2 Background and Mission Who We Are Mission Statement USNAVSO/4THFLT supports SOUTHCOM joint and combined full spectrum military operations by providing principally sea based, forward presence to ensure freedom of maneuver in the maritime domain, to foster and sustain cooperative relationships with international partners and to fully exploit the sea as maneuver space in order to enhance regional security and promote peace, stability, and prosperity in the Caribbean, Central and South American regions. USS Memphis, 4 th Fleet Flagship, 1943 USS CARL VINSON Operation Unified Response Haiti, 2010 Background Originally established in 1943 to battle raiders, blockade runners and enemy submarines. Reestablished in 2008 to exercise operational C2 of maritime security operations and TSC activities.
