1 City of Howell Police Department Memorandum To: From: Shea Charles, City Manager George Basar, Chief of Police Date: May 29, 2018 Subject: Monthly Report April 2018 Below is a statistical report of the Howell Police Department for the month of April, 2018: CALLS FOR SERVICE Officers responded to 884 calls for police service. Below is the top ten Calls For Service handled by officers in April, 2018: 153 Building Checks (in which 13 were found open); 122 Foot Patrols; 83 Assists to EMS; 70 Assists to NON- Law Enforcement Agencies; 43 Reports of Suspicious Activity (27 Suspicious Situations, 8 Suspicious Persons and 8 Suspicious Vehicles). Further, Officers: Handled 40 Area Checks; Responded to 39 Citizen Assists; Handled 29 Welfare Checks; Responded to 28 False Alarms; Assisted Motorists 25 times.
2 Criminally, Howell Police Officers handled: 14 Assault complaints (12 Assault and Battery and 2 Aggravated/Felonious Assault); 6 Larceny complaints (3 Larceny from Motor Vehicle, 2 Larceny from a Building and 1 Larceny of Other); 5 Drove While License Suspended or Revoked; 4 Violation of Controlled Substance Act (VCSA) complaints; 2 Disorderly Conduct General. *The OSSI system does not differentiate between the Assault and Battery that involved a Domestic relationship and an Assault and Battery under non-domestic circumstances. ARRESTS Overall, the department executed 20 physical arrests. These arrests include: 7 Assault and Battery arrests (5 Assault and Battery and 2 Aggravated / Felonious Assault), 6 Obstructing Justice arrests, 1 Retail Fraud Theft 3 rd Degree arrest, 1 Criminal Sexual Conduct 1 st degree, 1 Sex Offense Indecent Exposure arrest, and 4 other arrests. WARRANTS REQUESTED During the month of April, the Howell Police Department submitted 51 warrant requests to the Prosecutor s Office and the City Attorney. Of the cases submitted, 42 criminal/traffic charges were obtained, which includes 30 misdemeanor offenses and 12 felony offenses. 9 charges were denied. TRAFFIC ENFORCEMENT/TRAFFIC CRASHES Traffic Enforcement: In April, Howell Police Officers completed 151 traffic stops. Of those traffic stops, Howell Officers issued a total of 106 Uniform Traffic Citations (UTC), compared to 88 in April, This represents an increase of 18 citations, or 20%. A complete list of citations is attached. The top 5 citations issued are as follows: Speeding 1-10 over limit at 41; Disobey Traffic Control Device at 17; Expired License Plate at 14; Fail to stop within Assured Clear Distance at 6; Failed to Yield at 4. In the month of April Howell Officers issued 102 parking citations.
3 Traffic Crashes: On the crash side, Howell Police Officers responded to a total of 29 traffic crashes, of which 21 are reportable*. PIA PDA-Traffic Area PDA Non-Traffic Area Accident-Hit and Run *Property Damage Accident-non traffic area, occur on private property and therefore are not reportable. The Following is an analysis of Departmental productivity on a shift level. A breakdown by shift is as follows: Shift Reports Citations Arrests Parking Days A Team Midnights B Team Days C Team Midnights D Team Other TOTAL *Other includes School Resource Officer, Criminal Investigations, LAWNET and Desk Personnel. This data can be refined to averages per shift, per day: Shift Reports Citations Arrests Parking Days A Team Midnights B Team Days C Team Midnights D Team Other RESIDENTIAL VACATION CHECKS During the month of April, Howell Officers conducted 407 Residential Vacation checks. SPECIAL EVENTS There were no special events to report on for the month of April, DETECTIVE BUREAU The Detective Bureau is currently assigned 5 active investigations. During the month, the Detective was able to close four (4) investigations. One (1) Death investigation was closed and sent to the Livingston County Prosecutors office for review, One (1) Suspicious Situation
4 investigation was closed, One (1) Fraud investigation was closed and one (1) Assist to Child Protective Services was closed. SCHOOL RESOURCE OFFICER During the month of April, the SRO responded to 6 calls for police service, authored 2 criminal reports and 4 non-criminal reports. In addition to the above reports, the SRO became certified in Alert, Lockdown, Inform, Counter, Evacuate (ALICE). The SRO attended the Arbor Day event at the West Street Park with elementary School students, spoke with students at HHS and the Freshman Campus concerning behavior and consequences and criminal behavior and consequences. LAWNET The LAWNET Officer reported a productive month with the following substantial seizures: 41 doses of Hydrocodone; 35.4 grams of Marijuana; 34 doses of LSD; 34 doses of Amphetamine; 14.8 grams of Crack Cocaine; 10 doses of Methadone; 4.3 grams of Psilocybin Mushrooms; 2.5 grams of MDMA; 2 doses of Buprenorphine; 1.1 grams of Methamphetamine; 0.4 grams of Heroin. Additionally, 12 investigations were initiated and 2 arrests were executed. EVENTS OF INTEREST: On April 5th, Howell Officers responded to the intersection of Walnut and Washington for a traffic accident. This was a two vehicle accident where one vehicle had rolled onto its side. There were no injuries reported. The at fault driver was issued a citation. A wrecker service responded and removed the vehicle. On April 8, Howell Officers were dispatched to a personal injury accident. Central Dispatch advised a car had driven off the road at Third Ave and Thompson Lake Dr. It was determined the driver was intoxicated and intentionally drove her car off the roadway in a suicide attempt. The driver was transported by EMS to U of M Hospital. Charges were sought and obtained for Operating While Intoxicated and Secretary of State will be conducting a driver re-exam.
5 On April 12 th, Howell Officers were dispatched to the Kensington Inn for an indecent exposure. Central advised there was a man standing in the window of a room naked while watching kids play in the parking lot. It was determined the subject had been in the window naked and had been playing with himself while watching kids play. The subject was arrested and lodged at the Livingston County Jail. Multiple charges were obtained. On April 17 th, Howell Officers were dispatched to a Criminal Sexual Conduct (CSC) complaint. The adult female victim reported that she was forced to have sex with an adult male friend. The male was interviewed and admitted he knew the female did not want to have sex. The male was lodged at the Livingston County Jail and charges were obtained. On April 21 st, Officers were dispatched for a domestic assault in progress. Dispatch stated that the caller s adult son nearly bit his finger off. Officers responded and spoke with the parties involved. The son was arrested for being the aggressor and lodged for domestic violence at the Livingston County Jail. The victim did have a large laceration on his finger, but stated that he did not want medical treatment. On April 28 th, Howell Officers responded to Regal Recycling for a Breaking and Entering report. An unknown male entered the business overnight and stole a Glock handgun. The suspect is observed on video wearing gloves and a mask. There was no sign of forced entry and it is believed the suspect entered through an open or unlocked door.
