Continuous Improvement/Staff Inspections Sergeant at Jacksonville Sheriff's Office May Present (20 years 4 months) In many ways, the Staff Inspections Unit with the Jacksonville Sheriff's Office is similar to the military IG (Inspector General). We inspect organizational compliance of units within the agency against applicable law enforcement accreditation standards, to ensure unit effectiveness, efficiency, and overall employee morale. Along with this task, we are now adding the continuous improvement philosophy to all of our inspections. We believe that by creating an environment to continually ask Page 2

3 "why" unit members will grow and learn from researching best practices, thus propelling our agency's ability to achieve a higher level of public safety. 4 recommendations available upon request Technical Sergeant, 125th FW/Security Forces at Florida Air National Guard August Present (21 years 1 month) At age 19, I enlisted with the Florida Air National Guard. This has proven to be one of the best decision of my life, and I consider it to be instrumental with my choosing a career in law enforcement. I was proud to wear my uniform when I was 19, and I am just as proud to wear it today, as I celebrate my 20th year with the Guard. The 125th Fighter Wing, Jacksonville, Florida has always been highlighted as a Wing associated with excellence. This was demonstrated by our rating of "Excellent" on our operational readiness inspection this past May. Technical Sergeant, 125th FW, Civil Engineering Squadron at Florida Air National Guard August September 2007 (18 years 2 months) Community Education Karate Instructor, Duval County School Board at Duval County Public Schools January January 2006 (4 years 1 month) From , I taught martial arts to a diverse group of individuals from the community through the continuing education program in Duval County. This was a great experience, as I was able to learn techniques needed to speak, and teach, to a varying audience. My students included children and adults from various socio-economic backgrounds. A large emphasis in our class was placed on core values such as respect for others, committment to excellence, and always improving. 5 William "Billy" Wilkerson Continuous Improvement Sergeant and Inspections Unit Supervisor at Jacksonville Sheriff's Office 4 people have recommended William "Billy" "Sgt. Wilkerson transferred to the Continuous Improvement Unit and since then has shown that this transfer has had a major impact on the agency's movement towards the adoption of a continuous improvement philosophies and tools. Sgt. Wilkerson was tasked to assist with an improvement event to address the process of transporting fugitives within the state and extraditing prisoners from other states. These tasks were normally completed by police detectives, and at the completion of the evaluation and process improvement event it was recommended that these duties be reassigned to Correction Officers. This was adopted with a savings to the agency and an opportunity to recognize the unused talents of our corrections personnel. Sgt. Wilkerson was also included in a process to address the agency s court overtime budget. Realizing that this was a large undertaking and a strategic event he devised a process to address it in smaller projects. First was to limit the wasted travel time of officers transporting the court overtime form to the court liaison office and the elimination of the court overtime form. This process was very involved and required that Sgt. Wilkerson obtain the agreement of many agency Chiefs and Directors. Sgt. Wilkerson facilitated an event with personnel from corrections. The recommendations from this event will have a large positive impact on corrections personnel and their ability to documents incidents in the correction facilities. This information will allow for Crime Analysis to better capture valuable data from incidents within the correction facilities, ensure that all of the Sheriff s Office is utilizing the same reporting methods and systems and better use of the skills of the corrections personnel. These are just a few examples of Sgt. Wilkerson s efforts since his transfer to Continuous Improvement. He has also been active in the Jacksonville Six Sigma Symposium meeting groups and Lean Consortium. He played a valuable role in creating the Continuous Improvement curriculum presented at the Sheriff s Office Leadership Institute. Sgt. Wilkerson truly believes that any interaction with both internal and external customers and relationships is an opportunity to Wow them with his desire to serve and present a positive outlook towards change. He was trained through civilian means and then pursued certification as an Air Force Smart Operations for the 21st Century (AFSO21) Level I Lean practitioner. Billy was able to very quickly adapt to the ANG program and method of conducting kaizen events. He has a thorough knowledge of lean principles and an outstanding skill in delivering team awareness training. His interaction with the team members was exemplary and a contributing factor to the outstanding success of the event. I was pleased to be able to sign Billy s certification as a Level I facilitator and would work alongside him any chance that I had.
