1 DUTY OFFICER SOG SCOPE This guideline shall apply to all Chief Officer of the Stoney Point Fire Department (SPFD) and shall be adhered to by all appointed Chief Officers. PURPOSE The Duty Officer (D/0) is the name of a rotating position assigned to all department Chief Officer s who are required to participate in a duty or watch system rotating on a weekly basis. This is to insure that Chief Officer Oversight is available 24 X 7 throughout the calendar year, thus providing a mechanism and system for Line Officers and other members of the department to utilize and call on in the event of an emergency or unique circumstance where Chief Officer discretion and direction is required. It should be noted that well established written policies and procedures should be followed at all times. This SOG does not ALLOW OR AUTHORIZE any Chief Officer or D/O to change, otherwise modify or implement policy changes to already approved department standard operating guidelines and procedures. Therefore, the D/O is charged with the responsibility for providing executive level oversight of fire department operations during their assigned tour of duty and thus acts as the Fire Chief s representative, when required. DEFINITIONS SHALL - Indicates a mandatory requirement. STANDARD OPERATING GUIDELINES (SOG) - Documents that help establish how an organization will operate and how its members are expected to carry out specific duties outlined in general terms. GUIDELINES

2 Rotating Schedule The D/O duty period commences at 2200 hours Thursdays and concludes at 2159 hours the following Thursday. The duty is shared by all Chief Officers resulting in a duty shift every 5 th week. Duty is scheduled in order and does not exclude holidays or special events. It will be each D/O s responsibility to immediately coordinate coverage if the scheduled D/O period conflicts due to an unforeseen emergency or other temporary situation that would preclude response or availability during a tour of duty. A D/O is expected to be available during the periods not associated with his/her primary job. Therefore evening, overnight, weekends and holidays the assigned D/O is expected to comply with this SOG or ensure D/O coverage during any periods of void. Duties and Responsibilities: The Chief Duty Officer (D/O) during his tour of duty attends to menial administrative tasks such as physically visiting the fire station nightly within close proximity of the volunteer crew report time of 1900 hours to insure adequate coverage for both departments has been affected and is in place no later than 2000 hours. The D/O will also brief the volunteer/career shift officers on any special assignments or other administrative requirements such as station clean up, security or training requirements, and will insure that the 12 below listed administrative requirements have been covered. (In the Absence of an assigned Volunteer Officer the Career Shift Lieutenant will be responsible) 1. Duty & Crew Assignment for each member on shift 2. Duty & Crew Assignment Brief Completed for each Member on Duty 3. Equipment Checks conducted 4. IamResponding.com updated and current 5. Green Duty Sheets Signed and up to date with everyone on duty for the night 6. Station 19 Crew assigned and at Station 19 and each Station knows their area of response. (Sta. 19 Minimum 1 Driver and 2 FF s) All volunteers will rotate at Station 19. (Only three 3 Members of a paid crew will be sent to 19) 7. Station Security is checked and covered to include all out buildings 8. Kitchen and station Clean up assigned 9. Training Reports completed for all completed training and filed in the appropriate folder. 10. All Incident Reports are completed and signed by the Volunteer/Career Officer. (All incident Reports will be reviewed and signed by an on shift supervisor (Volunteer or Career Officer) to include calls that were handled by Firefighters only such as Medical Calls or other calls where an officer did not directly respond to. 11. Data Input of all incident reports within the established protocol 12. No Incident Reports in personal IN BOXES or other places where they can not be located. All Incident Reports are completed at the end of the call or at the conclusion of multiple Incident Calls. The D/O will be required to sign the GREEN DUTY SHEET every night during the tour of duty. The D/O may also conduct a telephonic check in from time to time, but a telephonic check in IN LIEU OF THE REQUIRED NIGHTLY ON SITE VISIT WILL NOT BE ALLOWED.

3 The D/O will also insure that the Iamresponding.com is updated with accurate information by the Volunteer Officer at the beginning of the Shift and by the Career Shift Officer in the absence of the Volunteer Officer. The D/O during his/her tour of Duty, at least once (1) will visit Station 19 and log the visit in the daily Log or Green Sheet. The D/O will immediately notify the Fire Chief or the Deputy Fire Chief in the absence of the Fire Chief of any serious incidents involving fire department personnel, equipment and or apparatuses. Any fire related deaths and any major fire loss within the fire district and any calls involving Technical Rescues such as High Angle, Swift Water or incident where Specialized Rescue Certifications are required. (Excluding Vehicle Pinned INS). The D/O will also notify the Fire Chief or Deputy Fire Chief in his absence for any SPECIAL requests by outside agencies for special responses or coverage s. (Outside of our normal scope of coverage s) Weekly Department Administrative Meeting: Effective with this D/O SOG, the weekly on call Duty Officer will also be responsible for the weekly administrative meeting. The D/O will conduct Roll Call, Conduct the Opening Prayer and lead the membership with the Pledge of Allegiance. In the absence of the Fire Chief the D/O will be responsible for conducting the entire meeting. The on call D/O will also record minutes of the administrative meeting. These minutes will be turned in to the Fire Chief electronically in a Microsoft Office Word Document Format and will follow the outline as provided by the Fire Chief. (Our Station is required to maintain minutes of all our meetings. Since we do not have a secretary this will now be the responsibility of the weekly D/O on call during the meeting.) The D/O when conducting the administrative meeting will follow the established protocol and allow input from all other Chief and Line Officers as well as input from the membership prior to terminating the administrative meeting and the start of scheduled training activities. Accident Investigations: With the effective date of this SOG, all accident investigations involving department personnel, equipment and apparatuses will be investigated by the On Duty D/O at the time of the accident. The only exception will be if the D/O was personally involved in the accident or directed the incident where the accident occurred. In that case the On Coming Duty Officer scheduled to assume D/O next will be responsible for completing an internal accident investigation. All accident Investigative Reports will be submitted to the Fire Chief within 14 days from the date of the accident or earlier if ready. The D/O completing the Accident Investigation may also convene our Safety Committee to assist in this task if needed. This should be coordinated through our Department Safety Officer Assistant Chief Johnson If the Safety Committee meets, meeting minutes will be recorded and turned in along with the accident investigation report. The D/O will also insure that all Drivers or Operators of SPFD equipment complete a post accident urinalysis if required within 24 hours of the accident, unless hospitalized or physically not able due to the injury where a blood sample will be obtained through the hospital in order to comply with our applicable SOG. D/O Incident Response:

4 The D/O while on call is required to respond to the following listed In District related calls and establish and or take command once on the scene of the incident. This may be accomplished by a POV response, department owned vehicle or apparatus. (If another SPFD Chief Officer has arrived on the incident scene prior to the assigned D/O discretion will be used if Incident Command has been established) Incident Command Duties will all ways be performed by the most senior officer on the scene until properly relieved and command is transferred in accordance with the Incident Command SOG. (In other words a Sr. Firefighter / Engineer, Fire Lieutenant or Captain will take command until the D/O or another Chief Officer arrives on the scene. If the Chief Officer arrives late into the on going incident he/she can use discretion in assuming command and can assist the Line Officer or Sr. Firefighter/Engineer in the performance of their IC responsibilities). Any Chief Officer or D/O that arrives late or well into an on going incident will still be responsible for taking immediate action of un safe incident/fire ground operations or actions. Any Department Chief Officer arriving at an Indistrict Incident where the D/O has not arrived WILL assume all command functions if the call requires a Chief Officer IC. All Chief Officers arriving on the Incident Scene will conduct a face to face briefing and assist oneanother and MAY transfer command at their discretion. Chief Officers will ensure that Man Power, Safety, Rehab, RIT, and other associate command functions are implemented at all MAJOR incident scenes. Special Note: The Fire Chief or Deputy Fire Chief at their discretion may assume command at any incident scene. All Chief Officer or any other officer on the incident scene will take immediate action at any incident scene where unsafe conditions or willful policy violations are relevant and observed. This will be pointed out immediately to the IC, D/O or any available Sr. Officer. Again, Chief Officers and Line Officers are expected to work together as a team to mitigate all major incidents and the more eyes on the situation the better it will be to successfully mitigate the incident, and everyone goes home. (TEAMWORK). 5 52 C 3 (Commercial/Industrial Buildings) (3) Confined Space / Structure Collapse 54 The D/O will respond to all In District 54 Categories calls consisting of Confined Space & Structure Collapse Calls (B C & D) (4) Elevator / Escalator Rescue 56 (Jack Britt High School) 56 D 1 (Elevator Entrapment with injuries) 56 D 2 (Elevator Accident) (5) Explosions 57 The D/O will respond to all In District 57 Categories calls consisting of Explosions (D 1 through 10 and B 1 through 3 Calls) (6) Extrications / Entrapped Machinery or Vehicle 58 (This may also come in as a 29 D type call) The D/O will respond to all In District 58 Categories calls consisting of Entrapments (D 1 and B 1 & 2 Calls) (7) Fuel Spills C 1 (In or Near Waterway) 59 C 2 (Uncontained Large Spill) 59 C 3 (Contained Large Spill) 59 C 4 (Unknown Situation involving a Spill) (8) Gas Leak / Gas Oder (Natural and LP Gases 60

(Coordination should be affected with another Chief Officer if the D/O is involved in a unique or large commercial type Mutual/Automatic Aid Fire. (Acts of Nature, Man Made Disaster, etc) (A D/O should not allow himself/herself to be tied down on SFD type automatic/mutual aid call that would preclude him or her from responding back to an IMMEDIATE in district call). An exception would be the neighboring department is already on a call and our department is 1 st in and the D/O is performing IC functions. (14) Outside Fire E 1 (Person on Fire Outside) 67 D 1 through 5 (D/O responds to all in district D type fires) (15) Structure Fire 69 The D/O will respond to all In District 69 E and D Calls (16) Train and Rail Collision / Derailment 70 The D/O will respond to all In District 70 D and C 1 & 2 Type Calls (17) Vehicle Fire D 1 (Vehicle Fire Occupants Trapped) 71 D 3 (Vehicle Fire with Threatened Buildings/Structures)

8 71 D 4 (Commercial Vehicles) 71 D 5 (Large Fuel/Fire Load Vehicle) (18) Water Rescue 72 The D/O will respond to all In District 72 Water Rescue Calls to insure proper coordination and certified Rescue Technicians are utilized for the Rescue at hand. If qualified personnel are not available a call for help for qualified RT s trained in the area required will go by the D/O or IC (Swift Water, or High Angle over Water etc) (19) Watercraft in Distress 73 The D/O will respond to all 73 D Watercraft in Distress Calls (20) Suspicious Package (Letter, Item, & Bomb Threat 74 The D/O will respond to all Suspicious Package 73 D & C calls (21) Burns (Scalds) & Explosions EMS Determinants # 7 7 C 1 (Building fire with person s reported Inside) 7 A 2 (Fire Alarm Unknown Situation) (22) Drowning / Diving / SCUBA Accident) EMS Determinants # D 1 (Unconscious or Arrest) Still in the Water 14 D 2 (Not Alert) (Still In the Water) 14 D 3 (Diving Accident) 14 D 4 (SCUBA Accident) Any drowning where boat operations will be utilized.

9 (23) Inaccessible Incident/Other Entrapments ( None Vehicle ) EMS Determinants # 22 The D/O will respond to all 22 D calls (24) Stab / Gunshot Wound EMS Determinants # 27 The D/O will use discretions but will respond to MULTIPLE victim calls if so dispatched. (25) Traffic Accidents EMS Determinants # 29 The D/O will respond to all 29 D 1 through 5 Calls Special Note: Calls not specifically listed the D/O may use discretion but he/she must remember their primary role is also to insure the district remains covered at all times. This cannot be accomplished if tied up during an out of the district automatic aid call. It is the D/O s responsibility to insure that Units/Apparatuses no longer needed on an on going incident scene are released back to service immediately. Only minimum crews will be utilized to stand by at an incident scene that has been deemed under control, with all critical units placed back in service. The D/O will also respond to the station any time during his/her tour of duty where multiple or simultaneous calls (Medical Calls or Mutual Aid) are on going to insure the station is up and is prepared to man an apparatus if no Engineers are available and respond. Any time there are multiple calls and the D/O is outside of the fire district the D/O will return to the station to coordinate potential in district calls which may require the D/O to drive a department vehicle to an incident scene. During major weather related incidents the D/O will coordinate from the station response and only respond to critical incidents where fire is showing, building collapses etc. It is also the D/O s responsibility that that VOLUNTEER members at the station have an opportunity to respond from the station and not routinely assign a truck that is already on a call The only exception is if the unit in the field has completed their assignment. If at the time of the call the unit has not checked back in service another manned unit standing by at either station

10 that will be closest to the incident scene will respond. The D/O will insure that Officers manning apparatuses in the field will coordinate thought the D/O or Station during multiple calls situation normally associated with weather related systems follow the established protocol. Our Priority is to get our trucks on the scene; therefore any POV response in the absence of drivers at the station will not be tolerated. It is our station policy to respond a unit to all calls within our primary response areas both City and County. These units will respond as soon as a unit is available or sufficient manpower is present to respond. Each D/O MUST coordinate with another Chief Officer to take his/her duty or responsibilities any time he/she is not able to perform those duties or is not able to respond due to work or other emergencies. Once scheduled a D/O is expected to follow this SOG unless prior coordination has been made the Fire Chief is aware of the change. Each D/O MUST insure they have all their communication links operating Excuses of cut off pagers, or my pager didn t go off etc will not be accepted. (Chief Officers that cannot fulfill or comply with the requirements of this SOG will be removed and assigned a Line Officer Position along with responsibilities). Chief Officers not on D/O duty are still expected if available to respond to all in district major or significant calls, (Structure, Aircraft Down, Technical Rescues ect) as well as during multiple and simultaneous calls and assist with on going IC or mitigation efforts. Chief Officers are expected to work together and Chief Officers are required to inform the Fire Chief any time they are not available or out of town. Chief Officer Order of Precedence 1.
