operation maintenance. (2) Refuels, if scheduled. e. Sends a Situation Report (SITREP). 5. Conducts unscheduled halts, as necessary. a. Conducts actions on contact. (1) Deploy and report. (2) Develop the situation. (3) Recommend and choose a course of action. (4) Execute a course of action. 9

10 Conduct a Patrol Task and Performance Measures (3 of 3) b. Maintains situational awareness. c. Maintains 360-degree security. d. Sends a SITREP. 6. Interacts with the local civilians as the OPORD or situation dictates. This includes local or foreign civilians, law enforcement and governmental officials, and other forces located in the area. Act in a manner that will not incite aggression against UN peacekeepers. a. Uses the patrol's HUMINT collector (Military Intelligence personnel), or HUMINT collection techniques. b. Maintains situational awareness of local activities, civilians, military forces, and other potential threats to the patrol. NOTE: Due to the interaction the patrol may have with the local civilians, and other personnel in the area along the route, progressive levels of force protection may be necessary. 7. Conducts continuous reconnaissance during and after the patrol. Make note of suspicious activity, persons, vehicles, etc. 8. Reports all suspicious activities to higher headquarters. 9. Conducts reentry into friendly areas. a. Contacts friendly units. b. Confirms the coordination of the passage with the friendly unit. c. Executes reentry. 10. Completes the patrol report. a. Debriefs the patrol members and compile the reconnaissance information. b. Prepares the patrol report. c. Reviews the patrol report with the patrol members for accuracy and completeness. d. Submits the completed report to commander or tactical operations center (TOC). 10
