1 REQUEST FOR PROPOSALS PROJECT: ADVANCED EXPLOSIVE BREACHING SCHOOL Timeline: RFP Posted: Feb 6, 2018 Proposals due: March 2, :00pm Training Delivery: Prior to April 2018 Anticipated Budget: under $25,000 Background The Kansas City bi-state region comprised of Wyandotte, Johnson and Leavenworth counties in Kansas and Jackson, Platte, Cass, Clay and Ray counties in Missouri have developed a number of specially trained and equipped teams deployable when needed to provide assistance to any of the jurisdictions throughout the bi-state region. The KC-Metro Disaster Tactical Response Team (KCMDTRT) is a dedicated team comprised of members from eight law enforcement agencies; six in Kansas; including Kansas City, Leavenworth, Overland Park, Olathe, Lenexa and Shawnee, and two in Missouri; Kansas City and Independence. The team is designated to handle high-risk situations requiring specialized weapons or extraordinary special operations. These agencies have received standardized training and equipment and are ready to respond to events anywhere in the region or the two states, as needed. They are designated as a NIMS type two SWAT capability. These agencies commit to training within their agency and across agencies to maintain proficiency and strengthen interoperability between the agencies. Since 2011, the region has developed an explosive breaching capability as a component to the enhanced tactical team capability. The teams have trained and exercised together and operate today using a standard set of pre- and post- shot paperwork and based on the Explosive Breaching characterization handbook recognized by the NTOA National Tactical Officers Association (2007). The teams have adopted the California program as the regional standard. Using this standardized training as a foundation, the Kansas City MO Police Department anticipates hosting a basic explosive breaching training to provide basic and refresher training for participating agencies. Mid-America Regional Council (MARC) is the association of local governments in the bi-state area, and on behalf of the regional homeland security law enforcement subcommittee and the eight law enforcement agencies that comprise the MDTRT, seeks to engage an experienced training provider to work with the agencies and customize a five-day local explosive breaching training for the participating agencies. Training requirements The five-day training will be hosted in multiple locations. The Kansas City metro region training must be geared to experienced operators who have prior knowledge and experience in tactical explosive breaching. The training should include both classroom and hands on performance level training components. The goal is to allow the operators to train together in a variety of settings and with a variety of material to increase their proficiency to perform effectively under various conditions and changing environments. 2 The training must: 1. Provide a documented refresher on theory, tactics and techniques that students have received in previous training. 2. Provide crucial updates in the field of specialized law enforcement tactics and explosive breaching, including energetics, charge construction, common trend in law enforcement and military deployment, policy and procedure development and revisions, laws and regulations, etc. 3. Provide a progressive hands-on opportunity to build and develop proficiency in all facets of explosive breaching operations from pre planning to site assessment, to briefing and operational and post blast analysis. 4. Include students performing mathematical explosive calculations, predicting collateral damage, understanding alternate methods of breaching, and understanding individual charge capabilities and hazards. 5. Build on and be consistent with previous explosive breaching training offered in the bistate area in the past five years and the explosive breaching shot packet documentation in use within the region. 6. Emphasize pre shot recon and data collection, pre shot planning and pre and post documentation and record keeping. 7. Emphasize safety considerations in planning and execution and the surgical application of the appropriate explosives for the particular circumstances. 8. Provide multiple practical applications over the course of the five days building in complexity to demonstrate knowledge of the theory of explosives, explosions and explosive breaching, safety and recognition of explosives, firing devices and accessories, construction of non electric firing systems, construction/placement and firing of wood and metal door breaching charges (calculating net, explosive weight and safe stand off distance, target, analysis) and barricaded doors. 9. Be designed so each student participates in each of the practical portions to demonstrate effective planning for and execution of explosive breaching in a variety of settings, including law enforcement hostage rescue operations, barricaded subjects warrant service and other critical incidents. 10. Include the issuance certificates of completion provided to course participants last day of instruction or within 2 weeks. The training will be supported with federal funds and must meet all federal requirements. Target Audience Course is limited to 24 tactical team officers. Mid-America Regional Council Page 2 of 6

3 The training is limited to fully commissioned/sworn US law enforcement officers and personnel who have gone through a basic explosive breaching course and/or successful attendance at the basic explosives breaching training/school scheduled at KCPD. Personnel whose experience within their agency/entity surpasses entry level positions and are assigned to one of the following positions within their agency: Member of tactical teams, emergency response unit member of bomb squad/eod team, member of other specialized unit which requires operational knowledge and capacities in the field of explosive breaching and instructors specializing in tactical operation or explosives or other related field. Contractor Requirements The contractor must have significant and progressive expertise in law enforcement tactical operations in a variety of specialized settings and have successful past experience integrating police tactics in to explosive breaching operations. The proposed training must be consistent with the NTOA Tactical Response and Operations Standard updated in (It is preferred that the instructors have passed the Cal-OSHA explosives exam and are licensed.) The training must emphasize safety in explosive breaching operations and execution. The training must build on and be consistent with previous explosive breaching offered in the bi state area over the past five years. MARC is looking for significant expertise in practical application of the explosive breaching within local or state law enforcement operations. Milestone 1: Kick Off Meeting (can be done via conference call) Task 1.1: Meet in person or by phone with representatives from the eight teams to understand each teams current level of proficiency and experience with explosive breaching operations Task 1.2: Review current participating agencies explosive breaching policies as appropriate Task 1.3: Adapt/customize training after assessing the eight teams current level of proficiency Milestone 2: Design and Conduct a five day advanced explosive breaching program Task 2.1: Contractor will be responsible for the actual conduct and control of the training. Contractor will: a) Provide staff with law enforcement tactical and explosive breaching expertise to facilitate/and execute training to include adequate number of training team to ensure safety requirements b) Identify logistical requirements and communicate those to the training planning team as soon as possible Milestone 3: Following the training, the Contractor will provide recommendations to the teams on a) Follow up training to strengthen capabilities or exercise elements that could be practiced Mid-America Regional Council Page 3 of 6

4 b) Changes in policies that would allow for a more effective agency and team response capability Proposal Requirements Description of firm with information on previous experience with conducting previous customized advanced explosive trainings 1) Detailed training plan with timeline and milestones Contractor is encouraged to offer best practices/recommendations to maximize efficient use of time and ensure successful training 2) Provide Program of instruction (syllabus) describing distribution of hours of instruction. 3) Detailed project budget. 4) Description of personnel to be assigned to the project, including the proposed project team with resumes, and their experience and qualifications with advanced explosive training 5) Reference information from three other law enforcement agencies for similar work There will be a pre bid conference call Feb 14, 2018 at 9:00am Standard Time to help answer any questions regarding the project. A Proposal Review Team comprised of subject matter experts across the region and MARC staff will review the proposals and select the vendor based on the following criteria The proposal will be evaluated according to the following factors: Specialized experience and technical competence of the contractor(s) and assigned staff relative to the task requirements outlined in this RFP. Responsiveness to and understanding of the nature of the project and scope of training needed Understanding of Federal requirements and regulations Respondent s proposed methodology and approach General organization clarity and quality of the proposal General understanding of regional conditions related to law enforcement operations Mid-America Regional Council Page 4 of 6

5 References reflecting the previous work experience of the project team and satisfactory accomplishment of contract responsibility. Ability to meet required timeframes Past successful experience with similar engagements Demonstrated company stability Cost A contractor is anticipated to be selected and begin work immediately. The selected Contractor must provide Certificate of Insurance listing MARC as an additional insured demonstrating that the Contractor has the following insurance coverage: Commercial general liability coverage of $500,000 per claim up to $2 million per occurrence; automobile liability of $100,000 per claim up to $2 million per occurrence; Workers Compensation in accordance with state statutory limits and Employer liability of $1 million if applicable; and Professional liability (Errors and Omissions) of $1 million per claim and in the aggregate. Contractor must provide Certificate Regarding Debarment and Suspension. MARC, as a nonfederal entity utilizing federal funds, is prohibited from contracting with or making sub-awards under covered transactions to parties that are suspended, debarred or otherwise excluded from, or ineligible for, participation in Federal assistance programs or activities, or whose principals are suspended, debarred or otherwise excluded from, or ineligible for, participation in Federal assistance programs or activities. Contractor must provide a W-9 Request for Taxpayer Identification Number and Certification. Disposition of Received Proposals The Mid-America Regional Council (MARC) is a public organization and is subject to the Missouri Open Records Act (Chapter 610, RSMo). All records obtained or retained by MARC are considered public records and are open to the public or media upon request unless those records are specifically protected from disclosure by law or exempted under the Missouri Sunshine Law. All contents of a response to a Request for Bids, Qualifications, Proposals or information issued by MARC are considered public records and subject to public release following decisions by MARC regarding the bid request. If a proposer has information that it considers proprietary, a bidder shall identify documents or portions of documents it considers to contain descriptions of scientific and technological innovations in which it has a proprietary interest, or other information that is protected from public disclosure by law, which is contained in a Proposal. After either a contract is executed pursuant to the Request for Proposals, or all submittals are rejected, if a request is made to inspect information submitted and if documents are identified as Proprietary Information as provided above under Missouri Sunshine Law, MARC will notify the proposer of the request for access, and it shall be the burden of the proposer to establish that those documents are exempt from disclosure under the law. This Request for Proposals does not commit MARC to award a contract, to pay any cost incurred in preparation of a response to this Request, or to procure or contract for services or supplies. MARC reserves the right to accept or reject any and all responses received as a result of this Mid-America Regional Council Page 5 of 6

6 Request, or cancel this Request in part or in its entirety if it is in the best interests of MARC to do so. Proposers shall not offer any gratuities, favors, or anything of monetary value to any officer, employee, agent, or director of MARC for the purpose of influencing favorable disposition toward either their proposal or any other proposal submitted as a result of the Request for Proposals. MARC reserves the right to suggest to any or all proposers to the Request for Proposals that such proposers form into teams of consulting firms or organizations deemed to be advantageous to MARC in performing the Scope of Work. MARC will suggest such formation when such relationships appear to offer combinations of expertise or abilities not otherwise available.
