Headquarters U.S. Air Force I n t e g r i t y - S e r v i c e - E x c e l l e n c e New Defense Strategy s Impact on AF Strategic Planning Mr Jim Brooks, SES, DAF Deputy Director AF Strategic Planning 18 April 2012

Highlights of DoD s Strategic Guidance The United States faces an inflection point, transitioning from ten years of war and robust defense spending Our strategic approach will shift from an emphasis on today s wars to preparing for future challenges This new strategy emphasizes a joint force that will Remain globally engaged Maintain the capability to deter and defeat aggression by adversaries against the U.S. and our allies Maintain the capacity to prevail in multiple conflicts Given the complex security environment and our global interests, our approach must adapt I n t e g r i t y - S e r v i c e - E x c e l l e n c e 2

Inflection Points Grand Strategy Containment and Collective Security Regional Operations and Stability Defeat Violent Extremism Full Spectrum Rebalancing? Agile, Flexible, Rapidly Deployable Strategic Deterrence Air Space Control Power Projection Global Reach Global Power Overseas Contingency Operations Enduring Capabilities Rebalance Global Posture, Asia Pacific Middle East Global Vigilance Air Force Strategy Global Reach Global Power Maintain presence elsewhere, Build Partnerships, Strengthen Alliances Confront and Defeat Aggression Focus Areas Strategic Deterrence Precision Strike Irregular Warfare Nuclear Deterrence ISR Building Partnerships A2AD Combat Forces Preferred Munitions Space and Cyber Project and Prioritize key investments and to rapidly mobilize Cold War Post Cold War New Millennium Right Sized Lift The Future I n t e g r i t y - S e r v i c e - E x c e l l e n c e 3

Strategic Guidance Background Supports the U.S. National Security Strategy, which is focused on renewing American leadership Strategy-driven, inclusive process informed by strong participation from civilian and military leadership, including: President, SecDef, and other cabinet officials Chairman of the Joint Chiefs of Staff Secretaries and Service Chiefs of the Military Departments Combatant Commanders Office of the Secretary of Defense Guided by four principles: Maintain the world s best military Avoid a hollow force Balance reductions, taking cuts strategically Keep faith with the All-Volunteer force I n t e g r i t y - S e r v i c e - E x c e l l e n c e 4

New DoD Strategy Defend the Homeland & Provide Support to Civil Authorities Operate Effectively In Cyber & Space Counter Weapons Of Mass Destruction Counter-Terrorism & Irregular Warfare Joint Force Project Power Despite A2/AD Challenges Conduct Stability & Counterinsurgency Ops Maintain a Safe, Secure, & Effective Nuclear Deterrent Conduct Humanitarian, Disaster Relief, & Other Operations Deter & Defeat Aggression Provide a Stabilizing Presence 5 Integrity Service Excellence

Attributes of the Joint Force for 2020 Smaller but more efficient, more flexible and ready to defeat any adversary Global, with emphasis on the Asia-Pacific and Middle East Capable across all domains and Networked across the force Harnessing strong relationships with allies and partners, developing new partnerships Integrated with other tools of national power, to include diplomacy Technologically superior Able to regenerate and surge for an unpredictable future Driven by battle-tested professionals of the world s finest, bestequipped, and best cared for All-Volunteer Force Preferentially protecting compensation, Wounded Warrior and mental health, families, Guard/Reserves I n t e g r i t y - S e r v i c e - E x c e l l e n c e 6

New DoD Strategy Defend the Homeland & Provide Support to Civil Authorities Operate Effectively In Cyber & Space Counter Weapons Of Mass Destruction Counter-Terrorism & Irregular Warfare Joint Force Project Power Despite A2/AD Challenges Conduct Stability & Counterinsurgency Ops Maintain a Safe, Secure, & Effective Nuclear Deterrent Conduct Humanitarian, Disaster Relief, & Other Operations Deter & Defeat Aggression Provide a Stabilizing Presence 7 Integrity Service Excellence

The Two-War Construct The United States has important interests in multiple regions US forces are to be capable of fully denying a capable state s t aggressive objectives in one region by conducting a combined arms campaign across all domains land, air, maritime, space, and cyberspace US forces will also be able to deter and defeat aggression by an opportunistic adversary even when they are committed elsewhere Capable of denying the objectives of or imposing unacceptable costs on an opportunistic aggressor in a second theater US forces will not be sized to conduct large-scale, prolonged stability operations Will retain lessons learned, expertise, and specialized capabilities that t have been developed over the past decade Will have the ability to mobilize and regenerate forces as needed I n t e g r i t y - S e r v i c e - E x c e l l e n c e 8

Air Force Role in DoD Strategy The Air Force provides enduring contributions across all domains: Air and Space Control Global Intelligence, Surveillance, and Reconnaissance Rapid Global Mobility Global Strike Command and Control of Air, Space, and Cyberspace Systems We are making g deliberate strategic g choices about the key yp programs g and capabilities p that need to go forward so that we still have the finest military in the world 10 years from now. Michael B. Donley, Secretary of the Air Force Integrity Service Excellence 9

Global Vigilance g U S A F R E S O U R C E S Joint Force Mi i Missions Counter Terrorism Irregular Warfare Deter & Defeat Aggression Effective Nuclear Deterrent Agile Combat Support Homeland Defense & Civil Support Global Power Counter WMD Effective Cyber & Space Operations Provide Stabilizing Presence Counterinsurgency Operations Global Reach Project Power Despite A2/AD Challenges Integrity Service Excellence Humanitarian, Disaster Relief, & other Operations 10

Science and Technology Our Air Force will be smaller but fully capable Getting much smaller would require us to re-look assumptions Our Air Force has changed dramatically since Desert Storm Tested hard: strike, CAS, ISR, space, cyber, battlefield airmen, regional competency Unmanned platforms are part of our DNA and still evolving Future Challenges continuing as an innovative force Countering Anti-Access/Area Denial (A2AD) technologies DoD Budget Authority Capturing domain synergy doing what we do in the air domain for the space and cyber domains while continuing to improve in the air Improved fuels / propulsion systems Hypersonics / Trans-atmospherics Air Force Budget Authority Remotely piloted / autonomous vehicles Artificial Intelligence I n t e g r i t y - S e r v i c e - E x c e l l e n c e 11

Bottom Line Strategy Planning Programming Resources Tough, unclear fiscal and security environment We still have and will have the world s best Air Force Airmen and citizen partners are key to shaping and articulating the future...the Air Force has made the hard choices to support the new strategic guidance. And we will be a smaller but superb force that t maintains our agility, our flexibility and readiness to engage a full range of contingencies and threats. -General Norton Schwartz, Air Force Chief of Staff I n t e g r i t y - S e r v i c e - E x c e l l e n c e 12
