SAFETY MANAGEMENT MANUAL Contents 1.1 Objectives 1.2 Safety Management System Objectives 1.3 Functional Requirements 1.4 Description of Vessels 1.5 Location 1.6 Type of Management 1.7 Precedence 1.8 Definitions 1.1 OBJECTIVES The objectives of the Canadian Coast Guard Auxiliary Pacific s Safety Management System are to insure the safety of all members, to prevent human injury or loss of life, to avoid damage to the environment, in particular, to the marine environment, and to property in all operations of the Canadian Coast Guard Auxiliary - Pacific through adherence to the intent of the International Management Code for the Safe Operation of Ships and for Pollution Prevention. 1.2 SAFETY MANAGEMENT OBJECTIVES a. Canadian Coast Guard Auxiliary - Pacific is committed to ensuring that the health and safety of members and anyone granted access to our Stations and offices is protected b. To fulfil this commitment, we will provide and maintain an environment that complies with and at times exceeds regulatory health and safety requirements and we will strive to protect members from any known or foreseeable hazards which could result in personal injuries or illnesses, or losses or damage to property. Canadian Coast Guard Auxiliary - Pacific is committed to promoting health and safety by providing programs and information on both health and safety and member assistance. c. All Managers and Station Officers are accountable for providing a healthy and safe work environment and therefore shall be adequately trained in health and safety and informed of their responsibilities under the Canadian Coast Guard Auxiliary - Pacific Rules and Regulations, Standing Orders, and policies. d. All employees and members will perform their jobs in accordance with established safe work procedures and Canadian Coast Guard Auxiliary - Pacific health and safety policies. 1.3 FUNCTIONAL REQUIREMENTS The major functional requirements of the ISM Code are covered in detail by the following procedures: 1. reporting accidents, hazardous occurrences, and non-conformities 2. preparation for, and response to, emergency situations. 3. internal audits, management reviews, and dealing with non-conformities. 1 st EDITION 1 POLICY.DOC PAGE 1 OF 5
2 4. vessel maintenance and associated records for equipment that has been fitted to ensure safe vessel operation and environmental protection. 5. operations of shore-based management offices and Stations / vessels with respect to the Code. 6. document control and the maintenance of records. 7. assignment, competencies, and qualifications of Canadian Coast Guard Auxiliary - Pacific members. 1.4 DESCRIPTION OF VESSELS a. The Canadian Coast Guard Auxiliary - Pacific owns vessels and operates society owned vessels and small craft that provide Search and Rescue, training, and other authorised activities in support of the Canadian Coast Guard. b. The Canadian Coast Guard Auxiliary - Pacific utilises approved Owner Operator vessels that provide Search and Rescue, training, and other authorised activities in support of the Canadian Coast Guard. 1.5 LOCATION The Canadian Coast Guard Auxiliary-Pacific has its Headquarters in Victoria, British Columbia. The Canadian Coast Guard Auxiliary - Pacific is a non-profit society operating under a Board of Governance and a Management Team. b. The Authorised Representative of the Canadian Coast Guard Auxiliary - Pacific, for the purposes of this manual, is the office of the President. 1.7 PRECEDENCE This Safety Management Manual is the primary source of reference for the conduct of all vessels, station and office related operations in the Canadian Coast Guard Auxiliary - Pacific. The Safety Management Manual takes precedence over all other orders, procedures, instructions, or guidelines unless specifically accepted. 1.8 DEFINITIONS The following are the definition of terms used in this Safety Management System. 1. Crew volunteers who are enrolled in the Canadian Coast Guard Auxiliary Pacific Region. 1 st EDITION 1 POLICY.DOC PAGE 2 OF 5
3 2. Crew Members volunteers who hold Crew Standard or Advanced Crew Standard. 3. Designated Person this position within the Canadian Coast Guard Auxiliary Pacific is the Safety Officer who is available through the Head Office. 4. Head Office the Canadian Coast Guard Auxiliary Pacific region office (Section 1.5) 5. Management Team this team consists of the Executive Officer, the SAR Operations Manager, the Training Manager, the Human Resources Manager and the Boating Safety Manager. 6. SAR Management System the online management system of the Canadian Coast Guard Auxiliary Pacific region. 7. Society vessel all vessels owned by societies which are tasked under the Canadian Coast Guard Auxiliary Pacific region. 1 st EDITION 1 POLICY.DOC PAGE 3 OF 5

POLICIES Contents 2.1 Safety and Environmental Policy Statement 2.2 Drug And Alcohol Policy These policies shall be prominently posted at Head Office, and on the SAR Management System Web Site. 2.1 SAFETY AND ENVIRONMENTAL POLICY STATEMENT a. The Canadian Coast Guard Auxiliary - Pacific is an organisation committed to safety, environmental protection, and the quality of the services it provides. b. The Canadian Coast Guard Auxiliary - Pacific Safety Management System describes the system for the safe operation and for the prevention of pollution by of vessels, Stations, all operations. The contents of the manual have been reviewed and as far as possible live up to the intent of the International Safety Management (ISM) Code. c. The Canadian Coast Guard Auxiliary - Pacific requires all members to comply with the laws of Canada at all times, to faithfully apply the procedures developed under this Policy, and to take any necessary precautions to protect themselves, their colleagues, their vessels, and the environment. d. The Canadian Coast Guard Auxiliary - Pacific through its Safety Management System: 1. Ensures that both vessel-based and shore-based members are active participants in the development, implementation, and improvement of the Safety Management System. 2. Maintains and operates vessels and Stations in a manner that provides a safe and healthy environment. 3. Identifies risks and ensures that measures are taken to mitigate those risks. 4. Establishes and maintains clear levels of authority and lines of communication both internally and externally. 5. Ensures that a sufficient number of members, trained and suitably qualified, are provided to safely operate our vessels, protect the environment, and safeguard our assets. 6. Ensures compliance with national and Canadian-recognised international safety and environmental protection rules and regulations. 7. Ensures that accidents and non-conformities are reported, analysed, and that corrective action is promptly taken. 8. Ensures that procedures are in place for dealing with foreseeable emergencies. 9. Continuously improves the safety management skills of personnel ashore and afloat through training and by the implementation of internal audits, management reviews, drills, and training exercises. 10. Appoints Designated Persons to monitor safety and environmental protection practices as well as providing a link between vessel and shore on all Safety Management System issues. 1 st EDITION 1 POLICY.DOC PAGE 4 OF 5
5 2.2 DRUG AND ALCOHOL POLICY a. Clear and comprehensive parameters are in place for all members in order to ensure safety and compliance with the law, and to comply with the parameters of the insurance policy and of the expectations of the public. b. Any Canadian Coast Guard Auxiliary - Pacific member on duty or on stand-by duty will be clear of the influence of either alcohol or drugs for the duration of his/her rotation. All Station members who are actively on call are reminded that consumption of alcohol or the use of prohibited drugs whose use could cause any level of impairment is forbidden. Any member, regardless of position, who feels that his/her level of preparedness for tasking has been compromised in any way, shall seek to have another member of the Station stand by for him/her until such time as he/she feels capable of returning to duty. As safety of crew is our foremost priority, any breaches of this policy will result in potential disciplinary action or dismissal from the organisation. c. The following policy shall apply to the operation of all Canadian Coast Guard Auxiliary - Pacific vessels and shall be enforced. d. All persons boarding society vessels are to be made aware of the rules of conduct and behaviour expected of them. The familiarisation routine for persons boarding Coast Guard Auxiliary vessels shall include a reference to this policy. e. A member may consume a legal prescription or non-prescription drug, provided it does not cause the person to become impaired. f. No member shall take charge of or be on board as crew who appears, on reasonable grounds, to be impaired. The Coxswain has the absolute authority to remove any person from the vessel who is in violation of this policy. Crew may refuse to sail with a coxswain who appears to be impaired. g. Any contravention of this policy will be regarded as a serious misconduct that could potentially lead to disciplinary action including dis-enrollment. h. Any member, who is found to be in contravention of this policy, will be reported to the Station Leader. i. Information on professional assistance is available through the Human Resources Manager to members who have alcohol or chemical dependencies. 1 st EDITION 1 POLICY.DOC PAGE 5 OF 5
